**COST CONTROL ENGINEER - ROADS PROJECTS in QATAR**

The **Cost Control Engineer **will monitor project total expenditure including verifying and checking invoices and claims to ensure that all project’s expenditures are captured and properly recorded.
- **Key Responsibilities**:_
- Provide cost controlling support for the project which includes variation reporting, monitoring of milestone progress to the preparation of billing processes, etc
- Perform technical and commercial review of long time tenders (subcontractor’s quotations) for the preparation of Service agreements
- Ensure effective project implementation and utilize productive reports from the creation of WBS with the use of a project management system to monitor the status of all purchases, invoicing, and delivery up to the closure of the project.
- Prepare monthly vessel movement reports for the monitoring of the vessel activities on a daily basis and register all downtime, consumption, and vessel-related issues relating to the project promptly to the project manager and management.
- Coordinate and work with the project management team to resolve project issues to ensure the delivery/completion of the project work.
- Attend project meetings and discussions with the PMT.
- Perform project costing-related reporting to the team and management’s review on a monthly basis to ensure that expenditures are kept within the project budget.
- Provide cost control to the internal PMT team as and when required.
- Undertake any other ad-hoc duties as required.
- **Requirements**_
- Degree in Engineering with specialization in Project Management or Cost Control related training.
- Minimum 5 years relevant experience in cost control.
- Knowledge of (EVM) Earned Value Management System.
- Technically strong in project cost planning, scheduling, and reporting.
- Knowledge in the use of MS Project, Primavera Scheduling and SAP software is highly advantageous
- Demonstrate strong interpersonal, communication, and presentation skills

Qualification:

Bachelor's degree in sciences or engineering

Experience:

• 8 years of experience of interface management in large-scale oil and gas projects including 1 year experience in a supervisory role, including acting/oversight role.

• Experience in project execution related environment with broad experience of projects, engineering, and operations.

• Experience in managing large, complex projects and interfaces.

• Strong understanding of project lifecycle management and interdependencies.

• Experience in developing Interface Management Plans, developing interface management processes, and creating project interface registers and interface reporting systems.

Primary Duties and Responsibilities:

1. Provide strategic direction for project interface activities across projects. Ensure that project interfaces are aligned with the organization's goals and strategic objectives.

2. Develop and implement policies, procedures, and standards for effective project interface management.

3. Identify and manage risks or issue associated with project related interface, within the project and with other Compression Project Contractor's and develop mitigation strategies as needed. Ensure potential conflicts between projects are identified and resolved in a timely manner.

4. Ensure compliance with relevant regulatory requirements and industry standards. Liaise with regulatory bodies to obtain necessary interface related approvals. Monitor changes in regulations and ensure preparedness to meet those new requirements.

5. Manage integration of projects, ensuring interdependencies are identified and managed effectively including the potential for simultaneous operations (SIMOPS). Lead the interface management efforts, providing interface support to engineering studies executed by technical team and external stakeholders. Ensure project deliverables are aligned and integrated across various projects.

6. Serve as focal point of contact for project interface issues. Build and maintain strong relationships with key stakeholders, including clients, partners, and internal teams. Facilitate communication between project teams and stakeholders to ensure transparency and alignment.

7. Monitor the progress of project interfaces, ensuring any issues are addressed proactively. Attend monthly critical interface meeting and provide update on any critical interface(s) that could jeopardize the overall program.

8. Ensure complex tasks are completed within the multi-cultural project environment as per agreed plan.

9. Develop and maintain documentation related to project interface activities. Prepare and present regular reports to senior management on the status of project interfaces.

We are working with our client based in Qatar to source an INTERFACE LEAD This is residential contract to be based in Qatar.





Qualification:


Bachelor’s degree in sciences or engineering





Experience:


• 8 years of experience of interface management in large-scale oil and gas projects including 1 year experience in a supervisory role, including acting/oversight role.


• Experience in project execution related environment with broad experience of projects, engineering, and operations.


• Experience in managing large, complex projects and interfaces.


• Strong understanding of project lifecycle management and interdependencies.


• Experience in developing Interface Management Plans, developing interface management processes, and creating project interface registers and interface reporting systems.





Primary Duties and Responsibilities:


1. Provide strategic direction for project interface activities across projects. Ensure that project interfaces are aligned with the organization's goals and strategic objectives.


2. Develop and implement policies, procedures, and standards for effective project interface management.


3. Identify and manage risks or issue associated with project related interface, within the project and with other Compression Project Contractor’s and develop mitigation strategies as needed. Ensure potential conflicts between projects are identified and resolved in a timely manner.


4. Ensure compliance with relevant regulatory requirements and industry standards. Liaise with regulatory bodies to obtain necessary interface related approvals. Monitor changes in regulations and ensure preparedness to meet those new requirements.


5. Manage integration of projects, ensuring interdependencies are identified and managed effectively including the potential for simultaneous operations (SIMOPS). Lead the interface management efforts, providing interface support to engineering studies executed by technical team and external stakeholders. Ensure project deliverables are aligned and integrated across various projects.


6. Serve as focal point of contact for project interface issues. Build and maintain strong relationships with key stakeholders, including clients, partners, and internal teams. Facilitate communication between project teams and stakeholders to ensure transparency and alignment.


7. Monitor the progress of project interfaces, ensuring any issues are addressed proactively. Attend monthly critical interface meeting and provide update on any critical interface(s) that could jeopardize the overall program.


8. Ensure complex tasks are completed within the multi-cultural project environment as per agreed plan.


9. Develop and maintain documentation related to project interface activities. Prepare and present regular reports to senior management on the status of project interfaces.

Overview
Responsible and accountable for reviewing the instrument engineering deliverables for Idd El Shargi Asset Organization (IS) green and brown field projects prepared by engineering consultant and preparing engineering deliverables for in-house projects. Key accountable to ensure that efficient project implementation, proactive facility improvement and Technical Integrity in conjunction with QP Standards and Shell DEP for the Idd El Shargi's surface facilities specific to instrumentation discipline.

Experience
* 7 years instrument technical professional experience in upstream oil and gas industry that
include a minimum of 7 years in facilities design (front-end, conceptual and detailed design)
and minimum of 2 years in project execution (including construction and commissioning) and
operation and maintenance (including field troubleshooting)
* Skill in field instrumentation design engineering and construction/execution (including
construction and commissioning).
* Knowledge in operations and maintenance activities.
* Knowledge of relevant oil & gas HSE regulations including procedures and instructions. Full
understanding of HSSE & SP management principles and its application
* Familiar with international standards API, ISA, IEC, etc. as well as Shell DEP standards and
procedures.
* Good communication skills and interpersonal ability to work in multi-disciplinary teams.
Aptitudes for taking initiatives are preferred.

Qualifications
Bachelor degree in Engineering on Instrument Measurement & Control (or equivalent).
