Job Description

The Armaments, Avionics & Survival Equipment Workshop Controller is responsible for ensuring that all off aircraft maintenance work is performed to approved data and quality standards. Reporting to the Deputy Depth Maintenance Manager for the organisation, administration, control and efficiency of the Part 145 Bay Operations.

The post holder will have a high-level understanding of Armament & Avionic trades and will be required to think and plan tactically to respond to the constantly changing environment in terms of the customer and product changes/customization.

The post holder will have a high level of interaction with the QAF support staff and will be responsible for planning maintenance events through the effective scheduling and optimisation of the Part 145 maintenance facilities capability and capacity. Ensuring agreed work packages and maintenance events are scheduled, resourced, executed and managed to plan and cost, with a clear understanding of the customers’ requirements and agreed time scales.

Core Activities
  • Requires a comprehensive understanding of Armament & Avionic Workshop controller methodologies.
  • Initial set up of aircraft bays.
  • Responsible for ensuring that all off aircraft maintenance work is performed to approved data and quality standards.
  • Reporting to the Deputy Depth Maintenance Manager for the organisation, administration, control and efficiency of the Part 145 Bay Operations.
  • Requires the ability to think and plan tactically to respond to the constantly changing environment in terms of Customer and product changes/customisation, therefore, it also demands the capability to organise resource balancing/training to meet changing standards.
  • Requires interaction with the customer and Qatari Air Force (QAF) support staffs.
  • Provide Information, Statistics and Data as required for input to the Operational Performance Review.
  • Undertaking direct management responsibility and Performance and Development.
  • Ensuring that all maintenance activities are appropriately documented and airworthiness records are maintained on relevant systems (IT/paper based). Compile required reporting, identify any issues and escalate as appropriate.
  • Responsible for Production Control of the work pack in a Production Planning toolset, constructing the work flow in a logical sequence to ensure the most effective delivery of the planned work. Ensuring an understanding of the Critical path and the influencing factors that affect schedule adherence.
  • Maintain an effective working relationship with Part M Fleet Planning.
  • Maintaining a personal Log Book to demonstrate currency and recency, on completion of On the Job training (OJT) activities, sign other personnel’s logbooks as appropriate within your trade and skills boundaries. If you are an approved designated assessor, undertake authorisation and task competency approvals, and check Pt 145 license application packs prior to submission.
Key Accountabilities
  • Performance indicators – Ensure the effective management of Regulatory activities by setting delivery targets, monitoring progress and developing performance improvement programmes. Prioritises activities within/across teams to maximise efficiency. Responsible for the assessment of escalated issues for any impact on Continuing Airworthiness and generating effective resolution, or sponsoring escalation to management, as appropriate.
  • Procedure/standards – Comply with the Regulatory Framework, its associated procedures and standards and any other Company procedures and standards, as applicable. Identify and propose changes, as required.
  • Management System Assurance – Ensure maintenance activities are compliant with the Governance and Assurance framework, including supporting Process Confirmations and independent assurance audits. Support the response to audit findings in a timely and appropriate manner and provide information to support the relevant reviews. Support the implementation of identified improvements to overcome any non-compliance and monitor effectiveness.
  • Continuing Airworthiness Assurance (Quality) – Management and application of the CAA system within Airworthiness Records, including supporting audits, responding to findings in a timely manner and providing relevant information into the appropriate reviews.
  • Statutory/Regulatory & Legislative requirements – Able to demonstrate an appropriate level of understanding and application of the relevant Continuing Airworthiness Regulatory Framework. Support the implementation of any Regulatory driven changes into the Maintenance activities. Ensure compliance with all other requirements, e.g. ITAR, EaPW, ISO, etc.
  • Contractual Requirements – Comply with all applicable contractual requirements.
Requirements
  • Completion of an Engineering Apprenticeship (for example a City & Guilds 2675 or 2661 or equivalent), ideally in Aeronautical Engineering and/or a recognised Engineering Degree from either aeronautical, mechanical, electrical, electronic, avionic or other studies relevant to the maintenance and continuing airworthiness of aircraft.
  • Fully experienced and competent in hands-on Customer Support by providing a complete service to the customer.
  • 2 years practical experience and expertise in the application of aviation safety standards and safe operating practices.
  • Minimum 6 months experience on type (in the last two years).
  • A good understanding of relevant Acceptable Means of Compliance documentation set.
  • Formal Production Planning and Control training.
  • Strong people management and motivational skills.
  • Operational and business management, especially within the aircraft maintenance environment.
  • Knowledge of managing and implementing effective safety management systems (SMS) in aircraft or related environment.

Responsibilities:

  1. CIPS & DCVG Surveys on pipelines in the Oil & Gas Operations network in Dukhan Fields including piping/pipeline networks in Plant areas, Road Crossings.
  2. Carry out conventional cathodic protection works such as potential, voltage and current measurements at test points, T/R units PM checks/measurements, Tank PSP/Off potentials surveys, identifying current drainage sources, and checking & identifying the continuity bonds, cross bonds, condition of insulating joints and other cathodic protection hardware related issues either as part of routine surveys or troubleshooting.
  3. Create reports for the surveys including an interpretation of the results and comments and recommendations for remedial action, where appropriate.
  4. Conduct surveys along pipeline routes on the GDS as part of their duties, which will be a significant part of their work.
Requirements

Qualifications:

  1. Shall possess a Graduate degree in Engineering discipline or at least a Higher Diploma in Engineering with a certification from NACE as CP Technician (NACE CP Level II).
  2. A minimum experience of Eight (8) years in Cathodic Protection and must have experience in three similar specialized survey scopes (CIPS, DCVG etc.), within the past 5 years.
  3. Knowledge and experience of Cathodic Protection at all stages in new projects and existing operating systems including preparation of findings and remedial actions report.
  4. Capable of carrying out SACP and ICCP surveys.
  5. Proficient in CIPS and DCVG surveys and interpretations.
  6. Proficient in PSP surveys and interpretations.
  7. Capable of carrying out the Tank internals/bottom CP surveys and interpretations.
  8. Good command of the English language both written and spoken is required.

  4. Undertake and complete maintenance and diagnostic activities on aircraft or components, including ground handling, servicing, role changes, removals, inspections, repairs, modifications, fault rectifications, replacements, and testing.
  5. Supervise team to ensure maintenance is scheduled and highlight issues, escalating as required, and report impacts to the wider programme.
  6. Demonstrate flexibility and a proactive attitude, taking direction appropriately.
  7. Ensure staff competence and approval for assigned tasks.
  8. Maintain personal and team task authorizations per regulatory requirements.
  9. Meet delivery targets through supervision of others.
  10. Support compliance with the MOE within the maintenance facility.
  11. Provide guidance and leadership, developing team members and communicating effectively.
  12. Undertake fault evaluation and raise work cards for found faults during maintenance.
  13. Scope and carry out independent inspections.
  14. Meet tactical delivery targets through effective supervision.

Key Accountabilities:

  1. Manage regulatory activities effectively, setting targets, monitoring progress, and developing performance improvements. Assess issues impacting airworthiness and escalate as needed.
  2. Comply with all procedures, standards, and regulations, proposing changes when necessary.
  3. Ensure all Part 145 activities are documented and records maintained. Ensure activities are performed by qualified personnel and integrate these within the business.
  4. Promote Safety Management System principles, including Human Factors, Error Management, and Risk Management.
  5. Ensure compliance with Management System Assurance frameworks, support audits, respond to findings, and implement improvements.
  6. Demonstrate understanding and application of regulatory frameworks, support regulatory changes, and ensure compliance with all requirements including ITAR, EaPW, ISO, etc.
  7. Adhere to contractual requirements.

Requirements

  • Completion of an Engineering Apprenticeship with relevant qualifications or a recognized Engineering Degree in aeronautical, mechanical, electrical, electronic, or related fields.
  • Minimum 2 years supervisory experience prior to this role.
  • At least 5 years practical experience in aviation safety standards and operating practices, with 2 years relevant work in aircraft maintenance.
  • 6 months recent experience on the Typhoon type aircraft.
  • Knowledge of Acceptable Means of Compliance, Typhoon avionics or mechanical trades, and management training.
  • Standard courses in Human Factors, E&PW Awareness, ITAR Awareness.
  • IT literacy.
