Senior Bridge / Structural Design Engineer

Location: Qatar

Parsons is looking for an amazingly talented Senior Bridge / Structural Engineer to join our team! In this role, you will get to design and review the design of various types of structures including bridges, tunnels, underpasses, retaining walls, car parks, and public infrastructure-related buildings/structures.

What You'll Be Doing:

  1. Detailed structural design of bridges, tunnels, underpasses, retaining walls, car parks, and public infrastructure-related buildings/structures.

  2. Produce design drawings, calculations reports, and specifications.

  3. Supervise other engineers and CAD team as per project task assigned.

  4. Act as a checker within the team to ensure the quality of the deliverables prior to formal client submissions.

  5. Communicate with other technical disciplines to produce well-coordinated design to ensure satisfaction of functionality and serviceability requirements and clash-free configurations.

  6. Track the progress of the assigned design and report to the Design Manager and Project Managers of the status and any issues that may arise during the design development.

  7. Support other engineering activities as required by the Lead engineer.

  9. Be self-motivated and require minor supervision on committed tasks.

What Required Skills You'll Bring:

  1. Bachelor’s Degree in Structural Engineering and 8+ years of related work experience. Work experience must be related to HANDS-ON DESIGN of structures.

Your Key Responsibilities

In this role, you will be responsible for delivering transformational work as part of our Management Consulting Group in Qatar, supporting and advising our client in maturing their Roads O&M supply chain. The candidate for this position will be working from our client’s office and is a client-facing position to provide management consulting service to our client.

Key responsibilities include (but are not limited to)

• Support and advise the client Management in administering a Roads O&M Performance-Based contract including setting the program of works, work inspection regime, participating in technical and contractual discussions, review and approve monthly invoices.

• Provide technical advice on materials, maintenance and rehabilitation treatments and practical applications to support roads rehabilitation plans and strategies.

• Analyze and provide advice to the client on conventional and non-destructive test data (e.g., analysis of LCMS and GPR data, back calculation of FWD data, DCP, etc.) to power strategic decision-making for the Client

• Analyze and advise the client on asset data to provide recommendation and improvement to Client’s pavement and Right-of-Way asset management business practices or policies, such as performance modeling and effectiveness of pavement maintenance.

• Support pavement forensic investigations and site reviews.

• Support roads pavement evaluations and provide guidance for optimized treatment recommendations.

• Support the Client with audits of pavement material production facilities including hot mix plant, road base, crushing plants and laying site equipment

• Provide training and knowledge transfer to the Client and/or framework contractors on pavement preservation best practices.

Qualifications

• Bachelor’s degree in an Engineering field.

• 15 to 20 years of relevant experience. Previous pavement/asset management engineering experience would be considered an asset.

• Previous experience in a client-facing role, with demonstratable stakeholder management skills is an essential requirement.

• Previous experience as a Project Manager, having led teams involved in pavement engineering and management.

• Experience in pavement engineering, pavement management and non-destructive testing

• Experience with pavement and asset management software is considered an asset.

• Knowledge of transportation engineering demonstrated by experience in roads Right-of-Way asset design, investigation and research

• Construction inspection experience related to paving.

• Excellent oral and written English skills (fluency in Arabic is also preferred).

Overview

GovCIO is currently hiring for a Civil Engineering Subject Matter Expert to provide advisory and assistance services (A&AS) in support of the construction-engineering components of Program & Design Integration (PDI) for the U.S. Air Forces Central Command (AFCENT) Theater Support Group at Al Udeid Air Base (AUAB), Qatar. The intent of this effort is to provide qualified and experienced personnel to support the AFCENT TSG as it ensures the U.S. receives the best facilities and infrastructure possible via major capital improvements funded by Qatar and UAE. Members of the AFCENT TSG act as construction monitor and reporting Subject-Matter Experts (SME) advising project teams to ensure facilities and infrastructure improvements are designed and constructed in accordance with provisions of Title 10 of the U.S. Code, addressing life, health and safety concerns, to facilitate the successful completion of all investments on behalf of U.S. interests. Act as subject-matter experts and advisers that monitor Host Nation construction project’s associated design and construction activities, and report on such activities to the TSG office to advocate for U.S. interests. Holistically review, evaluate and advise on design/construction for all projects regardless of funding source to ensure projects meet complete and usable requirements and ensure full compliance within Title 10 of the U.S. Code.

Advise on both construction-engineering projects and services not connected to specific projects but are necessary to preserve AFCENT interests in Host Nations. Assist in the review/qualification of the TSG conducted activities: field surveys, under the AFCENT span of control, and investigations to acquire project scope, design data, plans/program monitoring, capability or requirement studies, evaluations, consultations, interior facility/functional reviews, topographic and/or geotechnical studies and hazardous materials assessments. Tasks include, but are not limited to, facility and infrastructure construction/renovation projects by credentialed architects and engineers. Generally, a credentialed professional (a) is licensed to practice in the location where a facility is located and/or (b) commands the necessary expertise, in terms of knowledge and experience, to undertake the specified task. SMEs will monitor and report on progress by conducting design reviews, monitor Host Nation performed quality assurance (QA) / quality control (QC) inspections to ensure U.S. interests are met, ensure any unique HN/US facility acceptance requirements are met, and ensure adherence to applicable specifications and submittal reviews.

Responsibilities Provide civil/structural engineering and construction project monitoring services; to augment in-house capabilities for these service areas for the AFCENT TSG. The Civil/Structural Engineering shall support, as needed, cradle-to-grave functions for base engineering requirements, requirements assessment, planning, project development, construction monitoring, and project closeout. The following bullets further characterize some of the day-to-day support requirements:

Review and analyze preliminary, interim, find project plans and specifications for technical efficiency and adequacy.

Review and provide general monitoring on Host Nation funded project development work for new construction, renovation, and improvement projects for real property facilities, including utility systems, according to all laws, codes, guidelines, and criteria as required. Projects are related to a wide variety of facilities and infrastructure systems, including earthwork; airfield and roadway pavement systems; high and low voltage electrical systems; heating, ventilation, and air conditioning (HVAC); water and sewage (plumbing); fire suppression; control and alarm systems; etc. which interface with other engineering specialties.

Interpret methods and approaches in developing project calculations, layouts, drawings, and specifications that support project objectives and standards.

Review and provide general monitoring on conceptual studies and sketches that indicate pertinent project features, material, equipment, and specifications.

Monitor all project phases with appropriate managers and staff elements and shall maintain current engineering data for assigned projects.

Coordinate projects with AFCENT TSG for engineers in other disciplines, operations personnel (e.g., Electric, Power Production, HVAC, Structures, Pavements and Equipment, and Utilities shops) and other U.S. Government entities to include Wing Safety, Force Protection, Security Forces, Communications, Fire Department, and Medical Group to verify safety, constructability, operability, maintainability, and all project considerations have been addressed.

Perform reviews of Host Nation funded engineering investigative services as requested by the AFCENT TSG. Investigations can include electrical power studies, water and wastewater flow and system testing and analysis, and HVAC testing, among others.

Monitor and report on projects for new construction, renovations, and improvements to real property facilities and infrastructure utilizing a professional knowledge of engineering. Projects include work on roads, drainage systems, utility systems, installation utility plants, airfield runways, maintenance shops/hangars, recreation facilities, administrative offices, dormitories, etc.

Review as-built drawings at the end of construction

Monitor and report new projects for construction, renovations, and improvements to real property facilities from start to finish, including utility systems, utilizing a professional knowledge of civil/structural, mechanical and electrical engineering with no more than two (2) missed inspections, pre-construction surveys, surveys, or reviews per month.

Obtained documented Host Nation surveillance and verify overall compliance with AFCENT TSG on contracted specifications, schedules, approved drawings, and statement of work.

Monitor and report on assigned projects and review specifications and schedules.

Verify construction for design compliance and assist with resolution of differences between the U.S. and Host Nation building code.

Efficiently use computers/computer software including Microsoft Office, computer aided design and drafting (CADD) programs (AutoCAD), and project tracking programs (Microsoft Project), GIS, and other engineering calculation software packages to solve engineering problems and facilitate work as needed.

Advise HN construction regarding installation development, and/or O&M functions to ensure that the U.S. requirement is met. The Contractor shall monitor construction projects for new construction, renovations, and improvements to real property facilities from start to finish, including the performance of preconstruction site surveys all the way to completion of as-built drawings.

Comply with health, safety, and environmental rules and procedures and perform work in a manner that enhances the safety of the work environment. Ensure federal and local codes concerning health, safety, and environment to include DoD, Air Force engineering design guidance and standards such as UFC, AFIs (Series 32), Air Force Civil Engineer Center (AFCEC) laws, codes, guidelines, criteria, and standards in the design and construction of real property facilities.

Assist in base master planning, community planning initiatives and assist the Chief of Portfolio Optimization by ensuring new project requirements comply with current and in-work Site Master Plan (SMP).

Prepare necessary documents and presentations accurately and timely.

Review and coordinate document preparation, implementation, and maintenance of the SMP.

Maintain the SMP in a current status and implement changes as the mission directs.

Review proposed facility siting locations and alternatives for compatibility with elements (e.g., noise, airfield and airspace criteria, explosives quantity distance criteria, aircraft accident potential, flood hazards, soil control, natural resources protection, etc.) and recommend approval/disapproval of waivers to assure SMP elements are adhered to.

Maintain correspondence and map files on all information pertaining to site approvals, base comprehensive planning, and airfield criteria waivers.

Effectively review all siting requests for compatibility with existing structures and the overall SMP and continually re-evaluate and update the plan to ensure currency based on changing requirements and data.

Represent the AFCENT TSG in all areas of community planning at meetings, conferences, and hearings and regularly represent the TSG in discussions with other USAF units and other DoD service branches. The Contractor shall meet with all representatives to identify problems and potential impacts, and shall select a logical approach to problem solving, relying on accepted planning practices and precedents. The Contractor shall normally represent all base planning interests in an effective and professional manner and routinely communicate effectively with others, both orally and in writing.

Monitor and report on Host Nation executed surveying services and ensure integration of data from any source into the Geographic Information System (GIS)/AutoCAD Civil 3D 2012 databases, as-built location surveys, construction stakeouts, topographic, location and boundary surveys as needed.

Ensure all surveys/maps are tied to geodetic monuments set by the Government for both horizontal and vertical control and monitor Host Nation contractor and local documentation as required.

Monitor and maintain Government Furnished Property (GFP) and notify the respective installation’s ECES designated representative or COR of needed factory/repair center level maintenance and calibration of any assigned equipment.

Assist as a Special Projects Liaison with US Army Corps of Engineers (USACE) or other design and operating agencies as required. Contractor personnel shall work primarily with AFCENT TSG, local/host ECES unit, AFCEC and USACE to identify and analyze problems and develop technical solutions. Qualifications Bachelor's with 2-5 years (or commensurate experience)

Required Skills and Experience

a Bachelor's Degree in Civil Engineering with 4 years’ experience. A Licensed Civil Engineer is preferred.

Must be capable of civil design services including preparation of civil/site work drawings, structural evaluations and designs, and water/sewer designs based on existing local utilities and facility load and use.

Must be proficient in AutoCAD 2012 or later. Must be capable of using AutoCAD to create presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution.

Must be able to fluently read, write, speak, and understand English.

Must be physically able to deploy to the CENTCOM AOR and capable of traveling between ADAB TSG and AUAB TSG sites, as required, up to 4 times per year (4 working days, two travel days) to backfill and attend meetings.

Job Description

To support the BIM Coordinator and Project Delivery Team(s) in day-to-day BIM implementation activities. Develop 3D/2D dimensional models required for drawing preparation, clash reporting, and presentation aligned with the project LOD requirements and modeling standards for the different Dry Utilities networks (Electrical Networks, Street lighting, landscape lighting, and Telecom networks). Extract 3D models for clash analysis, schedule review, and QS. Ensure coordination of all Model interfaces with designers and engineers of other disciplines. Ensure all Models, drawings, and deliverables are checked to comply with project and company quality standards and BIM requirements. Prepare the engineering drawings from the model that comprises basic arrangements, layouts, profiles, sections, etc. Develop and extract 2D geometry from the models for internal reviews and coordination meetings. Ensure Project Information Models (PIM’s) are delivered in accordance with the agreed TIDP, MIDP, and CDE protocol. Prepare BIM package submissions in accordance with project standards and requirements. Conduct clash detection and visual walkthroughs. Prepare models and reports for constructability analysis. Coordinate work with the lead technical engineer, including taking responsibility for timely completion of deliverables. Minimum Requirements:

Minimum 5-8 years Civil 3D experience with in-depth working knowledge of current Civil 3D versions. Proficient in CAD design 2D/3D (AutoCAD and Civil 3D). Experience in Dry utilities services is required. Ability to demonstrate setting up new Civil 3D project files for the team, strong problem-solving skills, and multitasking ability. Expertise in producing Civil 3D Families according to project requirements. Ability to maintain standards and library of Civil 3D families/objects and also run clash detection in Civil 3D. Expert knowledge of Civil 3D including use of parametric, generation of Bill of Material, assemblies, sub-assemblies, creation of families, etc. Advanced Civil 3D skills are essential including creation of a federated model using Civil 3D Links, creating/working with Civil 3D Work sets and professional use of shared coordinates. Proficient in a range of BIM Authoring, Scripting, Design Review, Coordination, Simulations, and Collaboration Platforms: Well versed in Civil3D, Navisworks, BIM 360, AUTO CAD is essential. Knowledge of BIM codes and Standards (ISO19650, PAS1192-2, BS1192). Knowledge of General BIM Model requirements (i.e., LOD, Naming convention, parametric modeling, etc.). Your Key Responsibilities In this role, you will be responsible for delivering transformational work as part of our Management Consulting Group in Qatar, supporting and advising our client in maturing their Roads O&M supply chain. The candidate for this position will be working from our client’s office and is a client-facing position to provide management consulting service to our client. Key responsibilities include (but are not limited to)

• Support and advise the client Management in administering a Roads O&M Performance-Based contract including setting the program of works, work inspection regime, participating in technical and contractual discussions, review and approve monthly invoices. • Provide technical advice on materials, maintenance and rehabilitation treatments and practical applications to support roads rehabilitation plans and strategies. • Analyze and provide advice to the client on conventional and non-destructive test data (e.g., analysis of LCMS and GPR data, back calculation of FWD data, DCP, etc.) to power strategic decision-making for the Client • Analyze and advise the client on asset data to provide recommendation and improvement to Client’s pavement and Right-of-Way asset management business practices or policies, such as performance modeling and effectiveness of pavement maintenance. • Support pavement forensic investigations and site reviews. • Support roads pavement evaluations and provide guidance for optimized treatment recommendations. • Support the Client with audits of pavement material production facilities including hot mix plant, road base, crushing plants and laying site equipment • Provide training and knowledge transfer to the Client and/or framework contractors on pavement preservation best practices. Qualifications

• Bachelor’s degree in an Engineering field. • 15 to 20 years of relevant experience. Previous pavement/asset management engineering experience would be considered an asset. • Previous experience in a client-facing role, with demonstratable stakeholder management skills is an essential requirement. • Previous experience as a Project Manager, having led teams involved in pavement engineering and management. • Experience in pavement engineering, pavement management and non-destructive testing • Experience with pavement and asset management software is considered an asset. • Knowledge of transportation engineering demonstrated by experience in roads Right-of-Way asset design, investigation and research • Construction inspection experience related to paving. • Excellent oral and written English skills (fluency in Arabic is also preferred).
