Assistant Professor - City & Regional Planning

The Department of City and Regional Planning (CRP) in the College of Architecture, Art, and Planning at Cornell University invites applications for a full time tenure-track faculty appointment at the rank of Assistant Professor to begin on July 1, 2025.

Cities and regions around the world are exploring the potential of data-driven urban analytics and new digital technologies to transform how places are planned, built, and governed. These technologies address our diverse urban challenges from facilitating mobility, adaptation of legacy infrastructure systems, public participation, and scenario planning to responses to climate change and inequality. Urban planners must grapple with the possibilities, risks, and ethics of these new methods of analysis and technologies. We seek scholars who simultaneously engage both with the technological (e.g., AI, augmented reality, cloud computing, geomatics, digital twins, crowd-sourced data) and the social (e.g., activist-led data generation, counter mapping, privacy, fairness, etc.). We seek a scholar with expertise in data analytics (generation, classification, analysis, implementation) at the intersection of urban planning, urban studies, urban policy, and economic development. We are particularly interested in scholars who employ rigorous and critical theoretical approaches with innovative data science methods and tools to analyze the most pressing issues facing cities and regions in the United States and/or across the world.

The Department of City and Regional Planning seeks to promote vibrant communities, urban sustainability, and social equity, through its teaching, research and professional engagement. Successful applicants for this position must demonstrate high quality research through publishing and obtaining grants, excellence in teaching and advising, as well as professional engagement in the urban environment in the U.S. and/or internationally. Applicants should have a Ph.D. or an equivalent terminal degree in city and regional planning, urban data science, geography, or another relevant field. Candidates for this position should be prepared to teach a combination of core and elective courses in the department's degree programs. The regular teaching load is three courses per year. Salary will be commensurate with qualifications and experience, ranging from $85,000 - $110,000.

CRP is a top-ranked planning department with 120 undergraduate majors (BS-Urban and Regional Studies), 110 master’s degree students in programs in City and Regional Planning (accredited MRP), Historic Preservation Planning (MA), and Regional Science (MS), and 22 Ph.D. students in City and Regional Planning and Regional Science. The Department, with a full-time faculty of 20, draws students from across the U.S. and the world and is one of the premier programs for U.S. and international planning. As part of the College of Architecture, Art, and Planning, the department is committed to advancing scholarship in the art and science of placemaking and urban design by providing a supportive, resource-rich context for collaborative studies both within the unit and across the university. Demonstrating this commitment, CRP supports dual degrees with Cornell programs in Landscape Architecture and Real Estate. Situated on Cornell University’s main campus in Ithaca, NY, the department also offers semester-long programs in New York City and Rome, Italy. The new faculty member will have the opportunity to engage with faculty and programming at the Jacobs Urban Tech Hub at Cornell Tech on Roosevelt Island in New York City.

Advisory on Workforce Management Systems and any other applicable OD Systems: Advise Management around selection, implementation, and optimization of workforce management systems (position management, org charting, etc) and Human Resource Management Systems (HRMS). This might involve assessing organizational needs, selecting appropriate software solutions, and managing the implementation process (including required licenses or subscription) to ensure seamless integration with existing systems.

A detailed framework for reviewing workforce-related proposals from business units, including position requirements and modifications.

Regular progress reports and final project reports.

Compilation of all proposals, presentations, market benchmarking reports, facts, and evidence used to support recommendations or advice provided during the assignment.

Provide support to SD Organization Development on all Workforce Planning related activities on a BAU and ad hoc basis as required.

Qualifications

Over 10 years of experience, with at least last five years spent handling complex OD projects in GCC region, either from a client side or on behalf of an advisory firm with experience in translating organization strategy into talent strategy.

Preferred previous experience in Telecom and/or, Hi Tech or ICT Industry.

Professional with excellent communication and influence skills.

Knowledge and hands-on experience in designing organization structures, models and approaches (eg: functional, customer, geographic, matrix. Project based etc)

Proven ability in manpower planning and optimization with knowledge of essential workforce metrics.

Provide support and advice to management, to deliver effective presentations or business cases related to position management as part of the overall operational workforce management process during the period of assignment.
Organizational Design:Assist in activities around design or redesign of organizational structures to better align with business strategies and improve communication and workflow. This might involve assessing the current structure, understanding the strategic direction of the company, and recommending changes to roles, responsibilities, related processes and reporting lines Oversee and manage work measurement studies and analyses to assess manpower and productivity requirements for each business area. Make recommendations to address any imbalances in existing or proposed designs.
Data Quality and Management Reporting:Ensuring meticulous workforce data collection, validation, and analysis in the workforce planning area to support accurate and informed decision-making and reporting. Review existing methods and processes, and as needed, conceptualize, design, and develop a framework to ensure high-quality and highly accurate workforce planning and organizational development (OD) related data and reports. This includes, but is not limited to, maintaining the positions database and organization chart and reports generated based on the same.
Advisory on Workforce Management Systems and any other applicable OD Systems:Advise Management around selection, implementation, and optimization of workforce management systems (position management, org charting, etc) and Human Resource Management Systems (HRMS). This might involve assessing organizational needs, selecting appropriate software solutions, and managing the implementation process (including required licenses or subscription) to ensure seamless integration with existing systems.
A detailed framework for reviewing workforce-related proposals from business units, including position requirements and modifications.
Regular progress reports and final project reports.
Compilation of all proposals, presentations, market benchmarking reports, facts, and evidence used to support recommendations or advice provided during the assignment.
Provide support to SD Organization Development on all Workforce Planning related activities on a BAU and ad hoc basis as required.
Qualifications
Over 10 years of experience, with at least last five years spent handling complex OD projects in GCC region, either from a client side or on behalf of an advisory firm with experience in translating organization strategy into talent strategy.
Preferred previous experience in Telecom and/or, Hi Tech or ICT Industry.
Professional with excellent communication and influence skills.
Knowledge and hands-on experience in designing organization structures, models and approaches (eg: functional, customer, geographic, matrix. Project based etc)
Proven ability in manpower planning and optimization with knowledge of essential workforce metrics.

**Responsibilities**:

- Coordinate with the Contracts and Procurement team for the execution of procurement plans and submit all relevant documents.
- Set up a fair and unbiased tendering process; develop systems, tools, scorecards and processes to evaluate bids.
- Execute Call off Agreement plan or interim procurement plan as required or suggested by the lead planner.
- Coordinate with Subject Matter Experts/Operations team for the Clinical Evaluation of items and update the final report with evaluation findings.
- Prepare the final evaluation report based on tender evaluation criteria for the approval of committee members with proper justification.
- Liaise with Commercial Evaluation Committee members and prepare evaluation report in lieu of the actual budget.
- Liaise with Technical Evaluation Committee members and provide input to the technical team.
- Formulate summer reports and other confidential documents for the management approval and perform vendor scoring in Oracle Sourcing module.
- Perform scoring of suppliers based on the technical and commercial evaluation finding in Oracle.
- Coordinate with Subject Matter Experts for any new item procurement request from health centres.
- Monitor all daily system transactions to make sure that they are in line with the agreed policies.
- Follow-up with Contracts and Procurement department for issuance POs/Contracts.
- Maintain procurement tracking sheets for SCM owned consumables (approximately 2000) and supplier lead time for the SCM planner.
- Provide periodic reports and requested information such as consumption reports for health centres, Open PRs, Open POs etc. to operations.
- Support different stakeholders for annual stock count in PHCC stores and central warehouse.

**Qualification**:

- Bachelor's Degree in business administration or its equivalent.
- Certification in Logistics/Supply Chain Management or any other equivalent.

**Experience and Knowledge Requirements**:

- Minimum 7 years of experience in Supply Chain Management including inventory, purchase, sourcing, and contract management operational experience.
- The consultants are expected to have hands on experience of Oracle ERP & basic knowledge of WMS.
- The incumbent should understand the end-to-end SCM business processes and be able to handle the operations daily.

  • Responsible for maintaining procurement tracking sheets for SCM owned consumables (approximately 3000) and supplier lead time for the SCM planner.
  • Provide periodic reports and requested information such as consumption reports for health centres, Open PRs, Open POs etc. to operations.

  • Prepare the departmental KPIs on a periodic basis.
Requirements
  • Bachelor’s degree in business administration, logistics, finance, or any equivalent professional discipline.
  • Minimum 8 years of supply chain management experience, including 4 years of similar experience in inventory, purchase, sourcing, and contract management, with operational experience required within the government sector in healthcare entities in Qatar.
  • The consultant is expected to have a minimum of 4 years of hands-on Oracle ERP experience & basic knowledge of WMS.
  • Mandatory Microsoft Excel skills for reporting & analysis.
  • The incumbent should understand the end-to-end SCM business processes and be able to handle daily operations.
  • Troubleshooting, Analytical & Problem-Solving skills are essential.
