Job Description

The Role
• 15 years’ demonstrable experience, of which 10 years as Project Manager & Design Infrastructure projects similar GCC country, at least 5 years in Qatar (Engineering Consultancy Firms, PMC Firms, or Governmental Clients Side). • Must be able to provide engineering services required for the design of any Infrastructure Projects tasks. Infrastructure engineer's specialization and utilization plans, and experiences shall be according to Client's needs. • Must have a strong leadership to lead a project management team and a strong desire on augmenting existing management processes to deliver tangible results. • Deep knowledge of all aspects of project management & best practices in the industry with ability to conduct Gap Analysis on current systems & processes • Ability to provide clear advice and value added recommendations on projects and portfolio management to client(s)

Requirements
• Bachelor’s Degree in Civil Engineering from an accredited University preferably with Professional Qualifications from a recognized International Institution (PMI, ICE, etc.) • Ministry of Municipality Registered Engineer – Grade A in the Project Management Category, is preferred. • Must be fluent in English both written and spoken with an excellent capability for managerial skills as well as oral and written technical communication skills; • Proficiency in Arabic is considered an added advantage. • Exposure to all aspects of a project life cycle (planning, design, construction and handing over), including client & stakeholder management, contract administration, quality management, dispute management etc. • Computer skills in project management tools are mandatory.

  3. Recommend and evaluate procedures and practices to improve operational efficiency and for alternatives to enhance performance (including outsourcing services)
  4. Attend project review meetings to evaluate progress of on-going construction or maintenance activities
  5. Liaise with Manager of O&M Department in order to understand the maintenance plans and adherence to deadlines by third party (outsourcing) Contractors
  6. Develop and responsible for final review of maintenance plans
  7. Liaise with internal/external Project Manager to understand the implications of their design/construction of their project in relation to maintenance and ongoing operation
  8. Direct and organise a master plan for O&M Department
  9. Direct and organise advance maintenance management programmes for drainage infrastructure
  10. Co-ordinate Ashghal’s planned maintenance activities with external and internal departments and outsourced companies
  11. Monitor and supervise the operation of installed computerized asset management system for infrastructure
  12. Final review of Budget to compare with plan as well as previous year’s cost
  13. Highlight to Manager of O&M Department, business risk management/risk assessment based on Plan and progress information especially on critical points, milestones etc.

Minimum Requirements:

  1. Bachelors’ degree in Civil Engineering from recognized University.
  2. Member of Recognised Body e.g. Chartered Engineer, Professional Engineer or Equivalent Certification in Project Management.
  3. Minimum 8 years previous experience in planning/project controlling field.
  4. Broad experience in construction sector with demonstrated experience in Operations and Maintenance plans and schedules for roads and/or drainage projects e.g. maintenance schedules for waste water treatment plans.
  5. Experience in projects involving Government Departments and Outsourced Consultants.
  6. Familiar with Planning/Project control software e.g. Primavera 6 or Microsoft Project Control or Visio Microsoft etc.
  7. Familiar with corporate management plans.
  8. Project Management Method/Practice or equivalent.
  9. Confidence to direct employees and contractors clearly and authoritatively whilst maintaining Ashghal values and relationships.
  10. Ability to understand information from a number of different perspectives to ensure both the operational and customer perspectives are taken into consideration when assessing H&S Risks and recommending/implementing solutions.

Overview

GovCIO is currently hiring for a Civil Engineer SME. This position will be located in Doha, Qatar.

Responsibilities

  • Provide civil/structural engineering and construction project monitoring services to augment in-house capabilities for the AFCENT TSG.
  • Support cradle-to-grave functions for base engineering requirements, requirements assessment, planning, project development, construction monitoring, and project closeout.
  • Review and analyze preliminary, interim, and final project plans and specifications for technical efficiency and adequacy.
  • Monitor Host Nation funded project development work for new construction, renovation, and improvement projects for real property facilities, including utility systems, according to all laws, codes, guidelines, and criteria as required.
  • Interpret methods and approaches in developing project calculations, layouts, drawings, and specifications that support project objectives and standards.
  • Monitor all project phases with appropriate managers and staff elements and maintain current engineering data for assigned projects.
  • Coordinate projects with AFCENT TSG for engineers in other disciplines and other U.S. Government entities to verify safety, constructability, operability, maintainability, and all project considerations have been addressed.
  • Perform reviews of Host Nation funded engineering investigative services as requested by the AFCENT TSG.
  • Monitor and report on projects for new construction, renovations, and improvements to real property facilities and infrastructure utilizing professional knowledge of engineering.
  • Review as-built drawings at the end of construction.
  • Monitor and report on assigned projects and review specifications and schedules.
  • Verify construction for design compliance and assist with resolution of differences between the U.S. and Host Nation building code.
  • Efficiently use computers/computer software including Microsoft Office, CADD programs (AutoCAD), and project tracking programs (Microsoft Project), GIS, and other engineering calculation software packages to solve engineering problems.
  • Advise on construction regarding installation development and/or O&M functions to ensure that U.S. requirements are met.
  • Comply with health, safety, and environmental rules and procedures.
  • Assist in base master planning and community planning initiatives.
  • Prepare necessary documents and presentations accurately and timely.
  • Maintain correspondence and map files on all information pertaining to site approvals and planning.
  • Represent the AFCENT TSG in all areas of community planning at meetings and conferences.
  • Monitor and report on Host Nation executed surveying services.
  • Assist as a Special Projects Liaison with US Army Corps of Engineers (USACE) or other design and operating agencies as required.
  • Maintain continuity from one rotation to the next, ensuring continual process improvement.

Qualifications

  • Bachelor's with 2 - 5 years (or commensurate experience).
  • Must have a Bachelor's Degree in Civil Engineering with 4 years’ experience. A Licensed Civil Engineer is preferred.
  • Clearance required: Secret.
  • Must be capable of civil design services including preparation of civil/site work drawings, structural evaluations and designs, and water/sewer designs.
  • Must be proficient in AutoCAD 2012 or later.
  • Must be able to fluently read, write, speak, and understand English.
  • Must be physically able to deploy to the CENTCOM AOR and capable of traveling between ADAB TSG and AUAB TSG sites, as required.
