We have been mandated to headhunt a highly experienced Digital Transformation Manager to lead large-scale digital transformation projects for government entities across Qatar, UAE, and Saudi Arabia. The ideal candidate will have a proven track record in managing national-level digital initiatives, including strategy development, process automation, AI integration, and digital governance. This role requires deep expertise in working with government agencies in the region and fluency in local native language to effectively liaise with key stakeholders.
Key Responsibilities
- Develop & Execute Digital Strategies: Design and implement comprehensive digital transformation roadmaps aligned with government objectives.
- Government Stakeholder Management: Engage with senior government officials and regulatory bodies to drive digital initiatives.
- Technology Implementation & Integration: Oversee deployment of emerging technologies such as AI, IoT, Blockchain, and cloud solutions.
- Process Automation & Efficiency: Lead efforts to streamline operations and enhance digital service delivery.
- Cybersecurity & Compliance: Ensure adherence to national and international regulatory frameworks and data protection laws.
- AI & Data-Driven Decision Making: Implement AI-driven automation and analytics for improved public service efficiency.
- Cross-Border Collaboration: Coordinate digital transformation efforts across Qatar, UAE, and Saudi Arabia in alignment with national policies.
- Vendor & Partner Management: Oversee contracts with technology partners, ensuring optimal performance and delivery.
- Digital Literacy & Training: Spearhead training programs to enhance digital adoption within government entities.
Required Qualifications & Experience
- 12+ years of experience in Digital Transformation at a national or large enterprise level.
- Proven experience in managing government projects in Qatar, UAE, or Saudi Arabia.
- Deep understanding of Smart Government frameworks, e-Government strategies, and regulatory environments in the GCC region.
- Expertise in AI, Blockchain, Cloud Computing, Data Governance, Cybersecurity, and IoT applications.
- Experience in managing end-to-end digital service transformation, automation, and citizen experience enhancements.
- Strong leadership, stakeholder engagement, and strategic planning abilities.
- Fluency in Local Native Language (mandatory) and English.
- Master’s degree in Digital Transformation, Computer Science, IT, or a related field (PhD may be preferred, but not mandatory).
- Certifications in ITIL, PMP, TOGAF, Agile, or other relevant frameworks are a plus.

**Job Summary**
The Digital Product Manager is expected to help the business in executing digital transformation initiatives aiming to address different touchpoints with customers.
The incumbent will champion the creation of a seamless digital customer journey that caters for customers’ requirements and pain points through building an in-depth understanding of such aspects in collaboration with the different business units/functions and front-line teams within the company as well as translating the needs of the customer into online business opportunities.
**Roles & Responsibilities**
Participate in driving product strategies and long-term vision to build best in class digital products
Identify innovative digital solutions for products, services, and processes, in order to improve the customer journey as well as internal efficiency
Conduct user research and usability studies, collaborating with designers, developers, and research teams from end to end of the process.
Participate in market research, validation, and whitespace analysis to identify new opportunities for new and existing features and functionalities
Evaluate, analyze, and understand the voice of the customer through a variety of data sources
Manage the product roadmap and backlog for all digital products
Oversee and manage lead requirements discovery, solution design, user story writing, feature development, and user acceptance testing
Partner with cross functional teams regularly to ensure alignment on feature development and prioritization
Monitor and evaluate product performance to ensure constant product iteration and improvements
Collaborate with other IT teams to ensure that all the considerations of the digital transformation are consulted on and implemented effectively.
**Qualifications**:
Must have at least 5 -10 years of experience in Digital Product Management
Must have a bachelor’s degree in Computer Science, Information Systems, or other IT related field
**Other Requirements**:
Customer-first mindset.
Solid understanding of back-end and front-end programming languages.
Ability to develop data pipelines that can be used to track, analyze, and improve digital products
analytical, organizational, and communication skill
Project Management skills
Usability and customer-focused design experience a plus
