We currently have an opportunity within SPIE Global Services Energy, Qatar for a :
ACCOUNTABILITIES
• Lead and execute asset integrity assessments and life extension studies for Structural elements.
• Ensure compliance with NOC and international standards (IEC, IEEE, API, ISO 55000).
• Define and implement proactive/reactive maintenance strategies.
• Support the development of integrity management systems and digital databases.
• Provide technical leadership and mentorship to junior engineers.
• Provide technical input to key stakeholders
• Act as Technical Authority / Technical Administrator (TADM) on behalf of M&I ensuring that all Structural studies and projects are carried out in accordance with NOC requirements
• Ensure NOC rules, specifications and procedures are followed, maintaining closed communication with all relevant departments

• Conduct and define the most effective asset selection and strategy
• Identify critical structural assets for assessment
• Define maintenance strategies (proactive/reactive), Conduct RBI, FFS, and structural assessments.
• Define inspection scopes and review NDT results.
• Gather design, operational, and maintenance data
• Determine Designed End of Service Life (DEOSL) and verify actual End of Service Life (VEOSL)
• Perform the Asset Integrity Assessment
• Conduct data gap analysis and integrity risk reviews
• Set up integrity databases and digital dashboards
• Define execution timelines and contracting strategies
• Coordinate with 3rd-party engineering firms for detailed studies
• Execute and report on the Asset Integrity Assessment as well as the Life Extension studies
• Perform condition assessments, failure mode analysis, and life prediction modeling
• Review and validate 3rd-party reports and recommendations
• Prepare technical reports and presentations for senior management
• Support CAPEX/OPEX planning based on findings
• Visit offshore sites on task or project basis to enhance collaboration and supervision to sites to ensure successful delivery of job scopes
• Any other ad-hoc tasks as directed by line manager
• Bachelor’s in Civil/Structural/Mechanical Engineering.
• 10–15 years of experience working in an oil & gas operator, with at least 5 years in asset integrity or reliability engineering
• Skilled and experienced in working in a multi-cultural and highly technical specialized environment
• API 510/570/653, NACE, ASNT Level II/III.
• Experience with CMMS (SAP PM), PowerBI dashboards, and integrity management tools.
You will have a good level of computer literacy and be proficient in industry electrical software and systems and advance skills in Microsoft Office. You will need excellent communication and presentation skills in English both written and verbal in English.

Qualifications & Experience
- Minimum Qualification: Bachelors in Civil/Structural Engineering -Master in a key area of expertise preferred
- Recognized expertise in the field of Structural Engineering of oil & gas facilities. Min 15 years' experience in offshore Structural Engineering covering Design Offices and Fabrication facilities with mandatory offshore topsides BF modification installation activity experience, Oil Company and Jacket experience is preferred
- Good sense of team spirit, peer leadership, strong interpersonal / soft communication skills.
- Fluent in English - Verbal and written.
- Ensure the application of COMPANY HSE and Safety Engineering policies, process, standards and guidelines incl. international rulesets.
- Ensure that contractors comply at all times with safety rules, taking actions as required in case of disregards.
- Promote safety culture within COMPANY personnel and contractors as well as reporting of anomalies.
- Develop design of new structural installations or define structural modifications.

- Check and approve structural engineering deliverables received from Contractors for Basic / Detailed Engineering.
- Ensure that the Engineering Contractors submit all deliverables on time and assure them regularly to achieve COMPANY quality expectations.
- Perform quality control of the Engineering Contractor (Supports, Geotech, weight and stress analysis, specifications, material list). Carry out simplified and detailed stress analysis calculations and checks (using both manual and recognized structural engineering software) Draw up and cross-check relevant procedures, international standards and COMPANY General Specifications.
- Follow-up Purchase Orders of structure material to ensure timely approval, conformity of design.
- Interact with Third Parties such as Certifying bodies, Marine Warranty Surveyor, Process, Piping and Instrumentation disciplines mainly and interface with Procurement Dept. Perform site visits when required for the planning and execution of a Construction activity.
- Perform Fitness for Service type assessment (manual/SACS etc) in response to STR anomaly findings
- Coordinate with FO entity for the integration of new structural material in existing facilities and provide trouble shooting expertise in case of interference with existing equipment. Plan and conduct KOM with contractors, JRA/work permits meetings in liaison with FO entity
- Promote and support innovation and cost reduction initiatives in the structural discipline.
- Report to Structural Lead on a daily basis as well as when decisions impacting E&C activities require to be discussed.

- Review and evaluate the Contract Changes/Variation to approved guidelines and applicable codes, standards and practices, make recommendations for approval or rejection of technical deviations
- Review and approve method statements developed by contracted organizations for scope compliance Liaise with contracted organizations to resolve technical issues
- Conduct evaluation of technical bid packages for scope compliance Participate in pretender meetings, and related technical and commercial evaluations on contract bids received and administered by the Division and submit Technical Evaluation reports
- Plan and coordinate activities of a team of multidiscipline engineers for providing timely delivery of technical services to meet the project requirements
- Co-ordinate engineering designs, develop and review multi-disciplinary work scopes for projects and other engineering activities Ensure that the work scope is comprehensive and clear
- Support the development of personal technical competency and skills and those of Co-workers Participate in structured training for Associate Engineers
- Ability to work in multi-discipline/cultural environment
- Ability to resolve technical challenges related to Civil/Structural Engineering work and adjacent discipline issues
- Conducts civil works inspection of leased buildings/takeover of completed buildings or facilities with user Department and final acceptance from Contractor/Project Department
- Ensure achievement of approved KPI and customer satisfaction Attends any other task assigned by the management
Requirements
- Bachelor's Degree or Equivalent degree in Civil Engineering
- Minimum 10-12 years' experience in Structural Design & Construction
- Minimum 6 years' experience in Structural Design & Construction, in large buildings and civil/infrastructure projects, including at least 6 years' experience at the Supervisory level
- Good knowledge of construction activities and project management
- Experience in projects' pre-commissioning, commissioning and Hand-over activities
- Possess good communication and presentation skills
- Good knowledge of English, both written and spoken
- Computer literate in mainstream MS Office products and structural design packages
