GovCIO is currently hiring for a Communications/Project Planning. This position will be located in Qatar and will be an onsite position.
ResponsibilitiesThe contractor shall:
- Administer, manage and perform planning and implementation activities;
- Provide continuity for deployed United States Air Force (USAF) personnel on all projects and serve as the focal point for all communication systems planning;
- Convene and lead planning meetings, video conferences, and teleconferences;
- Coordinate with SMEs, local command, and external agencies to develop and brief project plans;
- Coordinate and facilitate communications installations to include frequency authorizations, civil works authorizations, logistical work, and other allied support;
- Ensure communications systems architecture, configuration, and integration conformity by coordinating engineering data through the base Communications Systems Integrator (CSI);
- Manage implementation of communication systems projects;
- Consolidate monthly reports of all communication projects;
- Coordinate and process deployed base and command-level requirements;
- Track requirements throughout the life cycle to include gathering, collecting, and archiving requirements;
- Input requirement into the Government-provided database.
Minimum Qualifications:
- High School with 6 - 9 years (or commensurate experience). Clearance Required: Secret.
Required Skills and Experience:
- PMP or similar work experience;
- Senior level experience in: technical specifications development, process analysis and design, technical problem solving, analytical/logical thinking, installation of communications systems or equipment; coordinating the work of several different activities/agencies in project completion; production timelines, coordinating project support agreements, and reviewing engineering design documents;
- Must possess excellent interpersonal skills.

- Monitor project progress, update schedules, and report on variances to key stakeholders
- Perform resource allocation and optimization to ensure efficient utilization of personnel and equipment
- Conduct risk assessments and develop mitigation strategies to minimize project delays
- Prepare and present periodic reports on project status, including earned value analysis and key performance indicators
- Assist in the development of project budgets and cost estimates
- Participate in project meetings and provide insights on schedule-related matters
- Ensure compliance with project deadlines, quality standards, and contractual obligations
- Maintaining high quality documents and records
- Visit the project site to get actual progress data.
- Conducts project team progress meetings (Internal and External)
- Communicate project schedule and reports in both directions (Internal and External)
- Create a draft extension of time, if necessary.
- Bachelor's Degree in Engineering, Construction Management or PMI-SP.
- 2-5 years of experience in project planning and scheduling, preferably in construction, engineering, or infrastructure projects
- Proficiency in project management software such as Microsoft Project and Primavera P6
- Advanced Excel skills for data analysis and reporting
- Experience with AutoCAD or similar CAD software
- Strong knowledge of risk assessment and mitigation techniques
- Expertise in resource allocation and optimization
- Experience in cost estimation and budgeting.
- The ability to draft extension of time (Analysis and Narrative)
- Effective communication and interpersonal skills
- Project Management Professional (PMP) certification is an advantage
