The Document Cell Senior Lead reports to the Forward Maintenance Manager and is the point of contact for technical documentation/information.
To provide leadership and oversight for the development and delivery of all Continuing Airworthiness Records activities, whilst maximising operational efficiency and minimizing costs.

Core Activities:
- Managing the development, production, and publication of performance indicators required to demonstrate the configuration, quality, and integrity of aircraft and component Continuing Airworthiness Records.
- Managing the development and update of all Continuing Airworthiness Records, including inputting aircraft technical log data (hours, cycles, etc.) into relevant records and maintenance systems.
- Managing the delivery of reconciliation activities to ensure the configuration, quality, and integrity of the Continuing Airworthiness Records are maintained.
- Managing the provision of information from Continuing Airworthiness Records and interfacing with Maintenance Tasking & Verification, Part 145 organisation, Fleet Planning, Reliability Programmes, and other key stakeholders to meet standards of Continuing Airworthiness and contract delivery.
- Reporting on the effectiveness of Continuing Airworthiness Records processes, including feedback to Part 145 organisations and suppliers, across all maintenance locations. Addressing escalated issues and implementing solutions.
- Providing advice and assistance on modification/configuration status-related questions.
- Maintaining a personal Log Book to demonstrate currency and recency, signing other personnel’s logbooks as appropriate, and undertaking competency approvals if authorized.
Key Accountabilities:
- Performance indicators: Managing activities by setting targets, monitoring progress, and developing improvement programmes. Representing the team in management reviews and assessing escalated issues for impact on Continuing Airworthiness.
- Completion of activities: Ensuring activities are documented, records maintained, and performed by qualified personnel. Supporting stakeholder engagement and providing team guidance.
- Procedures/standards: Ensuring compliance with CAME and related procedures, proposing changes, and implementing improvements.
- Safety Management System: Promoting Human Factors, Error Management, Risk Management, and Safety Assurance within teams, including hazard analysis and mitigation.
- Management System Assurance: Ensuring compliance with regulatory frameworks, supporting audits, and implementing improvements based on audit findings.

Qualifications/Functional Knowledge:
- General product knowledge/competency in relevant technical or data management disciplines; minimum HNC or Part 66 Category C qualification or equivalent.
- Recent experience in Maintenance & Support environment, managing and maintaining Continuing Airworthiness Records, or proven team leadership in related disciplines.
- Strong analytical, project management skills, and knowledge of Lean principles.

- Safety Management System – Promote the application of Human Factors, Error Management, Risk Management and Safety Assurance within the Continuing Airworthiness Records team(s), together with the proactive analysis, mitigation and management of Hazards
- Management System Assurance – Ensure Continuing Airworthiness Records team activities are compliant with the Regulatory Governance and Assurance framework. Responsible for the assessment of escalated issues for any impact on Continuing Airworthiness and generating effective resolution, or sponsoring escalation to management, as appropriate Completion of activities – Ensure all Continuing Airworthiness Records activities are appropriately documented and airworthiness records are maintained on relevant systems (IT/paper based). Ensure all Continuing Airworthiness Records activities are performed by suitably qualified, experienced and authorised personnel. Ensure the integration of Continuing Airworthiness Records activity within the business, including the engagement of key stakeholders at all stages of the process. Provide support and guidance to the team Procedure/standards – Manage the Continuing Airworthiness Records team compliance with the CAME, its associated procedures and standards, and any other Company procedures and standards, as applicable. Identify, propose and implement change as required, whilst ensuring compliance Safety Management System – Promote the application of Human Factors, Error Management, Risk Management and Safety Assurance within the Continuing Airworthiness Records team(s), together with the proactive analysis, mitigation and management of Hazards Management System Assurance – Ensure Continuing Airworthiness Records team activities are compliant with the Regulatory Governance and Assurance framework. Ensure Process Confirmations and independent assurance audits are supported by Continuing Airworthiness Records personnel and integrated within/across teams. Manage the response to audit findings in a timely and appropriate manner and provide information into the relevant reviews. Generate and implement effective improvements within/across teams to overcome any non-compliance and monitor effectiveness Statutory/Regulatory & Legislative requirements – Able to demonstrate a detailed understanding and application of the continuing airworthiness regulatory framework, e.g. EASA and ensure any changes are implemented; Ensure compliance with all other requirements, e.g. ITAR/EaPW Contractual Requirements – Ensure compliance with all applicable contractual requirements; Support contract reviews and ensure communication of any changes into airworthiness records activities
Requirements
Qualifications/Functional Knowledge:
Requires general product knowledge/competency within own technical/subject area Minimum HNC in a relevant Data Management or Technical discipline, or Part 66 Category C qualified, or suitable equivalent Recent experience within a Maintenance & Support environment, including significant direct experience of managing and maintaining Continuing Airworthiness Records. The Document Cell Senior Lead reports to the Forward Maintenance Manager and is the point of contact for technical documentation/information. To provide leadership and oversight for the development and delivery of all Continuing Airworthiness Records activities, whilst maximising operational efficiency and minimizing costs. Through effective utilisation of subject matter knowledge and experience, able to lead and manage a team or multiple teams of skilled personnel to deliver fit-for-purpose Continuing Airworthiness Records. Core Activities: Managing the development, production, and publication of performance indicators required to demonstrate the configuration, quality, and integrity of aircraft and component Continuing Airworthiness Records. Managing the development and update of all Continuing Airworthiness Records, including inputting aircraft technical log data (hours, cycles, etc.) into relevant records and maintenance systems. Managing the delivery of reconciliation activities to ensure the configuration, quality, and integrity of the Continuing Airworthiness Records are maintained. Managing the provision of information from Continuing Airworthiness Records and interfacing with Maintenance Tasking & Verification, Part 145 organisation, Fleet Planning, Reliability Programmes, and other key stakeholders to meet standards of Continuing Airworthiness and contract delivery. Reporting on the effectiveness of Continuing Airworthiness Records processes, including feedback to Part 145 organisations and suppliers, across all maintenance locations. Addressing escalated issues and implementing solutions. Providing advice and assistance on modification/configuration status-related questions. Maintaining a personal Log Book to demonstrate currency and recency, signing other personnel’s logbooks as appropriate, and undertaking competency approvals if authorized. The Production Control Lead is responsible for the day to day operation of work order management to include receiving, recording, assigning and tracking work orders to completion in the government approved automated system in accordance with the performance work statement (PWS). The Production Control team manages all work requests from completion to closeout and maintains / updates collected data in CE NexGen IT (TRIRIGA) and BUILDER SMS. The Production Control team may assist with supply tracking in the government automated system to include preparing records and reports of consumption of material and miscellaneous consumables, quality control and other aspects of parts and material warehouse management.
Responsibilities
- Responsible for the performance and daily management, execution, and personnel supervision of production control operations.
- Shall develop work procedures and work scheduling to ensure efficient use of resources and required coverage to meet PWS requirements.
- Performs and trains personnel according to standard operating procedures and participates in all related process action / process improvement actions.
- Ensures the whole team presents a professional and courteous image at all times to communicate customer needs, provide problem-solving services, develop cooperative working relationships, coordinate and monitor customer needs, instill cooperative management, and ensure professional performance at all times.
- Implement the V2X customer satisfaction program to ensure customers receive polite, cheerful, and prompt customer support to answer trouble calls and enter work orders in the automated system and track to completion in accordance with the PWS.
- Shall follow up with customers and facility managers to ensure facility problems are completed to the customer's satisfaction NLT two (2) calendar days after work request completion.
- Shall provide USG and customers advanced notifications of scheduled disrupted services and expected downtime notices due to emergency outages.
- Shall assist in the process to obtain digging permits, welding permits, and confined space entry permits. The AF Form 103, Base Civil Engineer Work Clearance Request, or automated equivalent may be used for this purpose. Assist in the approval of digging permits.
- Responsible for following a comprehensive safety program in compliance with Vectrus, OSHA and United States Air Force (USAF) requirements.
- Responsible for maintaining a safe, clean, sanitary, healthy, presentable, professional atmosphere, free of dust, clutter and trash in all working facilities and areas.
- Responsible for proper utilization and safeguarding of all government and contractor provided property (., to include government facilities, equipment and tools).
- Responsible for precise execution of company time reporting procedures and accurate completion of timesheet.
- Performs other duties as assigned.
Qualifications
- Education / Certifications : One-year related experience may be substituted for one year of education if degree is required.
- Must have a High School diploma or equivalent, Technical. Associates or Bachelor Degree preferred.
- Must have a current, valid U. S. Passport and Driver’s License
- Must have and maintain a valid U. S. SECRET or Interim Secret Security Clearance prior to deployment.
- Experience :
