We are looking for an Engineering Lead (ICSS) for one of our clients with the following details:

Start Date: Sep 2025

Contract Duration: 36 Months

Location: Qatar Onshore

Qualifications & Experience Required

  • Bachelor's degree in engineering.
  • 08 years' experience working in Instrument and Controls, in an Oil & gas industry project having

broad knowledge of engineering execution including design standards, specifications, codes, safety criteria, offshore facilities design, construction and operations.

  • I&C design experience for offshore assets.
  • Strong understanding of Instrumentation, Controls and Safety equipment, Metering, vendor package and systems experience. Well versant in relevant industry codes and standards.
  • Experience with smart JB technology is desired.
  • Pre-comm/Comm experience is required.
  • Excellent written and oral English skills.
  • Strong organisational, planning and coordination skills.
  • Strong technical, prioritisation and management skills.
  • Strong communication, influencing and interface skills.
  • Proficient in Microsoft Office suite of software programs, Lotus Notes

Activities:

  • Ensure Instrument and Control (I&C) engineering activities are conducted in accordance with project specifications and approved variations if any. Accountable for a quality design of I&C engineering deliverables, including design safety aspects and execution planning of I&C field activities.
  • Drives work execution, ensuring technical alignment and quality with various disciplines stakeholders from both PMT and EPC Contractor. Provides guidance to EPC contractor to complete I&C design per project specifications in a timely manner and provides clear direction when project instructions or specifications are not clear.
  • Manage the Integrated Control and Safety Systems (ICSS) purchase orders for systems with the EPC Contractor and System Vendor in accordance with the roles and responsibilities given in the contract to ensure safe and seamless integration of the systems without any disturbance to the existing operating facilities.
  • Drives Contractor to develop plans and work schedules that ensure effective completion of project activities and provide data (narrative, charts, graphs), change management recommendations and recovery plans to address any schedule delays for monthly progress and stewardship reporting.
  • Supporst multi-discipline activities providing I&C expertise to other disciplines as necessary, in
  • support of completing activities within schedule and making appropriate recommendations to management on I&C issues.
  • Key effort to support interfacing between key vendors and EPC contractor to ensure quality and execution objectives are met.
  • Provides I&C engineering support in all project's worskhops and reviews.
  • Timely engage the project leadership and share lessons learned with the Shared organization.

Proactively identify and pursue new clients to expand the company's customer base and maximize market potential. Develop and cultivate new business opportunities across key clients and industry verticals. Create and implement strategic account plans to manage client relationships, drive revenue growth, and optimize profit margins in alignment with organizational objectives. Analyze market trends and emerging opportunities to identify high-potential areas for focused sales efforts and geographic expansion. Track, monitor, and report on sales activities, including pipeline development, funnel progression, bookings, and client engagement, with regular performance updates. Ensure timely identification, qualification, quotation, and follow-up of all sales opportunities. Job-Specific Education & Certifications:

Job Description

Provide technical support and assure operations team in the Instrumentation &, Control Systems, Telecommunication engineering for the assigned projects, in order to achieve the required technical quality and integrity of work while considering Projects, Operations, Maintenance, Asset Integrity, HSE, ICT, Cyber Security requirements and objectives in terms of safety, time and cost.
- Technical decisions and engineering judgments have considerable safety, cost and/or schedule impact. Requires ability to influence people and work in multi discipline/cultural environment.
- Resolve technical problems within the discipline area. Visit work sites to verify / establish design conditions and assist during construction, pre-commissioning, commissioning, start up and troubleshooting of facilities.
- Manage conflicting priorities, varying technical requirements, plant / equipment shutdowns and Project schedule deadlines.
- Support development and training of related discipline skill-pool and standards. Support dealing with various stakeholders.

**About this role**
- Responsible for provision of the required quality technical support in the area of Instrumentation, Control systems, Telecommunication engineering expertise through all stages of the project;
- Verify and review technical designs documents in accordance with approved standards and to meet Operations, Maintenance, Asset Integrity, HSE, ICT and Cyber Security requirements;
- Ensure Scope Preparation Completeness Review and hands on experience in DCS, ESD, Fire & Gas, SCADA systems, SIL ratings, SIF, Field instrumentation, Cabling, Junction Boxes, Local control panels, Field HMIs, transmitters, Detectors, Vibration probes, thermowells, Fiber optic cables, Communication converters, Metering systems, Field panels, Control valves, Loop checks, Marshalling panels, system Cabinets, PLC cabinets, CPU IOs, Modbus, Operator consoles, PAGA system, RTU, RF, Microwave radios, switches, Servers, NTP Servers, GSM Modems etc;
- Plan and coordinate between Operations, Maintenance Asset Integrity, HSE, ICT and Cyber Security teams to ensure project requirements are met and aligned;
- Identifies potential hazards during Engineering activities (as applicable) such as Document Review, Design Safety Review workshop, HAZID, ENVID, HAZOP, QRA, FERA, etc., participates in technical meetings, commissioning activities, SAT, Plant pre-start up safety audits, performance tests raises punch lists and provide support to operations and maintenance teams in various stages of project activities;
- Coordinate with Engineering, Project execution departments and Operations & Maintenance teams during projects’ FEED and EPIC stages to align Operations and Maintenance, Asset Integrity and HSE requirements;
- Coordinate with all relevant stakeholders and resolve relevant technical issues, punch lists during pre-commissioning and commissioning stages until the projects are successfully commissioned and handed over;
- Support Lead engineer or supervisor to ensure that all applicable environmental, process and safety technical policies are fully integrated and implemented;
- Ensure SIMOPS, Various Project Interfaces so that Shutdown Activities are properly planned for effective execution;
- Support development of Qatari team.

**What you need to bring**
- Bachelor’s degree in Instrument & Control Engineering. Chartered Engineer status or equivalent is preferable;
- Minimum 15 years relevant post graduate experience, of which 10 years in Oil & Gas industry with an international reputable Operating company;
- Experience in operations and maintenance is mandatory;
- Skill / knowledge of International, Shell DEPs and/or QP standards related to his area of expertise and Design Software related to Instrument & Control Engineering;
- Exposure with international consulting company, EPIC contractor with projects’ pre-commissioning, commissioning, start up and Hand-over activities is an added advantage;
- Possess sound fundamentals in his discipline area. Shall possess very good technical skills in his discipline;
- Possess good communication, presentation skills and fluent in English language.
