One of our esteemed clients is seeking a detail-oriented and experienced Planning Engineer with 8 to 10 years of experience in construction and infrastructure projects.
The ideal candidate will have a Civil Engineering background and be proficient in Primavera P6 software for scheduling, monitoring, and reporting project progress.
Responsibilities
- Develop and maintain detailed project schedules using Primavera P6, including baseline and revised schedules.
- Monitor project progress against the approved schedule and highlight potential delays and risks.
- Prepare weekly and monthly progress reports, S-curves, look-ahead schedules, and resource histograms.
- Coordinate with the project team to gather progress data and update the schedule accordingly.
- Perform critical path analysis and recommend corrective actions where required.
- Liaise with site engineers, subcontractors, and consultants to ensure work is aligned with the overall project plan.
- Participate in progress review meetings and prepare project control presentations.
- Ensure all planning documents and records are properly maintained and archived.

Qualifications
- Bachelor?s Degree in Civil Engineering.

- Strong understanding of construction processes, sequencing, and productivity norms.
- Excellent analytical, organisational, and communication skills.
- Experience in working with contractors or consultants on large-scale infrastructure projects.
- Familiarity with delay analysis, EOT preparation, and project risk management.
Preferred (Not Mandatory)
- Previous experience in Ashghal or Government Infrastructure Projects in Qatar is an advantage.
- Knowledge of FIDIC contract conditions is a plus.

PRIMARY FUNCTION:
The Project Controls Engineer (PCE) is responsible for scheduling and cost control of the project. The PCE shall be assigned to the Project from the LNTP-Design to Final Acceptance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for the maintenance of the required schedules and related documents in compliance with client provisions or as requested by the Project Director/COR (this includes maintaining the original cost-loaded base line for the duration of the project)
- Be considered part of the Contractor's key management personnel. Final approval of the Scheduler/PCE, based on his, or her, curriculum vitae, is required by the USG.
- Work in close cooperation with the Project Manager, Superintendent, Designer, subcontractors, suppliers, and OBO's management scheduling support staff relative to the development and implementation of the PES
- Shall meet with the OBO PCE scheduler at the project site after coordinated schedule development to refine and finalize the BPES for presentation to the OBO and contractor management teams.
- Responsible for coordinating with procurement team to make sure the procurement of all material is in line with the schedule
- Responsible with the team for the overall cost control tracking of the project (time, labor, material, equipment, etc.)
- Work with a third-party TIA/Controls expert in support of potential REAs and claims, as necessary.
- Other duties as directed by the Project Engineer, Project Manager or Operations Manager
KNOWLEDGE, EXPERIENCE AND SPECIAL SKILLS REQUIRED:
- Must be authorized to work in the United States
- Active U.S. Secret Security Clearance
- Experience as a construction project scheduler using the Contractor's current scheduling software (Primavera) on at least two previous projects of comparable scope of work and of a value not less than half of this project's value. (e.g. $110 million)
- Proficient in the use of Primavera P6, AutoCad, Prolog Manager
- Bachelor of Science degree from an accredited institution in engineering, construction management or related field

Key Job Accountabilities- Reports to: Business Manager (Project Controls).
- Provide management and technical direction for all facets of the division (scheduling, planning, reporting, change order cost estimating and cost engineering) by establishing a set of project control procedures, guidelines, and flow charts to suit project requirements and needs to support management decision making process.
- Lead project control activities, coordinate input from PMT functions such as engineering, procurement, construction, commissioning etc. and ensure project controls information is accurately compiled and reported to Project Management to provide visibility on overall project status and performance.
- Ensure effective project control measures are executed by the contractor and sub-contractor organizations, with particular emphasis on schedule management, planning and progress monitoring, recommend modifications to management to ensure Company and PMT standards and requirements are met.
- Coordinate the collecting, consolidating, analyzing, and reporting all project cost and schedule, control, trend, and progress measurement information to support cost estimation activities as requested by project leadership.
- Monitor contractor’s performance and progress in areas of project controls, scheduling, reporting, progress monitoring and cost estimating assessing any discrepancies and revert to contractor for clarifications/corrections. Establish and maintain appropriate planning systems, fully integrated, and appropriate for the project.
- Develop QGPMS Project Controls deliverables as per the approved Roadmap and participate in QGPMS project review.
- Develop and implement the Project Control Plan, in addition to reviewing project changes related to schedule and/or cost, incorporating the effect and impact of approved changes into overall cost and schedule stewardship and reporting.
- Manage project workforce planning and resourcing, ensuring changes are managed fairly using consistent decision-making criteria across the project.
- Lead interface between Project Manager, Business Manager, PMT members and contractor with respect to cost and schedule performance, reporting and approvals.
- Review invoices for compliance and completeness, liaise with the contractor and the Project Accounting department in the resolution of queries and disputes. Provide data for accounting and auditing functions and ensures contractor’s accounting systems meet Company audit requirements.
- Qualifications: Bachelor’s degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, or Statistics.
- Knowledge and/or Experience: 12 years’ experience in a business related function or discipline, including 5 years in the Oil & Gas Industry, and including 2 years in a supervisory or acting role, or oversight of contractor/subcontractors/service/vendor personnel.
- Experience with Oil & Gas Companies, EPC contractors, subcontractors, vendors or service companies involved in the oil and gas industry.
- Knowledge in project business related function/discipline such as planning, scheduling, cost control, estimating, claim management, risk management, change management, procurement, pre- and post-award contract management, actionable and informative reporting, support services, lessons learned, etc.
- Strong knowledge of relevant software and computer skills, e.g., dashboards, data analytics, P6, SAP, etc.
- Excellent written and spoken English.
- Strong leadership skills.
