Description

Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven Operational Research System Analyst (ORSA) to support APOLLO/OPIAS in Tampa, FL. This role will be embedded in operational planning teams, applying advanced analytical methods—such as modeling and simulation, wargaming, statistical analysis, and systems thinking—to inform mission design, evaluate Courses of Action (COAs), and develop Measures of Effectiveness (MOEs) and Performance (MOPs) as part of Operations in the Information Environment (OIE). The ORSA will enhance operational adaptability, strategic alignment, and mission effectiveness across Irregular Warfare planning activities. Key Responsibilities

  • Participate in the development of intelligence for inclusion in command collection plans, facilitating planning, execution, and feedback for measures of performance and measures of effectiveness.
  • Identify, assess, design, and report on highly complex adversary strengths, weaknesses, order of battle, force structure, military capabilities, key military leadership, military policies, plans, strategies, intentions, and their impact on force developments in support of IO Division planning efforts and operational execution
  • Conduct assessment of information activities and OIE. Identify and track measures of performance through the attainment of measures of effectiveness
  • Provide operational intelligence services that include the full range of intelligence functions to address Information Related Capabilities (IRC) requirements.
  • Apply advanced analytical methods—such as statistics, modeling, simulations, and data science—to assess and optimize the effectiveness of OIE and influence campaigns. Help leadeship and planners make data-informed decisions about employing Information Forces across the battlespace.

Basic Qualifications

  • Bachelor’s degree in Operations Research, Mathematics, Statistics, Data Science, Engineering, Economics, or related quantitative field
  • 3+ years of experience applying quantitative methods to military or government problem sets
  • Experience working in a collaborative, cross-functional team environment
  • Proficiency in modeling, simulation, optimization, and data analysis
  • Demonstrated ability to develop and brief decision support tools or assessments to senior leaders
  • Familiarity with statistical tools and languages (e.g., R, Python, MATLAB, or SAS)
  • Strong communication skills — able to present complex findings clearly to both technical and non-technical audiences
  • Active TS/SCI security clearance

Preferred Qualifications

  • Master’s degree in Operations Research, Applied Mathematics, Data Science, or a closely related discipline
  • Completion of FA49 (Army ORSA) or similar military ORSA training pipeline
  • 5+ years of experience supporting Combatant Commands, the Joint Staff, or DoD components
  • Experience supporting Information Operations, Strategic Communications, or Influence Assessment
  • Understanding of Joint Planning Process (JPP) or campaign design
  • Proficiency with data visualization tools (Tableau, Power BI, D3.js) or network analysis software (Gephi, Palantir, Neo4j)
  • Experience applying machine learning or predictive modeling in an operational context
  • Familiarity with campaign assessment frameworks, Measures of Effectiveness (MOEs), Measures of Performance (MOPs), and wargaming

Job Description:
  • Evaluating business processes and making recommendations for improvement based on industry trends, ISO 2000, and professional business knowledge.
  • Improving training and operational procedures within the business to increase efficiency and productivity.
  • Working directly with clients to understand the individual needs of the business.
  • Creating and presenting reports to executive team members and shareholders to support recommendations.
  • Using a variety of data analysis and organization tools to discover the most impactful insights.
  • Developing training materials for new users and conducting demos.
Requirements Required Qualification, Skills & Experience:
  • Fluent in Arabic and English speaking and writing.
  • Must have 5 years of experience as a Business Analyst in ISO 2000 projects with a semi-government and a government organization.
  • Bachelor’s degree in IT.
  • Relevant Certification from an authorized training body.

Job Description

Primary Purpose of the Job

1. Lead business related initiatives and identify, improve & automate Human Capital related business processes as per QatarEnergy business rules and policies.

2. Participate in the People Analytics initiative in QatarEnergy, a long-term business and digital transformation program to enable data driven decision making culture.

3. Collaborate and coordinate with multiple stakeholders at different seniority levels, within the Human Capital and beyond, in building HR data management and analytics domain.

Required Experience and Skills
  1. 8 years’ experience in an Information and Communication Technology (ICT) environment, of which at least 5 years in the implementation and support of HR processes, HR data management, and HR systems. SAP HCM on premise and SAP SuccessFactors will be an advantage.
  2. Working knowledge of managing and analyzing structured and unstructured data using at least 2-3 of the following tools such as R, SQL and Power-BI, to drive analytics including sound understanding of ETL (Extract, Transform, Load) methodologies, data modelling best practices and use of Microsoft Office 365 tools.
  3. Proficiency in managing and analyzing both structured and unstructured data using tools such as SQL and Power BI.
  4. Strong understanding of ETL (Extract, Transform, Load) methodologies and data modeling best practices.
  5. Competence in using Microsoft Office 365 tools.
  6. Experience with data analysis tools, such as SAP Analytics Cloud, Story Reports, Python, or other relevant tools, is a plus.
  7. Ability to develop and track Key Performance Indicators (KPIs) to measure HR process effectiveness and efficiency.
  8. Deep understanding of HR processes and the ability to guide users in aligning these processes with suitable technological solutions.
  9. Experience in identifying inefficiencies in HR processes and recommending improvements based on data-driven insights.
  10. Proven project management skills, capable of managing and prioritizing multiple concurrent deliverables and projects.
  11. Strong engagement, influencing, and change management skills, with the ability to effectively work with various stakeholders at different organizational levels.
  12. Excellent communication and interpersonal skills, with the ability to convey complex technical information to non-technical stakeholders.
  13. Strong problem-solving skills and the ability to work collaboratively in a team environment.
Educational Qualifications

Bachelor’s degree or higher in computer science, business administration, data analytics or similar discipline.
