Job Description

We are looking for a Construction Superintendent (Electrical) for one of our clients with the following details :

Location : Qatar Onshore

Estimated Start Date : September 2025

Estimated End Date : September 2028

Contract Duration : 36 Months

Qualification and Experience Required :

  • Bachelors Degree in Electrical Engineering

Knowledge and / or Experience

  • Extensive experience in construction as a leadership and supervisory role.
  • 8 years experience with Large Projects in Construction related disciplines (e.g., construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service / vendor personnel.
  • Demonstrated experience in construction of industrial buildings i.e. Administration buildings, Substations, Control Rooms, Brownfield related works, Warehouses, large scale workshops with machinery etc., design standards, specifications, codes, appropriate safety criteria, with overall responsibility for construction execution of medium to large scale projects.
  • Expert in reading MRs, MARs, Datasheets, General Arrangement drawings and procedures.
  • Experience in supporting projects execution, engineering, pre-commissioning, commissioning and systems completion.
  • Knowledge in compliance with contract requirements including codes and standards, and contract technical specification compliance.
  • Working experience in Qatar and Ras Laffan Industrial City especially in Brownfield is preferred.
  • Technical and Business Skills

  • Strong organizational and technical judgment skills.
  • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.
  • Make decisions in the Project general interest while pursuing business results.
  • Excellent communication skills and ability to read, write, and speak fluent English.

  • Key Job Accountabilities

  • Responsible for leading various building construction scopes which involves construction activities such as Electrical related both Greenfield and brownfield works.
  • Ensure that the Contractor and Subcontractors are compliant with project safety expectations, policies, and procedures.
  • Responsible and accountable to review, comment, and approve construction execution related procedures, specifications, and deliverables prepared by the COMP9 Contractor.
  • Supervise and handle the responsibilities of I&C / T discipline in absence of concerned superintendent and supervisor.
  • Monitors and reports progress of various construction activities against agreed schedule.
  • Monitors and appraises Contractor(s)' organization, planning, execution, and controls, and drives improvement plans to close gaps in performance.
  • Working effectively within established procedures and participates in all important meetings and workshops (e.g., weekly, and monthly meetings, 3D Model reviews, Constructability, Construction and Completion Sequence (reviews).
  • Bring execution solutions that favour safe construction execution and transition to Commissioning activities.

    Job Purpose

    • The Construction Superintendent Electrical is responsible for the delivery of all aspects of Electrical Construction overseeing the installation, and commissioning of Electrical Substation systems in CO2 Sequestration Project. This role involves ensuring that Electrical systems meet regulatory standards and project specifications, coordinating with project management teams, and conducting tests to verify the integrity and strength of the systems. Ensures that related technical requirements (e.g., project specifications, data sheets of equipment, etc.) developed during EPC fully comply with project requirements. Effectively collaborates and interfaces with Facilities Team and EPC contractor engineers and Operations personnel (as required) to ensure that the Electrical plans and Layout scope of supply is fully integrated and optimized. Provides oversight of the EPC contractors, and as required, Vendor's and/or Construction Subcontractor's production of associated deliverables within project budget and schedule.

    Key Accountabilities

    • Review construction sequence, work plans, pre-task planning and method statements to ensure comprehensive safety and feasibility. Report and record potential change order requests to assist in claims avoidance.
    • Oversee and inspect the Installation of electrical wiring, fixtures, and equipment in accordance with electrical codes, Company and project specifications. Provide Company representation in monitoring and coordinating site activities of the EPC Contractor and its subcontractor(s). Reports on the construction activities, progress, areas of concern and mitigating actions. Participates in appropriate weekly construction discipline review meetings. Ensure construction work is carried out in accordance with Company rules, regulations, and standards and permit to work procedures as applicable.
    • Ensure all electrical work done by the EPC Contractor complies with relevant safety standards and Company regulations. Work closely with other PMT team members to ensure seamless integration of electrical systems with other discipline operations. Conduct regular inspections on site with EPC Contractor to identify potential issues and implement preventive measures.
    • Coordinate, conduct and witness Factory Acceptance Tests to ensure electrical equipment meets project specifications and quality standards before shipment to the site and prior to installation. This includes preparing test plans, executing tests, documenting results, and ensuring compliance with all relevant Company standards and specifications.
    • Coordinate with EPC Contractor Original Equipment Manufacturers (OEMs) to ensure that electrical equipment is designed, manufactured, and delivered according to project specifications and standards. This includes reviewing technical documentation, conducting inspections, and facilitating communication between the project team and EPC Contractor OEMs.
    • Witness the commissioning of electrical panels and cabinets to ensure they are installed and functioning properly. This includes testing, adjusting, and certifying electrical panels and cabinets, as well as ensuring that all components meet project specifications and safety standards.
    • Monitor and assist the EPC Contractor and subcontractor(s) in the implementation of site-specific SHE programs to meet safety improvement strategy & objectives, emergency response and evacuation drill programs. Participate in incident/accident investigation under the SHE Coordinator in the area.
    • Review work and inspection results to ensure compliance with EPC Contract requirements. Interface and coordinate with Field Engineering and QA/QC sections.
    • Ensure execution of work is technically aligned and in compliance with Company Operations, Policies, Standards of Business Conduct and Company Project Management System.

Ensure construction is fully integrated with pre-commissioning and commissioning requirements. Lead or support related disciplines (such as instrumentation and control) as required. Drive safety culture by applying safe work practices and permit-to-work procedures. Contribute to constructability reviews, 3D model walkdowns, and sequence planning workshops. Actively liaise with operational teams to align field execution with long-term operational readiness.

    What We’re Looking For

    Degree-qualified in Electrical Engineering. Minimum 8 years’ experience in construction for large-scale oil & gas projects, with at least 1 year in a supervisory or leadership capacity. Proven track record in construction of industrial buildings (e.g., substations, admin blocks, control rooms, warehouses). Skilled in interpreting technical documentation: MRs, datasheets, layout drawings, and standards. Solid understanding of contract compliance, codes, safety, and quality expectations. Experience in both greenfield and brownfield project environments, ideally in the Middle East. Strong organisational, problem-solving, and decision-making skills. Proficient with Microsoft Office and digital tools used in construction management. Fluent in written and spoken English.
