We are working with a major Oil & Gas operator to source a Senior Project Engineer . This is a long-term contract role. Please see the details below.

• Title: Senior Project Engineer
• Start Date: ASAP (typically within 1 month notice)
• Location: Qatar Onshore (Ras Laffan)
• Working Schedule: 5 days per week / 8-10 hours per day

1. Participate in and execute strategy and plan, review Contractors SHE Plan, participate in safety walks and audits. Identify issues & resolutions, conduct safety-incident investigations, and monitor Contractor’s safety performances, programs, and incentives.
2. Support project concept selection and planning, develop Project Objectives & Strategy (POS), Cost and Schedule Estimates, Project Development Memorandum (PDM), Roadmap, and other planning documents. Identify risks and develop mitigation plans.
3. Lead Front End Engineering Design (FEED) activities, converting technical and operational requirements into Basic Engineering, and prepare tender documents for EPC phase. Oversee Engineering, Procurement, and Construction (EPC) phases.
4. Apply Brownfield Project Planning and Execution approaches, Interface Management, and ensure quality and risk management to meet technical requirements.
5. Review construction strategies, assess contractor performance, and ensure proper execution of onshore and offshore activities.
6. Coordinate schedule estimates, analyze critical paths, and develop mitigation strategies against risks and uncertainties.
7. Review project resources, cost estimates, and develop contingency plans. Monitor costs and schedules, forecast trends, and manage funding and extension requests.
8. Review and support invitations to tender, manage vendor prequalification and selection, ensuring standards and requirements are met.

• Bachelor’s Degree in Engineering

• At least 8 years of experience in project execution, engineering, and operations.
• Recent experience working in the field at company facilities on Brownfield projects, SIMOPS, and debottlenecking of operating facilities.

Position: Senior Project Engineer

Role Overview:

Lead the planning, management, and execution of multiple brownfield modification and retrofit projects in accordance with Project Management System,ensuring compliance with Safety, Health & Environment (SHE), quality, cost, schedule, and regulatory requirements for onshore and offshore facilities.

Reporting:

• Reports to Section Head
• Collaborates internally with Engineering & Projects Group, Operations, SHE, and Finance departments
• Interfaces externally with regulatory bodies (RLIC), contractors, and equipment vendors

Key Responsibilities:

• Participate in project strategy, concept selection, and planning; develop Project Objective & Strategy (POS), Capital Efficiency, Cost & Schedule Screening, and Project Development Memoranda (PDM).
• Lead FEED activities, converting concept requirements into Basic Engineering deliverables, including Design Basis Memoranda and Engineering Specifications for EPC tendering.
• Ensure correct application of brownfield project planning, interface management, quality management, and risk engineering.
• Review and monitor construction strategies, contractor performance, onshore/offshore shutdown and non-shutdown activities.
• Analyze project schedules and costs; identify critical paths, mitigation plans, contingencies, and recovery actions.
• Manage approvals of Invitation to Tender (ITT), equipment vendor prequalification, and selection processes.
• Support SHE initiatives, safety audits, and contractor performance monitoring.
• Maintain compliance with firewall, anti-trust, and competition laws.

Qualifications & Experience:

• Bachelor's degree in Engineering
• Minimum 8 years' experience in project execution within brownfield projects, SIMOPS, and debottlenecking in operating facilities
• Field experience at operational facilities, ensuring adherence to SHE and project standards
• Proficient in engineering software tools and project management systems
• Excellent command of written and spoken English
