Job Title: Head of Construction

Location: Qatar

About the Role:

An exciting opportunity has arisen for an experienced construction leader to take ownership of high-profile industrial projects at multiple plant sites. As Head of Construction, you will oversee the successful execution of all construction activities-ensuring adherence to scope, schedule, quality, and safety standards. You'll work closely with internal leadership and external partners to deliver technically complex, strategically important builds that drive the business forward.

Key Responsibilities:

Construction Project Management

• Lead the delivery of construction projects across multiple plant sites, aligning with technical specifications, project timelines, and allocated budgets.
• Supervise daily construction operations and coordinate with contractors and subcontractors to maintain performance and standards.
• Monitor and report on construction progress through weekly and monthly updates to senior stakeholders.
• Host and lead meetings with stakeholders, including technical, commercial, and contractual parties.

Compliance and Quality Assurance

• Ensure full compliance with company standards, construction laws, and health and safety regulations.
• Troubleshoot on-site technical and managerial issues to minimise disruptions.
• Maintain accurate and complete documentation across all phases of the construction lifecycle.

Strategic and Business Support

• Collaborate with senior leaders to develop and execute strategic construction initiatives in line with wider business goals.
• Build and lead a high-performing construction team, fostering a culture of continuous improvement.
• Engage and communicate with internal and external stakeholders to maintain strong working relationships.

Leadership and Organisational Development

• Translate divisional strategy into executable plans within the construction function.

Required Qualifications and Experience:

• Bachelor's degree in Civil Engineering or a closely related field.
• A minimum of 10 years' experience in large-scale construction projects, including 4+ years in senior leadership or management roles.
• Strong leadership, people management, and team development skills.
• Proven experience in construction operations within industrial, energy, or utilities sectors.
• Experience working across multiple geographies or multicultural environments is advantageous.

Desirable Skills and Attributes:

• Excellent analytical and problem-solving abilities.
• Strong commercial acumen and stakeholder management skills.
• Familiarity with the power and water sectors, including trends and technologies.
• Proficiency in English is essential; Arabic is an advantage.
• Experience working within the GCC is preferred.

• Manage the direct supervisor's calendar; including scheduling meetings and appointments by answering questions and meeting requests directed to the direct supervisor and ensuring appropriate coordination and notifications
• Prepare correspondence, compile reports, presentations and other material and handle information requests and perform clerical duties as require by the direct supervisor
• Coordinate and/or execute all office administration, secretarial and clerical services in the direct supervisor's office
• Represent the direct supervisor by welcoming and directing visitors, reviewing correspondence, and drafting appropriate responses

• Maintain appropriate control on access and custody of confidential matters and documents in the direct supervisor's office by ensuring appropriate authority and approvals are obtained prior to such access
• Assist in handling special projects/assignments as directed, such as coordinating special events and other corporate functions by serving as liaison between concerned parties and the direct supervisor's office
• Prepare and implement Document Control Methodology and System
• Develop and update the Document Distribution Matrix
• Register, code, distribute and file in a centralized filling system, all incoming and outgoing technical and commercial documentation
• Ensure that latest version of documents is timely made available to users especially at plant site
• Validate that the Project Document Control System is in line or not with the Project Document Control Procedure
• Monitor and expedite Owner's review & approval turnaround time of documents to meet Contracts requirements

• Register and report Non-Conformity in Document Control by users and recommend potential Actions Plan to mitigate issues

• 5 years' experience in executive secretarial and administration support role, or office administration/ management in a busy direct supervisor's office, 2 of which as a principal administrator or personal assistant to a direct supervisor
• Bachelor's degree in Business Administration or related field. Relevant training in office management or secretarial field will be necessary

• Client representative on board facilities/contractor marine spread at offshore locations responsible for the project related pre-commissioning and commissioning activities
• Prepare required work permits as permit applicant and ensures all stipulated client's e-PTW system requirements are adhered by contractor personnel for execution of identified work
• Attend daily meetings with the Asset Holder for planning of works and reporting of progress/constraints
• Liaise with HSEQ personnel for the required surveillance of construction/installation/commissioning works to ensure works are being carried out in line with approved HSEQ procedures
• Coordinate with the contractor representative for movement of personnel and material for execution of work as per agreed schedule
• Review, comment and approve contractor's pre-commissioning and commissioning plans/schedules/procedures/JSAs
• Monitor pre-commissioning and commissioning activities to ensure works are in line with approved procedures and AFC drawings
• Inspect the completed work for mechanical completion and identified punch list items to start the pre-commissioning activities
• Coordinate with construction supervisors for clearance of punch list items and witness required pre-commissioning and commissioning activities
• Provide daily Progress report of the activities to Head Commissioning and Logistics and Project Team as per identified distribution matrix
• Scheduling and coordinating with Operations Representatives to witness site acceptance tests, loop checks etc as per commissioning plan
• Develop planning of the commissioning activities and ensure its implementation as per the approved commissioning plan and project schedule
• Detail the activities into required systems and subsystems to facilitate commissioning and start up
• Develop and arrange for approval of all commissioning handover checklists and certificates and coordinate with Contractor/Vendors to solve system/equipment performance problems

• Higher National Diploma (HNC), Diploma in Mechanical (or) E&I or B Sc in an Engineering discipline from a recognized University with extensive commissioning experience of Oil & Gas projects Good skills in construction management, effective communication, conflict resolution
• A minimum of ten to twelve (10 to 12) years' experience in relevant construction and installation activities in projects of oil & gas industry. Experienced in the implementation of construction industry best practices, systems, processes and standards

• Supervise the EPIC Contractors during the execution of construction activities at construction site
• Participate in reviewing detailed design drawings, method statements, material requisitions, etc
• Co-ordinate mobilization and de-mobilisation of contractors on site
• Supervise and approve construction activities and co-ordinate various aspects of project construction including inspections, material submissions and working drawings from contractors, and processing documentation as required
• Carryout daily checks on contractor's staff and work carried out during the previous day to ensure compliance with prescribed contractual specifications
• Handle all aspects of Electrical/Instrument Construction activities including site investigations, site surveys etc
• Supervise and manage installation Earthing and Lightning Protection works

• Candidate must possess a Degree or Diploma in Electrical/Electronic Engineering from an internationally recognized University with extensive construction related experience Good skills in construction management, effective communication, conflict resolution and relevant courses in HSE, QAQC and construction
• Candidate should have a minimum of 15 years overall E&I experience in Construction installation pre-commissioning & commissioning oil and gas industries
• Must have good verbal and written communication skills to interface and communicate with internal and external departments, agencies, contractors and vendors
• Experienced in the implementation of construction industry best practices, systems, processes, and standards

• Manage and guide the contractor during engineering, review, comment and approve the contractor's construction engineering documents in PDMS
• Attend engineering workshops such as Constructability review, SIMOPS, Schedule Risk Analysis, 3D Model Reviews, HAZOP, and Lifting Plan reviews and provide inputs to ensure that the contractor conducts these workshops complying with client requirements
• Participate in all engineering workshops during FEED and EPIC
• Ensure the Contractor executes offshore installation in accordance with client standards, specifications, and approved drawings
• Monitor, control and report Contractor's performance, man-power deployment, plant and equipment movements, construction slippages etc
• Act as the construction Risk Management representative to identify Construction Risk events, the effects & consequences, propose mitigation measures and take ownership to ensure mitigation measures have been implemented at the site
• Liaise with senior discipline engineers throughout all phases of the project for all construction-related matters including inputs during the detailed engineering and procurement stages
• Review contractors' construction plans, schedules, method statements, and procedures including offshore logistics

• EPRS HSE Engineer provides necessary support and assistance to the EPRS Division to ensure all aspects of the division have the HSES Systems and processes services and support needed to achieve project goals related to safety, environmental, regulatory, industrial hygiene, occupational health, security, emergency preparedness and response
• Provide oversight and guidance for HSES regulatory compliance performance during all phases of emergency pipeline repair lifecycle activities, Champion onsite safety awareness and safe performance with Contractor Monitor Contractor's activities for compliance with Contractor approved Project HSES procedures during all phases of emergency pipeline repair lifecycle activities
