Qualifications

Responsibilities
  • Self-starter and an ability to produce electrical deliverables with little input or guidance
  • Good understanding with respect to international codes and standards along with their application
  • High level of competency with respect to electrical system design (Single line diagrams (SLD's), protection and control schemes for example)
  • Experience of developing and issuing the following deliverables - Electrical Design Basis, Specifications and Standards, Load Schedules, SLD's, Protection and metering schemes, Calculations (Load, cable sizing, battery, equipment sizing), familiarity with power system studies (short circuit, load flow, transient, motor starting and harmonic studies), relay settings, power adequacy, lighting/earthing/lightning protection deliverables, electrical layouts (equipment, cable, tray, duct and trench), checking of area classification layouts, data sheets for major equipment and preparation of enquiry packages for HV and LV switchgear, transformers, drive systems, UPS
  • Reviewing and checking of these electrical deliverables to ensure accuracy and alignment with the scope of work prior to issue
  • Familiarity with SKM, ETAP or SPEL software packages
  • May serve as the Lead Engineer and/or discipline technical authority when required on small to medium complexity projects. In such capacity will take responsibility and ownership for cost, schedule, resource allocation and risk
  • May supervise a small work group consisting of engineers and designers with some coaching from Lead Engineer, or may provide advice and guidance in area of specialisation to others
  • Assist in performing managerial tasks as requested, such as assigning tasks to engineers; planning and coordinating portions of the engineering work; preparing scopes, schedules, and budgets; attending project meetings; and developing lesser-experienced technical professionals
  • Takes responsibility and ownership for challenging electrical engineering tasks and capable of delivering scope for an area on large and/or complex projects
  • Review Vendors' quotations prepare technical quotation evaluation and recommend the final technically acceptable Vendor, in conjunction with Materials Management Department commercial quotation evaluation. Technically approve Order Variation Summaries
  • Prepares and develops material take off for the electrical discipline
  • Hold co-ordination meetings and engineering review meetings with Vendors of major equipment as required
  • Participates in project reviews, design reviews, audits and other workshops as required
  • Strong understanding of plant design and equipment layout
  • Liaise with clients on technical matters where required
  • Completion of site surveys and data gathering for brownfield scope of work, taking responsibility for development of the site survey report
  • To provide relevant knowledgeable practical skills in the response and actions for Site visits and site surveys, Site queries and discussions, Supplier, vendor, contractor, client and site related discussions and Site based activities
  • Demonstrate appreciation of commercial and technical risks, managing these appropriately within the scope of work and highlighting any significant issues to the Lead Engineer

Overview

We are looking to hire an Electrical Engineer for a oil and gas operator in Doha, Qatar.

Candidates must have a minimum of 10-12 years' experience in electrical and/or Instrument maintenance work.

Fluency in English is a must.

Key Responsibilities
  • Coordinate with all location Electrical engineers to manage Electrical maintenance for non-operational buildings/facilities at all FM locations Direct and monitor planning, tendering and execution of Electrical maintenance works with cost optimization and compliance to HSSE/relevant procedures
  • Provide direction and technical assistance to subordinates for handling non-routine works and/or situations involving high costs to the client's best advantage
  • Review and approve BOQ/Scopes and Technical Specifications of new tenders for submission to concerned authorities; review and approve RO, SES, and EIP based on manual of authority
  • Participate/delegate in pre-tender meetings, and related technical and commercial evaluations on contract bids received and administered by the Electrical section; submit Technical Evaluation reports; provide clarification on technical matters as required by superiors
  • Coordinate various activities related to site mobilization of Contractor following issue of Letter of Intent by client; arrange access permits and passes including placement of Contractor's site offices, material storage area and camp as applicable; assist Contractor in the orderly mobilization of facilities, equipment and manpower on site
  • Ensure compliance that the Corporation's established contract procedures are being implemented within the Section; develop/review maintenance procedures/guidelines/work instruction within the division; familiarize subordinates with the latest procedures/guidelines
  • Review/finalize SOW/estimate and SO, MWC/LTC/GTC; process arrange/attend technical/kick-off meetings and provide input to FM on budgeting; attend or delegate to answer queries related to Direct Order and Limited/General Tender Committees
  • Plan and report Electrical works inspection of client buildings/takeover of completed buildings or facilities with user Department and final acceptance from Contractor; arrange inspections of new buildings/accommodations to be leased and finalize reports from subordinates to identify any work required to bring the property up to client standards
  • Review and finalize justifications, cost estimates and outline programmes for new projects/works for annual budget and submissions, based on input from Sr Electrical Engineers; accept drafts specifications and sketches together with preliminary estimates for various non-routine contracts and scheduled contract work
  • Develop specifications for modifying facilities and/or special requirements for clubs and industrial installations; participate in determining the availability and quality of materials on the local market and review alternative material sources
  • Coordinate with other sections within FM and outside FM for feasibility/work permit/work coordination; attend any other task assigned by superiors; develop year plan and smart objectives guidelines for Electrical team
Requirements
  • Bachelor's Degree in Electrical or equivalent with good communication and computer skills
  • A 10-12 years' experience in electrical and/or Instrument maintenance work, including 7 years at the Supervisory level dealing with costs, budgets and contracts and familiarity with the preparation of tender specifications, and associated standards pertaining to local and international regulations
  • A good knowledge of local contractors and an aptitude to understand other disciplines is desirable
