Minimum Qualifications:
- Three years full time Degree / Diploma in Electrical Engineering certification from a recognized institution, university or college acceptable to KM.
- Certification in Thermography, Level 1 (Level 2 preferred) by an accredited Institute, acceptable to KM.
Minimum Experience:
- A total of at least three (04) years’ relevant experience in an Electrical Power Utility or Company as a Supervisor/Senior Technician in Transmission for Diploma holder and minimum Six (07) years of experience for ITI.
- Conversant with all aspects of safety with high voltage installations.
- Sound knowledge of transmission Substation Equipments and International standards.
Responsibilities:
- Carry out Thermography Survey as per the approved method statement.
- Implement KM Safety Procedures, Rules & regulations, and Quality Standards at site.
- Carry out all works in accordance with the Contract, Technical requirements.
- Collect substation equipment nameplate details, loading data etc.
- Prevent damage to plant & equipment of KM occasioned by Contractor’s work.
- Supervise subordinates work.
- Submission of final analysis reports including Asset health index after review and signature of IR Expert with including his recommendation.
- Provide IR data in regular basis (as per Kahramaa request) to be delivered in (Excel sheet, word format, or any editable form Provided by Kahramaa) to use in Kahramaa existing asset management system solution.
- Attend Weekly/Monthly Meetings and conduct discussion with Kahramaa for IR Abnormalities.

Monitor satellites in Geostationary and Non-Geostationary Orbits visible from the Space Radio Monitoring Center (SMC). This includes tracking the following parameters :
Orbital Position
Center Frequency
Generate and submit daily activity reports detailing monitoring investigations and share them with the Operational Lead.
Interference Investigation & Resolution
Plan and conduct investigations to geolocate interfering sources using :
Fixed Monitoring Stations
Terminal Auditing & Database Maintenance
Perform audits on all VSAT and other satellite terminals.
Maintain an accurate and updated database of all space terminals operating within Qatar.
Monitoring Center Operations
Draft operational guidelines for efficient functioning of the SMC Monitoring Center.
Coordinate and support the maintenance of a comprehensive frequency reference database.
Liaise with relevant internal stakeholders during ongoing monitoring operations at events.
Conduct fixed and mobile spectrum monitoring to ensure frequency users and licensees comply with :
National Frequency Allocation Plan (NFAP)
ITU Radio Regulations
Licensing conditions
Detect and investigate spectrum violations, including harmful interference, and recommend corrective measures.
Field Monitoring & Technical Operations
Operate portable monitoring tools (e.g., spectrum analyzers) to detect interference sources.
Execute data collection through drive tests and walk tests in accordance with the Network Audit Monitoring Plan.
Operate and verify data integrity using drive test tools.

The M&E Manager will report directly to the Program Director and collaborate closely with the M&E Director and team. The role involves overseeing program monitoring, ensuring key activities are implemented efficiently to measure outcomes through qualitative and quantitative assessments, and leading data analysis for progress evaluation and improvement. The Manager will also coordinate reporting processes, consolidate program reports, and facilitate learning and knowledge sharing of best practices and lessons learned. Additionally, the M&E Manager will work in partnership with UN project staff, partner organizations, and government entities at all levels to strengthen capacity where needed. M&E is a cross-sectoral career applicable in health, education, law and governance, human rights, youth programming, agriculture, and more. In-job training is provided for this role.
Duties and Responsibilities:
- Lead the overall M&E efforts, including designing and overseeing a robust M&E plan and Performance Management Plan (PMP).
- Draft and prepare M&E plans and templates in coordination with stakeholders.
- Support collection and monitoring of M&E activities, review data collection tools, supervise or conduct field reports, analyze data, and interpret findings.
- Identify and train staff on relevant indicators aligned with UN, international, and national standards.
Qualifications:
- Master’s degree in statistics, economics, demography, development planning, public health, business, law, engineering, agriculture, social sciences, finance, education, or similar field. A Bachelor’s degree with 5 years of qualifying experience may be considered.
- At least five years of experience in monitoring and evaluation within public, corporate, or social sector programs.
- In-depth knowledge of M&E techniques, including operational research, surveys, qualitative evaluations, data analysis, and reporting.
- Experience providing field-based technical assistance in low-resource settings preferred.
- Knowledge of M&E approaches and indicators for various project areas.
- Experience in setting up and managing M&E systems and databases.
- Excellent interpersonal, negotiation, and consensus-building skills.
- Strong analytical skills, with proficiency in statistical software such as Strata, SPSS, and MS Office tools.
- Proven ability to develop and deliver high-quality donor reports.
- Excellent oral and written communication skills.
