Your Opportunity

Stantec's Management Consulting Group in the Middle East is looking for a result oriented Asset Management Specialist/Engineer to work closely with our client in a transformation journey for their Asset Management and investment planning department.

Your Key Responsibilities
  • In this role, you will be responsible for supporting the Stantec Team in delivering transformational work as part of our Management Consulting Group in Qatar, assisting and guiding the Client in the re-alignment of their existing processes and procedures for the implementation of a transformational Roads O&M Framework. The candidate will be working from our client's office and is a client-facing position to provide management consulting service to our client. Key responsibilities include (but are not limited to):
  • Support client Management in the review, development and implementation of Contract Work Requests under a new Performance-based Roads O&M Framework.
  • Train, coach and guide the Client asset management engineers in the revision of Asset management business policies, procedures and workflows.
  • Support the client engineers in the review of Contractor submitted multi-year asset management plans for road assets within the roadway Right-of-Way (ROW).
  • Support the client engineers and asset investment professionals in developing multi-year plans, budgets, work requests, and assist in coordination with other stakeholders and government agencies and asset owners.
  • Develop Asset Management Policies, Frameworks, and Governance structures.
  • Develop Asset life-cycle plans.
  • Develop Asset inspection, maintenance, and condition assessment methodologies, practices, and procedures for a variety of Assets within the ROW.
  • Identify, analyze, and study existing data sources, asset and risk management processes, procedures, and associated data sets.
  • Develop and Integrate asset management systems and practices into organizational policies and frameworks.
  • Produce presentations, circulars and other marketing material to promote achievements of the business.
  • Present to external and internal stakeholders at all levels to accomplish the Client's program goals.
  • Develop training workshop materials, presentations, and sessions for the client and the Contractor teams on asset management policies, procedures, and contractual provisions.
Qualifications
  • Research oriented individual with attention to details.
  • Awareness of current asset management methodologies and tools in-line with ISO 55000:2014.
  • Strong problem-solving abilities and attention to detail.
  • Ability to work independently to firm deadlines and manage multiple competing priorities.
  • Enjoy working in a fast-paced, collaborative team environment.
  • Time-management skills - ability to work under pressure with dynamic deadlines.
  • Ability to work in a multi-cultural work environment and build effective relationships with the Client.
  • Exposure to analytical data and proficiency in MS Excel, MS Access, and understanding of database management.
  • Capturing and amending process flow diagrams using Visio or similar.
  • Advanced PowerPoint skills to develop dynamic stories and present analyses.
  • Well-developed written communication skills for presentations, technical reports, correspondence, and proposals.
  • Excellent oral and written English skills.
  • Working knowledge of road asset management, asset life cycle planning and costing, operations and maintenance contracts.
  • Exposure to and experience with government Clients in client-facing roles.
Education And Experience
  • Bachelor's or master's degree in engineering, business administration, Asset Management, or related field from a Western country.
  • Minimum 20 years post-graduation experience.
  • Certification in ISO 55000:2014.
  • Member / certification by IAM.

23231BR Description: We are looking for a dynamic Asset Management Leader to join our team for a major 5-year consulting program with a public sector organization dedicated to the operation and maintenance of roads and drainage assets. The Asset Management Leader will report directly to the Program Director and will be responsible for leading a combined consulting and client team on transformational asset management projects. Key Responsibilities:

Leadership & Team Management: Lead and motivate a cross-functional team of consultants and client staff focused on asset management initiatives. Foster collaboration and ensure effective communication between team members and stakeholders. Project Development & Execution: Design and implement asset management strategies that enhance the performance and sustainability of roads and drainage assets. Oversee the execution of transformational projects, ensuring alignment with client objectives and industry best practices. Monitor project progress, addressing challenges, and ensuring adherence to timelines and budgets. Stakeholder Engagement: Collaborate closely with client stakeholders to identify asset management needs and opportunities for improvement. Prepare and present project updates, reports, and recommendations to the Program Director and client executives. Continuous Improvement & Innovation: Stay current with industry trends, technologies, and best practices in asset management. Facilitate workshops and training sessions to enhance the capabilities of the client team in asset management practices. What We Offer:

Experience:

Minimum of 25 years of experience in a relevant Industry, with at least 15 years in a leading role, preferably within the roads or drainage sectors. Both regional and international experience is required. A minimum of 8 years of experience shall be gained working in North America, W. Europe, Australia, or equivalent. Proven experience leading transformational projects and managing cross-functional teams. Education:

Bachelor’s degree from a recognized university in the USA, Canada, Western Europe, Australia, or New Zealand. A Master’s degree is preferred. Required relevant Chartered status and Professional License(s). Skills:

Strong leadership and team-building skills. Excellent analytical and problem-solving abilities. Proficient in asset management principles and practices. Exceptional communication and interpersonal skills. Language Skills:

Overview

Position Title: Asset Management - SeniorExpert

JOB PURPOSE: Leverage strategic asset management practices to optimize lifecycle efficiency, reliability, predictability, and return on investment for assets, ensuring effective alignment with broader business objectives and adherence to sustainability standards.

Responsibilities
  • Assets Management: Assure sustained excellence in risk management, operations, environmental health, and safety (EH&S), commercial, and financial performance for all assigned assets.
  • Provide governance and support to the local asset portfolio to assure compliance with all applicable laws, regulations, contractual obligations, and policies and procedures.
  • Execute Asset Management tactics and strategies to optimize the operational, commercial, and financial performance of the asset portfolio.
  • Support the deployment and use of innovative processes and technologies to enhance the efficiency and effectiveness of asset performance.
  • Assist in maintaining a comprehensive asset register incorporating relevant asset information.
  • Manage the lifecycle optimization activities of the local asset portfolio, across the development, operations, life extension, and decommissioning phases, focusing on maximizing value and sustainability.
  • Monitor and report on KPIs and other metrics to evaluate asset performance and assist in identifying and addressing deficiencies.
Strategic Contribution

Strategic Contribution to cascading the divisional strategy into asset business plans to ensure vertical alignment and horizontal integration with other interfacing strategies.

Budgeting and Financial Planning
  • Support and contribute to all aspects of planning, budgeting, reporting and controlling, including taking corrective cost actions for significant projects.

Be involved in the yearly budget preparation for the Asset Management department and for each local asset.

Financial performance indicators versus budget should be monitored through the year to understand and pinpoint the variances.

Qualifications, Experience, & Skills

Minimum Qualifications: A bachelor's degree in engineering, from a reputable university with a preference for candidates holding an MBA or any professional certificates; ACCA, CFA etc.

Minimum Experience: 12 years of experience in similar roles in large and preferably multi-national companies, of which at least 4 years are in positions of progressively increasing managerial responsibilities.
