**Job Description**:
Manage the overall handover and close out of the Programme’s portfolio of projects, being designed and constructed under the supervision of the General engineering Consultants (GEC) and oversight of the RPD, to the Client for beneficial use. Focal point to coordinate with Asset Affairs departments in handing over the projects. Focal point of the construction & logistics area to support and assist the Delivery Project Advisors 2 (PA2) and the GECs effort on all ongoing projects nearing completion to ensure quality standards are communicated and maintained to all involved stakeholders from the client (PWA Infrastructure Affairs) to the end user (PWA Asset Affairs). Managing the handover team and coordinate with the Area Delivery Teams and GECs to ensure that Assets are handed over to the highest level and in accordance with PWA Assets Affairs requirements, QCS, Professional Services Agreement and Contract Documents. Developing and update procedures for handover. Responsibilities: Provide leadership of the Handover Team in the development and implementation of the handover procedure. Develop internal handover procedures and policies. Development and implementation of the RPD Handover Guideline including Handover Deliverables List Register, template for handover plan, template for initial handover meeting agenda to assist the handover team and Area Delivery Teams to track and monitor the GECs and Contractors activities during the handover and close-out process and to ensure that all required handover documentation is prepared in accordance with QCS and the Assets Affairs Project Handover Procedural Document. Lead the ongoing development of the handover process. Assisting the Area Delivery Teams by guiding them through the handover procedure and ensuring a successful issue resolution to properly hand over and close out projects to the end user. Monitoring the overall handover and close-out of projects within the GEC Programme, identifying issues impacting compliance with successful delivery to cost/scope/schedule. Ensuring that any issues that could potentially impact successful handover/project close-out are brought to the attention of the appropriate GEC, PWA Section Heads and area teams Coordinate with all GECs and contractor's to close out all outstanding issues and actions required Collaboratively work with the PWA Assets Affairs Departments by organising and chairing weekly meetings with them to discuss the progress and development for all projects being handed over and closed out and resolve all project handover / delivery issues that could potentially impact successful handover / project delivery and to ensure all required approvals and handover documentation are in place prior to recommending the issuance of the Takeover Certificate, the Completion Certificate and the Maintenance Certificate. Manage meetings between the Assets Affairs Departments and RPD, GEC and Contractors to ensure constructive progress. Chair

Requirements
• Bachelor's Degree in Civil Engineering • 14 years post-graduation experience • 10 years similar experience (RE- Handover) • MMUP/UPDA (Required) • PWA (Lcal Roads & Drainage) experience is required
