2. Provide continuity for deployed United States Air Force (USAF) personnel on all projects and serve as the focal point for all communication systems planning;
3. Convene and lead planning meetings, video conferences, and teleconferences;
4. Coordinate with SMEs, local command, and external agencies to develop and brief project plans;
5. Coordinate and facilitate communications installations to include frequency authorizations, civil works authorizations, logistical work, and other allied support;
6. Ensure communications systems architecture, configuration, and integration conformity by coordinating engineering data through the base Communications Systems Integrator (CSI);
7. Manage implementation of communication systems projects;
8. Consolidate monthly reports of all communication projects;
9. Coordinate and process deployed base and command-level requirements;
10. Track requirements throughout the life cycle to include gathering, collecting, and archiving requirements;
11. Input requirement into the Government-provided database.

Minimum Qualifications:

• High School with 6 - 9 years (or commensurate experience). Clearance Required: Secret.

Required Skills and Experience:

• PMP or similar work experience;
• Senior level experience in: technical specifications development, process analysis and design, technical problem solving, analytical/logical thinking, installation of communications systems or equipment; coordinating the work of several different activities/agencies in project completion; production timelines, coordinating project support agreements, and reviewing engineering design documents;
• Must possess excellent interpersonal skills.

Qualifications & Experience Required

• Bachelor Degree in Engineering, Project management or Accounting/finance
• 8 years' experience in cost allocation, estimation, planning and expenditure working within a Project environment in the oil and gas industry.
• Experience of working in SAP/BI environment is preferable.
• Must be able to have the capability to technically grasp the project scope of work and execution strategies.

Activities:

• Identify opportunities to standardise cost and expenditure processes and procedures recommending solutions for cost issues to ensure compliance and project objectives are achieved.
• Provide Funding Packages submittals i.e. Advance Commitments (AC's), Full Funding (FF) and Supplementary Funding wherever required, to ensure that all necessary funding is provided.
• Develop and maintain a cost and man-hours information database, benchmarking data to provide support for estimating requirements as required.
• Review cost related procedures, recommending improvements to achieve project goals and ensure cost related initiatives, procedures and activities are understood and followed by all project personnel.
• Participate in corporate governance activities such as Gate reviews, Independent Project Reviews (IPRs), Cold Eye Review (CER), Constructability Reviews (CRRs) and internal audits as Cost Subject Matter Expert.
• Provide timely project controls/change management expert advice to Project Management Team (PMT), as well as monthly cost reports highlighting any emerging situations such as cost overruns or re-baseline ensuring project deliverables are achieved.

Job Purpose

• Provide advice on cost management including estimating, forecasting, reporting, allocation, planning and stewardship for costs and expenditures within Project.

• Forecast cost estimates and prepare annual Work Program and Budget (WP&B) taking full consideration of project scope, progress achieved and pending to complete scope.
• Develop and maintain Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for the overall project consistent with project scope and reporting structures requirements.
• Facilitate the monitoring of contractors and project's cost performance comparing to agreed control plans and recommends corrective plans as required during project execution with the appropriate PMT personnel. Monitor, review and endorse Contractor deliverables in terms of VOWD reporting, Trend Management and Earned Value Analysis.
• Advise Project Leadership Team of potential cost issues as early enough to mitigate, provide guidance on corrective actions and measures to mitigate any adverse trends. In conjunction with Head Project Controls develop and implement corrective actions and recovery plans ensuring these are implemented in a timely manner.
• Verify Project Commitments in line with approved budgets and ensure all change orders are dully submitted (about contractual compliance) and are subject to proper Management approval. Job Summary

• The Cost Control Engineer coordinates all aspects of cost capturing, monitoring, and forecasting for their assigned project, ensuring proper documentation. This role provides comprehensive cost-control services and financial support for projects, maintaining project cost information. In collaboration with the Project Controls Lead, the engineer oversees variations and revisions to existing budgets.

Job Responsibilities

1. Monitor, control, and report on project costs, including cost history and forecasts.
2. Maintain planned and actual cost and commitment schedules.
3. Manage internal labor and project costs to stay within the allocated budget.
4. Create Budget Transfer Requests as directed by project teams.
5. Implement and ensure adherence to departmental policies and procedures to maintain controlled workflows.
6. Address no more than 5 non-compliances per month, with 100% resolution within 10 days.
7. Manage onsite cost control to ensure all work is completed within budget.
8. Monitor daily operations related to cost control to ensure compliance with standards and procedures.
9. Process and approve MR, PO, S/C Agreement, PC, SRV, SIV within 10 working hours of creation.
10. Develop cost structures for all activities, aligning with budgets and plans, and accurately assigning costs for effective control.
11. Verify daily cost allocations and reallocate as needed within 10 working hours.
12. Visit sites at least once weekly to verify progress measurements.
13. Upload verified BCWP into the ERP system within 1 day after the cutoff date.
14. Maintain internal labor and project costs within budget, flag deviations to management.
15. Reflect workforce productivity and man-hour trends in MJCR reports.
16. Perform cost analysis, advise management on cost overruns, and manage deviations using computerized databases.
17. Produce weekly job cost reports within 3 days of week-end.

Additional Responsibilities

1. Assist in producing the monthly job cost report within 15 days of month-end.
2. Monitor and review accounts for timely invoicing.
3. Review client invoices and analyze variances, producing over/under invoicing calculations within 3 days of month-end.
4. Follow safety, quality, health, and environmental procedures to ensure a safe work environment.
5. Limit non-compliances related to QA or HSE to no more than 1 per month across all projects.
6. Provide feedback on construction methods and accurate budget transfer calculations, aiming for no more than 10% correction at final approval.

Knowledge & Skills

• Knowledge of cost control software such as CCS (Candy) is advantageous.
• Proficiency in MS Project, Primavera, and project scheduling and reporting.
• Understanding of Quality Management Systems.
• ERP skills, preferably SAP, are required.

Experience

• Minimum 5 years of relevant experience, with at least 3 years in a similar role; GCC experience is a plus.
• Preferred candidates have experience in Construction, MEP, or Mechanical sectors.

Education

• Bachelor's Degree in Civil Engineering or related engineering fields.
