**Principal Accountabilities**:
- Inspects and accepts documentation (DD Form 1149/1348-1) for outbound cargo offered for shipment in the Defense Transportation System (DTS) for completeness, Transportation Account Code, accuracy, Hazardous/Classified or ITAR certification.
- Processes, verifies Nomenclature, Hazard Class, and Quantity, and inspects outbound cargo offered for transportation.
- Properly classifies freight, selects commodity codes, selects most efficient mode of shipment, and controls obligations for government transportation funds.
- Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation and certification in accordance with applicable Dangerous Goods Regulations (AFMAN24-204, 49Code of Federal Regulation, International Maritime Dangerous Goods, etc.).
- Selects and initiates contact with local carriers to arrange appropriate transport equipment for containers, classified, sensitive, hazardous, or out sized shipments based on the size, weight, commodity description, freight classification, required delivery date, priority, or other special requirements.

- Prepares all required shipping documents for data input to CMOS/GATES, assigns Transportation Control Numbers, produces labels, issues truck manifest for general/hazardous cargo, Maintains Manifest logs.
- Accurately inputs the Transportation Control Numbers, Transportation Accounting Codes, consignor and consignee codes and other essential transportation data into the Cargo Movement and Operations System (CMOS) and or Global Acquisition and Transportation Execution System (GATES).
- Prepares International Truck Shipping Documents for Line Haul Intertheater/Intratheater between sites, container movements from Sea Port of Embarkation to Sea Port of Debarkation, and local movements.
- Processes Export Traffic Release Requests (ETRR) for sealift shipments using Surface Deployment Distribution Command (SDDC) Integrated Booking System (IBS).
- Provides In-transit Visibility through the Global Transportation Network (GTN) and Radio Frequency Identification (RFID) servers, and Transportation Management Systems (TMS).
- Performs Port Handling and Inland Transportation (PHIT) duties as designated Work Monitor for Inbound and Outbound Line Haul Sub Contractor trucks. Inspects and documents each shipment for contract compliance on a Customer Service Survey form.
- Performs Host Country customs clearances and liaises with Military and Host country Ministries on Import and Export for Border Customs Clearances, Airport Customs Clearances, and Seaport Clearances.
- Inspects, accepts and inventories Inbound Air Cargo, Line Haul Trucks, and Containers.

- Implements, documents and controls quality, training, environment and safety programs.
- Maintains Technical Orders, publications, forms and files required for Traffic Management operations.

- Must possess a valid home country driver's license and ability to obtain host nation driver's license.

- Work experience in freight acceptance, preparation, processing, inspection, documentation and handling procedures is required.
- Must be able to successfully complete training to prepare, certify and/or inspect Hazardous Materials for Air Transportation IAW AFJMAN 24-204 upon selection.
- Must be eligible to obtain and maintain a US Secret Security Clearance.
- Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.

Qatar Airways are pleased to announce an incredibly exciting opportunity to join our Flight Operations – Navigation Services Air Traffic Management team as a Manager Air Traffic Operations Optimisation to be based in Doha, Qatar.
As a Manager Air Traffic Operations Optimisation, you will be responsible for driving Air Traffic Operations (ATO) and airspace utilization efficiency by overseeing data-driven initiatives to enhance airspace capacity, reduce costs, and improve on-time performance. You will collaborate with both internal and external stakeholders in high-impact projects and influence their decisions with high-level technical data supported by Fast Time Simulation Tools.
Specific Responsibilities For The Role Include:
- Oversee the optimization team, ensuring alignment with organisational goals and strategic initiatives.
- Fully manage and maintain Fast Time Simulation Solutions (FTS), ensuring Qatar Airways has access to simulated projections based on 'what if' scenarios, which will allow informed collaborative decision-making.
- Lead and steer the development and procurement process of future-proof operational and business intelligence solutions for Air Traffic Optimization team.
- Oversee the specification, development, customization, validation, testing, implementation, documentation, training, and maintenance of operational and business intelligence systems (including but not limited to in-house developed tools, Aeroficial and FTS).
- Ensure the establishment and monitoring of Key Performance Indicators (KPIs) to assess the performance of air traffic and flight planning operations. Conduct regular analysis and reporting to track progress and identify areas for improvement.
- Oversee the use of data analytics techniques including Fast Time Simulation to support key operational stakeholders in: development and validation of new operational concepts, Capacity assessments, identification of operational hot spots, data driven 'what-if' analyses, operational trials design and evaluation.
- Manage the identification of potential operations efficiency gains, taking a data-driven approach, to achieve cost savings, capacity gains, and improvements in on-time performance (OTP). This includes but is not limited to: analyzing the impact of air traffic growth within Doha TMA, preparing the analysis results, contributing to sustainable traffic flow increase and optimized airspace utilization while maintaining safety, analyzing capacity for QR Airways route systems with current and future traffic levels, contributing to airspace, assessing the related benefits and evaluating the implication of new en-route and terminal procedure implemented throughout the Qatar Airways Network.
- Lead analytical research within QR's existing and planned network operations to optimize airspace utilization.

Qualifications
About you
The successful candidate will have the following skills and qualifications:
- Relevant University or College qualifications with Minimum 9 years of job-related experience.
- Experience within an ATM environment for either an Air Navigation Services Provider (ANSP) or Airline.
- Flight Operations environment or related organization engaged in ATM activities.
- Experience with data visualization tools (e.g., Tableau, Power BI).
- ATPL/CPL/Flight Dispatch License/Certification or ATC, ATM qualification preferred.
- Sound knowledge of ICAO documentation on Global Air Navigation Plan, Global ATM Concept and
- Aviation Systems Block Upgrades (ASBUs) preferred.

About The Role:
Qatar Airways are pleased to announce an incredibly exciting opportunity to join our Flight Operations – Navigation Services Air Traffic Management team as a Manager Air Traffic Operations Optimisation to be based in Doha, Qatar.
As a Manager Air Traffic Operations Optimisation, you will be responsible for driving Air Traffic Operations (ATO) and airspace utilization efficiency by overseeing data-driven initiatives to enhance airspace capacity, reduce costs, and improve on-time performance. You will collaborate with both internal and external stakeholders in high-impact projects and influence their decisions with high-level technical data supported by Fast Time Simulation Tools.
Specific Responsibilities For The Role Include:
Oversee the optimization team, ensuring alignment with organisational goals and strategic initiatives. Fully manage and maintain Fast Time Simulation Solutions (FTS), ensuring Qatar Airways has access to simulated projections based on 'what if' scenarios, which will allow informed collaborative decision-making. Lead and steer the development and procurement process of future-proof operational and business intelligence solutions for Air Traffic Optimization team. Oversee the specification, development, customization, validation, testing, implementation, documentation, training, and maintenance of operational and business intelligence systems (including but not limited to in-house developed tools, Aeroficial and FTS). Ensure the establishment and monitoring of Key Performance Indicators (KPIs) to assess the performance of air traffic and flight planning operations. Conduct regular analysis and reporting to track progress and identify areas for improvement. Oversee the use of data analytics techniques including Fast Time Simulation to support key operational stakeholders in: development and validation of new operational concepts, Capacity assessments, identification of operational hot spots, data driven 'what-if' analyses, operational trials design and evaluation. Manage the identification of potential operations efficiency gains, taking a data-driven approach, to achieve cost savings, capacity gains, and improvements in on-time performance (OTP). This includes but is not limited to: analyzing the impact of air traffic growth within Doha TMA, preparing the analysis results, contributing to sustainable traffic flow increase and optimized airspace utilization while maintaining safety, analyzing capacity for QR Airways route systems with current and future traffic levels, contributing to airspace, assessing the related benefits and evaluating the implication of new en-route and terminal procedure implemented throughout the Qatar Airways Network. Lead analytical research within QR's existing and planned network operations to optimize airspace utilization. Manage the utilization of the Aeroficial tool supporting flight operation stakeholders with analytical data with the goal to resolve operational challenges before they may impact the operations.

About you
The successful candidate will have the following skills and qualifications:
Relevant University or College qualifications with Minimum 9 years of job-related experience. Experience within an ATM environment for either an Air Navigation Services Provider (ANSP) or Airline. Flight Operations environment or related organization engaged in ATM activities. Experience with data visualization tools (e.g., Tableau, Power BI). ATPL/CPL/Flight Dispatch License/Certification or ATC, ATM qualification preferred. Sound knowledge of ICAO documentation on Global Air Navigation Plan, Global ATM Concept and Aviation Systems Block Upgrades (ASBUs) preferred.
