• B.Sc. or Higher National Diploma and/or Diploma in a relevant engineering discipline from a recognized university. Certification in Nautical Science (maritime), Marine Logistics, offshore, and Port Operations is an advantage.

• 8 to 10 years of offshore capital projects logistics management and coordination experience.

• Coordinate offshore and subsea logistics planning, control, and management related to logistics, marine inspection, mobilization, and installation activities for offshore projects.
• Act as a project focal point for interfaces between project teams, company departments, stakeholders, JV entities, and organizations, assisting the Head of Commissioning and Logistics as needed.
• Provide technical evaluation of marine vessels offered by contractors to ensure compliance with company requirements and scope.
• Coordinate with offshore installation contractors for inspections and readiness for mobilization per project plans.
• Support the evaluation of offshore marine support vessels during bidding stages.
• Organize and manage project logistics back charges, coordinating with project management, finance, and contracts to facilitate closures.
• Coordinate with Marine, HSE, and PTS departments for initial approval and inspection of marine spreads, ensuring compliance with standards and regulations.
• Follow up on inspection punch items and ensure their closure before mobilization.
• Keep project managers and senior engineers informed on execution issues and provide resolutions.

Primary Duties and Responsibilities:

• Coordinate offshore and subsea logistics planning, control, and management for various offshore projects.

Introduction

• To coordinate and execute offshore and subsea logistics planning, control and management related to logistics, marine inspection, mobilization, and installation activities for various offshore projects within the group.
• To act as a focal point in projects for interface between various project working groups, within departments, with other stake holders, other project groups, JV entities and organizations and to assist Head, Commissioning, and logistics to execute his activates when asked for.
• Provides technical evaluation of the marine vessels offered by CONTRACTOR to ensure that the proposed marine spread is in accordance with requirement and intended scope.
• Coordinates with the project's offshore installation CONTRACTOR for the necessary inspections and ensure readiness for timely mobilization according to the project execution plan.

• Supports Head of Commissioning, Head of Construction and Project Team in providing technical evaluation for the proposed offshore marine support vessels during bidding stage.
• Organize and manage project logistics back charges and coordinate with the project manager, the cost department, and the contract department to facilitate the closures of the process
• Coordinate with Marine, HSE and PTS to initial approval, inspection of CONTRACTOR proposed marine spread to ensure that the proposed marine spread is complying to standards, specifications and marine regulations.
• Follow up with CONTRACTOR for timely close out of initial inspection punch items and coordinate with Marine & Safety to initial close of punch items.
• Organize final/follow-up inspection to ensure that all identified punch items are closed to the satisfaction of Marine & Safety prior to mobilizing infield.
• Ensure that the Project Manager, Head of Projects, Head of Construction, Head of Commissioning and Senior Project Engineers are fully informed on all execution related issues and provide recommendation for resolutions.
• To act as the main focal point for all offshore execution related communications to ensure that clear directives and responsibilities are identified and integrated into offshore activities of respective project technical and construction teams.
• Participate in review of project scope of works related to offshore logistics activities and provide inputs during FEED and Bid evaluation stage.
• Coordinate offshore survey and related activities and access marine requirements.

• B.Sc. (or) Higher National Diploma and/or Diploma in relevant engineering discipline from a recognized University. Certification in Nautical Science (maritime), Marine Logistics, offshore and Port Operations will be an added advantage.
• Minimum of eight to ten (8 to 10) years' experience in offshore capital projects logistics management and coordination.
• Excellent team building, coordination and team player capabilities.
• Ability to supervise multi-national and multi-cultural contractor workforce.
• Good IT and analytical skills, with ability to work well under pressure.

The contractor shall establish an AFCENT forward commercial off the shelf (COTS) supply channel and liaise with military aerial port personnel while maintaining control of AFCENT AOR assets.

Associate's degree with 5 - 8 years (or commensurate experience) or DOD Integrated Logistics Support Training.

Required Skills and Experience:

• Intermediate-level practical experience, obtained within the last 10 years, in the following areas: logistics/supply management, cargo; military and commercial transportation requirements, methods, services, procedures, and documentation; logistics of medium-scale deployments to forward areas; USAF logistics/supply protocols, procedures and forms; DoD and AF forms (Form 9 (Request for Purchase), AF Form 601 (Equipment Action Request), AF Form 2005 (Issue/Turn-in Request), DD Forms 1575 and 2332 (Product Quality Deficiency Tags), DD Form 1149 (Shipping Document)).
• 3-5 years’ OCONUS experience with USAF-specific procedures and documentation.
