Engineering Design Manager

Location: Qatar

Requirement: English (fluent); Chinese proficiency is a plus.

• Education: Bachelor's degree or higher in offshore oil & gas engineering or a related discipline.
• Design Experience: Minimum 15 years in offshore platform design, covering conceptual and detailed design phases.
• Project Management: At least 5 years managing offshore platform design projects, with proven success in medium- to large-scale projects.
• Regional Expertise: Familiarity with Qatar’s offshore oil & gas regulations, standards, and certification requirements.

• Project Planning & Control: Strong ability to plan, execute, and monitor project progress, manage costs, and mitigate risks.
• Communication & Coordination: Excellent English communication skills (verbal and written); adept at working with multicultural teams and stakeholders.
• Problem Solving: Quick thinker with clear logic; capable of identifying issues and implementing effective solutions.
• Additional Skills: PMP certification; experience in procurement management is a plus.

• Base: Office-based in West Bay, Qatar
• Business Trips: May include travel to Abu Dhabi, China, and Singapore
• Rotation: 1 month annual leave
• Contract Duration: Annually renewable contract
• Working Schedule: 5 days per week, 8 hours per day

Job Summary: The Design / Engineering - Manager is responsible for overseeing / managing all design / engineering activities related to construction of flow line works. This role involves close co-ordination with the Engineering contractor, Client , Project manager, QHSE team , planning team , materials department and other stakeholder for smooth operation/handover of the project on time, within budget, and as per project specifications.

Key Responsibilities

• Lead and manage a team of design engineers / designer's in the development of design packages for pipeline / flowline designs for onshore projects.
• Collaborate with project managers, engineers, and stakeholders to ensure project goals are met within the specified scope, schedule, and budget.
• Oversee and guide the design of pipeline and flowline systems, including hydraulic calculations, material selection, route optimization, structural integrity, and system compatibility.
• Ensure designs adhere to local, national, and international regulations, including safety standards, environmental requirements, and industry codes (e.g., ASME, API, etc.).
• Ensure that designs meet quality standards, and that all documentation is accurate, comprehensive, and delivered on time.
• Engage with clients and stakeholders to ensure alignment with project expectations and address design concerns.
  
  

• Bachelor's degree / Diploma in Mechanical Engineering or equivalent.
• Minimum of 10 years of experience in the design and construction of pipelines and flowlines within the Oil & Gas industry.
• Experience in the oil and gas industry is must.
• Minimum of 6-8 years of GCC experience.
• Deep understanding of pipeline design, flowline systems, and related infrastructure., Strong knowledge of relevant codes and standards (ASME, API, ISO, etc.).
• Proficiency with design software such as AutoCAD, PDS, PDMS, Caesar II, or similar tools.
• Experience in hydraulic analysis, stress analysis, and material selection for pipeline design.

• Hold co-ordination meetings and engineering review meetings with Vendors of major equipment as required

• Completion of site surveys and data gathering for brownfield scope of work, taking responsibility for development of the site survey report
• To provide relevant knowledgeable practical skills in the response and actions for Site visits and site surveys, Site queries and discussions, Supplier, vendor, contractor, client and site related discussions and Site based activities
• Demonstrate appreciation of commercial and technical risks, managing these appropriately within the scope of work and highlighting any significant issues to the Lead Engineer

• Engineering Degree majoring in Electrical Engineering with a minimum of 8-12 years of relevant experience
• Enrolled on the Register of Engineers in the State of Qatar, Grade A Category as a mandatory requirement
• If not enrolled on the Register of Engineers in the State of Qatar, then candidates must be a Chartered Engineer
• Proven core Electrical Engineering skills, including design experience in the Oil & Gas sector
• Experience of working in a variety of projects and phases, including greenfield and brownfield, on and offshore, Pre-FEED through to EPC, with a focus on offshore upstream.
• Familiarity with electrical design tools such as SPEL and Aveva Electrical
• Experienced with Electrical HAZOP / SAFOP completion
• Ability to impact and influence fellow workers, with experience of leading more junior engineers and designers for the completion of discipline deliverables
• Demonstration of customer focus and ability to respond to customer needs whilst achieving project and corporate objectives
