Permit-to-Work (PTW) System Management
Requirements:
- Degree in Engineering or related field.
- Minimum 3 years of experience coordinating permits in a Qatar Energy Project or in oil & gas/industrial projects.
Additional Information:
- Immediate joiners preferred.
- Valid QID required.
Responsibilities:
- Administer and manage the Permit-to-Work system as per Qatar Energy's Control of Work procedures.
- Ensure all work requiring a permit (hot work, confined space, excavation, lifting, electrical isolation, radiography, working at height, etc.) is covered by a valid permit.
- Coordinate with Qatar Energy Area Authority (AA), Performing Authority (PA), and Issuing Authority (IA) for proper issuance, approval, and closure of PTWs.
- Maintain a daily log/register of all permits issued, active, suspended, or closed.
Risk Assessment & Job Safety
- Verify that Job Safety Analysis (JSA) / Risk Assessments are carried out for each activity requiring a PTW.
- Ensure all identified hazards are mitigated with proper control measures.
- Confirm that Method Statements are aligned with the PTW requirements.
- Coordination & Communication
- Act as the focal point between the Contractor, Subcontractors, and QatarEnergy for PTW-related matters.
- Conduct daily coordination meetings with site engineers, supervisors, and safety teams to align planned works with PTW approvals.
- Ensure simultaneous operations (SIMOPS) are coordinated and permits are integrated to avoid conflicts.
- Compliance with QatarEnergy Standards
- Ensure strict compliance with QatarEnergy Control of Work (COW) procedures, QP HSE standards, and Qatar Construction Specifications (QCS).
- Verify that only competent, trained, and QatarEnergy-approved personnel are involved in PTW activities.
- Ensure PPE, isolation procedures, and energy control measures (LOTO – Lock Out/Tag Out) are implemented.
- Site Verification & Inspections
- Carry out site inspections before issuing a PTW to verify readiness, safety barriers, and compliance.
- Monitor the worksite while PTW activities are in progress to confirm compliance with permit conditions.
- Immediately suspend or cancel permits if unsafe practices or violations are observed.
Documentation & Records
- Maintain all PTW records, certificates, isolation schedules, and supporting documents as per QatarEnergy requirements.
- Prepare weekly/monthly reports on PTW status, statistics, and compliance issues for submission to QatarEnergy.
- Support audits and inspections by QatarEnergy HSE and operations teams.
Training & Awareness
- Ensure that all Contractor and Subcontractor staff are inducted and trained in the PTW system.
- Conduct refresher sessions on PTW procedures, JSA preparation, and emergency response requirements.
Emergency & Incident Support
- Act as the permit control focal point during emergencies, ensuring suspended/cancelled permits are tracked.
- Support incident investigations by providing PTW records and evidence of compliance.
