Job Description
The main duties of Quantity Surveyor the include, but are not limited to: - Take care of the financial and contractual aspects of the project. - Participate, record and prepare the minutes of the progress meetings. - Provide support on all financial and contractual matters throughout the work in the project. - Convene and chair all commercial meetings. - Ensure prompt submittal and completeness of Contractors monthly payment applications and finalize the payment certificates. - Make sure that all cost and quantity records are streamlined and kept in order. - Advise the SRE and REs on measurement procedures and calculation of interim and final quantities. - Evaluate the unit rates for new work items. - Establish the way of recording the details and monitor the day works recording and process. - Lead in the preparation of variation orders. - Lead in the evaluation and recommendation of entitlement of Contractors claims, including presentation and agreement of recommendations to the Contract’s Department of Client and the Engineer (PMC) - Advice on contractual matters related to financial issues. - Ensure completeness and validity of all contractual requirements. - Advise on contractor’s resource allocation. - Prepare financial statements for monthly report. - Audit payments to Contractors. - Check and record measurements of completed work. - Monitor contracts final cost estimates. - Maintain expenditure records. - Review, negotiate and prepare claim settlements with the Contract’s Department of Client and the Engineer (PMC). - Coordinate and monitor activities of the Commercial team. - Prepare Final Account with all supporting documentation.
Requirements
- Education: Bachelor's Degree in Civil Engineering or equivalent - Experience: minimum of 10 years experience. - Must have experience in Local Roads and Drainage Program (PWA- RPD) - Must have MMUP certificate - Immediately Available.

Job Description:Senior Quantity Surveyor
Location: Qatar
Parsons is seeking a highly skilled Senior Quantity Surveyor to join our team! In this role, you will manage cost estimation and budgeting for large infrastructure projects while collaborating with various stakeholders to ensure financial accuracy and compliance.
What You’ll Be Doing:- Ensure all QS team members apply company estimating practices, techniques, processes, and procedures.
- Deliver quality-controlled Contract Administration and estimates for projects and programs. Define project scope using a top-down work breakdown structure (WBS) and prepare material takeoffs according to the WBS, design drawings, plans, and specifications.
- Develop detailed resource costs based on the planned schedule, including project burdens, indirect costs, fees, taxes, general conditions, and margins to produce a probable project cost estimate.
- Create a basis of the estimate (BOE) narrative that clearly explains the estimate methodology, scope, pricing, escalation, assumptions, and exclusions for transparency.
- Review estimates from other providers for compliance, completeness, accuracy, and best practices.
- Assess contractual documents and modifications to determine scope changes, cost and schedule impacts, and provide evaluations and recommendations.
- Prepare and summarize task estimates, including resource rates and unit costs, especially for parametric estimates when detailed development isn't feasible.
- Define scope and quantities for vendors and subcontractors to ensure competitive pricing.
- Document bids and quotations, including contractual terms, shipping, transfer of title, and payment terms.
- Maintain current estimating database with historical cost data considering location, site conditions, and contract terms.
- Provide training and guidance to estimators and associate estimators in cost estimation tools and techniques.
- Review work produced by team members for quality, clarity, and accuracy, ensuring all contract components are included.
- Degree in Quantity Surveying from an accredited university, with qualification or ongoing accreditation by recognized bodies such as AIQS or RICS.
- Certified MME Quantity Surveyor-Grade-A.
- Minimum of 15 postgraduate years of experience, including at least 10 years on large infrastructure projects.
- Qualified to manage and coordinate specialized activities or teams of moderate size and complexity.
- Registration with MME (Qatar) is mandatory to practice as a Quantity Surveyor in Qatar.
- Expertise in formulating advanced technical concepts.
- Provides specialist services supporting project requirements.
- Capable of performing highly complex professional assignments applying specialized principles.
- Fluent in English, both written and spoken, with excellent technical, oral, and written communication skills.

- Perform advanced visual inspections and non-destructive testing (NDT) of structures, equipment, and components using rope access techniques
