JOB DESCRIPTION AND REQUIREMENTS
  • Experience with Hexagon software (or extensive experience with other completion software: ICAPS®, WinPCS, .)
  • Experience with Offshore platform projects


Mission

• Coordinate the achievement of the plant process and utilities systems completion as defined in the project plans and schedules, in order to hand-over the systems to commissioning Team, coordinating all construction disciplines according to the established time frame and priorities and interfacing with Heads of Departments, Subcontractors, Suppliers and Clients.

Tasks

• Promote safe work practices and environmental protection, ensuring that safety standards are respected
• Ensure the fulfillment of the project quality and contractual requirements
• Set up proper tools to control the progressive completion of construction and pre-commissioning activities
• Guide and monitor the field activities in an orderly manner according to commissioning priorities
• Plan walkthroughs with Client and disciplines involved, in accordance with systems completion priorities, in order to determine the required actions to be completed to achieve the mechanical completion
• Steer coordination meetings in a perspective of an overall optimization, in terms of system completion or alternative solutions to mitigate the inconveniences that might occur
• Ensure the gathering and management of completion punch lists, including both yes and no items.
• Ensure the preparation of the certificates dossiers required to achieve the mechanical completion, in accordance with contractual provisions

Responsibilities:

The Testing and Commissioning Manager is responsible for planning, coordinating, and overseeing all testing and commissioning activities across all construction packages:This role ensures that building systems - mechanical, electrical, plumbing, and specialized systems - are fully functional, compliant with design specifications, and ready for handover to the client.
  • Develop and implement comprehensive testing and commissioning plans for allbuilding and utilities systems in the project
  • Coordinate with design consultants, design guardians, contractors, and projectmanagers to ensure readiness for commissioning
  • Review and approve method statements, inspection and test plans (ITPs), andcommissioning procedures
  • Lead commissioning meetings and workshops with stakeholders
  • Monitor and verify system performance against design and operationalrequirements
  • Manage third-party testing agencies and ensure compliance with regulatorystandards
  • Identify and resolve commissioning-related issues and deficiencies
  • Maintain detailed documentation of all testing and commissioning activities
  • Ensure integration of systems (e.g., HVAC, BMS, fire alarm, lighting, elevators) andvalidate interoperability
  • Support training and handover processes for client operations teams
  • Provide technical input during design reviews to ensure systems arecommissionable
  • Ensure health, safety, and environmental compliance during commissioningactivities


Requirements:

1. Education: A bachelor's degree in mechanical engineering or a related field is typically required and MMUP/UPDA registration.

2. Experience:

- 10+ years of relevant experience in testing, commissioning, or quality assurance within Qatar

- Proven experience in managing testing and commissioning projects.

- Experience with large-scale sports projects

- Familiarity with commissioning software and tools (e.g., Bluebeam, BIM 360)

- Certification in commissioning (e.g., ACG, NEBB) is a plus

- Strong knowledge of MEP systems, building automation, and commissioningstandards (ASHRAE, CIBSE, etc.)

3. Technical Knowledge:

- In-depth understanding of the systems, equipment, or processes being tested.

- Knowledge of relevant industry standards and regulations.

- Familiarity with testing equipment and tools.

4. Communication Skills: Effective written and verbal communication skills are essential for coordinating with project teams, clients, and regulatory authorities.

Education & Experience:

• Bachelor's Degree in Electronics Engineering, Audio-Visual Systems Engineering, or a

related field.

• 10+ years of relevant experience in AV systems design and integration, with at least 5

years in large-scale developments (stadiums, arenas, immersive venues, or mixed-use

• Proven track record in design review and technical supervision of AV infrastructure in:

• Stadium retrofits and broadcasting systems

• Immersive experience centers (e.g., COSM, domes)

• Strong experience coordinating with architectural, MEP, ICT, and lighting teams.

• Direct experience in construction site support, including installation oversight, mockups, testing & commissioning, and AV rack/server room delivery.

Preferred Certifications:

• CTS-D (Design) or CTS by AVIXA (Infocomm)

• Comprehensive knowledge of AV systems architecture, including:

• Audio signal paths, acoustics, DSPs (e.g., Q-SYS, Biamp)

• Video transmission and switching (HDBaseT, SDVoE, NDI)

• Control systems, scheduling, and automation integration

• Strong understanding of AV/IT convergence, IP-based AV, and coordination with ICT

networks, BMS/ELV systems.

Proficiency in:

• Reviewing and producing AV schematics, layout drawings, cable schedules, and

rack elevations

• Aligning AV designs with acoustics, HVAC, electrical load requirements

• Managing AV design compliance across multiple venues simultaneously

• Experience with:

• Mock-ups, FATs, SATs, commissioning of AV systems

Responsibilities:

The Testing and Commissioning Manager is responsible for planning, coordinating, and overseeing all testing and commissioning activities across all construction packages:This role ensures that building systems - mechanical, electrical, plumbing, and specialized systems - are fully functional, compliant with design specifications, and ready for handover to the client.
  • Develop and implement comprehensive testing and commissioning plans for allbuilding and utilities systems in the project
  • Coordinate with design consultants, design guardians, contractors, and projectmanagers to ensure readiness for commissioning
  • Review and approve method statements, inspection and test plans (ITPs), andcommissioning procedures
  • Lead commissioning meetings and workshops with stakeholders
  • Monitor and verify system performance against design and operationalrequirements
  • Manage third-party testing agencies and ensure compliance with regulatorystandards
  • Identify and resolve commissioning-related issues and deficiencies
  • Maintain detailed documentation of all testing and commissioning activities
  • Ensure integration of systems (e.g., HVAC, BMS, fire alarm, lighting, elevators) andvalidate interoperability
  • Support training and handover processes for client operations teams
  • Provide technical input during design reviews to ensure systems arecommissionable
  • Ensure health, safety, and environmental compliance during commissioningactivities


Requirements:

1. Education: A bachelor's degree in mechanical engineering or a related field is typically required and MMUP/UPDA registration.

2. Experience:

- 18+ years of relevant experience in testing, commissioning, or quality assurance within Qatar

- Proven experience in managing testing and commissioning projects.

- Experience with large-scale sports projects

- Familiarity with commissioning software and tools (e.g., Bluebeam, BIM 360)

- Certification in commissioning (e.g., ACG, NEBB) is a plus

- Strong knowledge of MEP systems, building automation, and commissioningstandards (ASHRAE, CIBSE, etc.)

3. Technical Knowledge:

- In-depth understanding of the systems, equipment, or processes being tested.

- Knowledge of relevant industry standards and regulations.

- Familiarity with testing equipment and tools.

4. Communication Skills: Effective written and verbal communication skills are essential for coordinating with project teams, clients, and regulatory authorities.
