Collaborate with the Project Manager to establish the Project HSE&Q & IMS action plan aligned with SPIE & Customer QHSE policy and procedures for project activities.

Organize monthly QHSE meetings and compile meeting minutes for dissemination to the Project manager and QHSE Manager.

Conduct monthly inspections on project sites to ensure compliance with safety standards.

Report HSE statistics, incidents, and non-conformities to relevant stakeholders .

Conduct Job Hazard Analysis (JHA) and Root Cause Analysis (RCA) for HSE incidents and ensure compliance with QHSE standards.

Conduct VOP to all site to promote safe working practices.

Maintain an inventory of all HSE equipment (including PPE)required for project sites and follow up with the team to ensure equipment is in good condition.

Participate in Project Risk Identification (PRI) activities for all Projects and provide supervision if necessary.

Plan and execute at least two emergency drills on a yearly basis (Tier 2 & Tier 3 level) for staff accommodation.

Provide training and development for new workers, identifying emergency situations and ensuring strict adherence to QHSE instructions.

Conduct Audit - GAP assessments to ensure compliance with safety standards.

Conduct Root cause analysis

Assume the role of Management of Change (MOC) coordinator for all project scopes.

Update safety-related Standard Operating Procedures (SOPs) and issue new ones as required to ensure adherence to safety protocols during project and construction activities.

This role requires strong coordination skills, a deep understanding of HSE&Q standards, and the ability to effectively manage safety procedures within project and Operation and Maintenance environments.

RESPONSIBILITIES

The Lead Technical Safety Engineer will be responsible for:
  • Provide integrity assurance of Process designs through appropriate application of Shell technical standards and specifications, implementation of DCAF and review of design deliverables and activities.
  • Ensure schedule and cost considerations are included in design decisions, while maintaining primary responsibility to assure safe and appropriate quality designs.
  • Ensure repeated delivery of projects with HSSE & SP risks demonstrably managed to as low as reasonably practicable (ALARP), creating a workplace without harm.
  • Ensure Technical HSE Engineering activities are executed in alignment with Shell's Project Delivery Roadmap and Opportunity Realization Process.
  • Validate strategies/conceptual designs during early project phases.
  • Support COMPANY in auditing construction field activities for compliance and assist in resolution of field non‐conformance issues as required.
  • Ensure design meets requirements of Shell's HSSE Framework.
  • Design and develop, as required, innovative technical approaches to the broader Technical HSE engineering issues and contribute to continuous business improvement initiatives (fit for purpose)
  • Deliver integrated HSE risk management support (including hazard identification, major hazard assessment, developing HSE Cases and contributing to layout reviews, human factors and health risk assessments, ESH impact assessment, as part of the Hazards and Effects Management Process) across the full lifecycle of the projects.
  • Identification and communication of HSSE best practices
  • Provide (one stop shop) Technical HSE engineering support and delivery in accordance with the HSSE & SP Control Framework and associated standards, guidelines and relevant regulatory safety requirements for QPH projects.
  • Accountability for technical HSE engineering deliverables and engineering execution planning support including provision of senior engineering expertise.
  • Proactively working with the Engineering Manager to key Projects on track and achieve Top Quartile (TQ) performance for the portfolio.
  • Drive and delivery of an ever‐increasing effectiveness and efficiency in producing project designs, through Elimination, Simplification, Standardisation and Automation balanced against the need for Top Quartile FEL in, and quality designs for the Qatar Project Delivery Hub projects.

Experience:

Typical responsibilities
  • Produce, review, and take accountability for the accuracy of detailed calculations, electrical engineering datasheets, drawings and other deliverables to define the electrical engineering requirements of our projects

  • Supervise less experienced electrical engineers and, where required, be line manager for electrical engineers within Qatar office.

  • Is a self-motivated, proactive and highly driven individual with high standards, attention to detail and capable of demonstrating initiative

    • Professional usage of Refinery Information System (RIS), Process Historian Data (PHD), Laboratory information system, SAP, off-site Automation software's applications and PC software, such as, Microsoft Project, Excel, Graphics/Presentation packages, Workflow charting . etc.
    • Good knowledge of ISO 9001:2015, ISO17025 and ISO 14000 requirements to be able to implement the Refinery's IMS procedures.
    • Good comprehension of applicable International Standards in Refinery.
    • Analytical skills in Refinery or LAB plant economics business.

Job description

We currently have an opportunity within SPIE Oil & Gas Services Middle East LLC Doha, Qatar for a :

Structural & Piping Engineer

Ensure the application of NOC HSE and Safety Engineering policies, process, standards and guidelines incl. international
rulesets.
Ensure that contractors comply at all times with safety rules, taking actions as required in case of disregards.
Promote safety culture within NOC personnel and contractors as well as reporting of anomalies.
Develop design of new structural installations or define structural modifications.
Coordinate preliminary, basic and detailed facilities engineering studies / design in-house with minimal supervision.
Generate requisitions for Structural material procurement and technical bids evaluation.
Undertake necessary technical studies in order to propose robust and optimized technical solutions.
Coordinate scope of work, cost estimates, budgets and technical dossiers for structure related activities.
Input to the planning and organization and supervision of the offshore structural survey campaigns to ensure compliance.
Assist the technical review of the bidders' proposals and prepare technical recommendations accordingly.
Check and approve structural engineering deliverables received from Contractors for Basic / Detailed Engineering.
Ensure that the Engineering Contractors submit all deliverables on time and assure them regularly to achieve NOC quality
expectations.
Perform quality control of the Engineering Contractor (Supports, Geotech, weight and stress analysis, specifications, material
list).
Carry out simplified and detailed stress analysis calculations and checks (using both manual and recognized structural
engineering software)
Follow-up Purchase Orders of structure material to ensure timely approval, conformity of design.


Profile

Ideally, you will have graduated with minimum Higher Secondary School Education plus a three-year technical diploma (HNC, HND or equivalent).

Relevant Work Experience: Minimum of 10 years of experience with at least 5 years offshore level on-field equipment in diversified oil & gas processing or petrochemical plants.

You are fluent in English with both written and verbal communication

You will have good interpersonal and organizational skills, as well as, a good level of computer literacy and be proficient in Microsoft Office.

About the Role
We are seeking a skilled Mechanical Project Engineer to lead the planning, management, and execution of multiple brownfield modification and retrofit projects. The role involves ensuring safe and efficient project delivery across onshore and offshore facilities, while meeting strict standards for safety, quality, cost, and schedule.

Key Responsibilities

  • Oversee planning and execution of brownfield modification and retrofit projects.

  • Ensure all project activities comply with health, safety, environment, and quality standards.

  • Support project concept selection and planning, including risk assessments and cost/schedule evaluations.

  • Lead Front-End Engineering Design (FEED) and coordinate Engineering, Procurement, and Construction (EPC) activities.

  • Review and manage construction strategies, contractor performance, and site execution for shutdown and non-shutdown works.

  • Monitor schedules, identify critical paths, and develop mitigation strategies.

  • Analyse project costs, forecast trends, and recommend recovery measures where required.

  • Prepare and review tender documents, scope of work, evaluation criteria, and vendor qualifications.

  • Engage with multiple stakeholders including contractors, vendors, regulators, and internal teams to ensure smooth project delivery.

Requirements

  • Bachelor’s degree in Engineering (Mechanical preferred).

  • Minimum 8 years’ experience in project execution within engineering and operations.

  • Strong background in brownfield projects, including SIMOPS and debottlenecking.

  • Proven ability to manage complex shutdown projects under tight deadlines.

  • Advanced computer literacy and familiarity with engineering systems and tools.

  • Excellent communication skills in English, both written and spoken.

  • Candidates must be eligible to work in Qatar.

  • Expatriate employees are expected to contribute to the development of local talent.

  • This is a secondment contract position with an initial duration of 2 years.
