Position Overview


We are seeking a highly experienced engineering leader to take charge of Engineering Technical Services for major onshore projects in the energy sector. This pivotal role involves managing all engineering disciplines supporting assigned projects to ensure delivery on contractual, safety, quality, technical, cost, and schedule objectives.


You will be responsible for resource planning, technical management, and coordination between multi-disciplinary teams including contractors, project managers, and internal stakeholders.


Key Responsibilities



  • Provide engineering management support to project managers ensuring technical delivery aligns with project goals
  • Lead and coordinate the Engineering Task Force, overseeing daily engineering activities and contractor collaboration
  • Monitor engineering progress across disciplines, proactively addressing delays and quality concerns
  • Facilitate and participate in project workshops (e.g., safety, value improvement, lessons learned) ensuring broad stakeholder engagement
  • Ensure adequate engineering resources are assigned in line with project needs and coordinate with functional managers for timely deployment
  • Review and endorse critical technical deliverables and scope documents during tendering and execution phases
  • Manage technical assurance plans and maintain the technical issues register throughout the project lifecycle
  • Support Qatarisation objectives by facilitating on-the-job training and development for Qatari nationals
  • Collaborate with project teams on risk management, cost control, planning, commissioning, and construction activities
  • Coach and mentor the engineering team to foster innovation, continuous improvement, and problem-solving culture
  • Serve as the decision-maker for technical quality and safety matters within the project framework and company policies

Qualifications & Experience



  • Bachelor's degree in Electrical Engineering or related discipline (Master's or higher degree preferred)
  • Minimum 15 years' overall engineering experience, with at least 10 years in design management for major oil & gas or energy projects
  • Extensive experience in solar power plant design is highly desirable
  • Knowledge of international engineering standards and best practices, including Shell DEPs and Qatar-specific standards
  • Proven leadership experience managing multi-disciplinary teams and working with FEED/EPIC contractors
  • Strong communication, coordination, and management skills
  • Demonstrable health, safety, and environmental (HSE) leadership experience

Primary Objective

To manage all engineering activities associated with a Mega Projects PMC contract as part of an integrated Client/Company team.


Specific Accountabilities

  3. Preparation and administration of design budgets, estimates, forecasts and schedules.
  4. Recruitment and Development of a technically competent, cohesive and functional engineering team.
  5. Be responsible for the timeliness and technical correctness of all works performed by the Engineering Team.
  6. Technical Integrity - take responsibility for the technical integrity of the team, addressing working methods, tools, quality assurance, peer reviews, communication with team members on other projects.
  7. Manage value improvement processes.
  8. Manage third party consultants/specialists.
  9. Ensure all design engineering activities meet or exceed engineering standards with regard to quality, cost, safety and performance.
  10. Quality Assurance - Responsible for working within the provisions and guidelines of the Quality Assurance system including utilizing the corporate Project Management systems.
  11. Safety - Responsible for personal safety and adherence to safe working practices for the Oil & Gas Business Unit. Understand and follow OH&S procedures.

Qualification:

Essential Skills/Experience

  1. B. Sc., Engg (Mech., Chem., Civil, Electrical.) from an accredited college or university.
  2. Must have experience in oil & gas, refinery, or petrochemical industry.
  3. Must have experience in related designation / specialty.
  4. Must have experience in Middle East.
  5. Must have a proven track record of managing multiple projects in Design & Engineering in the oil and gas industry.

Matching Indicators

  1. Strong technical skills in the onshore oil and gas industry.
  2. Track record of managing multi projects and multi-discipline design team.
  3. High level of understanding of management of interfaces.

Qualification:

Essential Skills/Experience

  1. B. Sc., Engg (Mech., Chem., Civil, Electrical.) from an accredited college or university.
  2. Must have experience in oil & gas, refinery, or petrochemical industry.
  3. Must have experience in related designation / specialty.
  4. Must have experience in Middle East.
  5. Must have a proven track record of managing multiple projects in Design & Engineering in the oil and gas industry.

Matching Indicators

  1. Strong technical skills in the onshore oil and gas industry.
  2. Track record of managing multi projects and multi-discipline design team.
  3. High level of understanding of management of interfaces.

Primary Objective

To manage all engineering activities associated with a Mega Projects PMC contract as part of an integrated Client/Company team.

Specific Accountabilities
