Responsibilities
Key Tasks and Responsibilities:

  • Report to the Commissioning Manager and provide support to the Principal Commissioning Engineer in the preparation of home office deliverables
  • At the site, participate in walk-down inspections, punch listing, and testing including troubleshooting of mechanical, electrical & instrument component issues that can arise on the project
  • Work collaboration within the Project team and with the Client to maintain positive relationships
  • Required to support the commissioning team with performing any of the following activities as a minimum

  • Operate and maintain Manuals development

  • Commissioning and Start-up Spares development
  • First Fills and Consumables development
  • Commissioning and Start-Up Procedures
  • Discipline Equipment system checks and tests
  • Function testing of mechanical, electrical, and instrument systems
  • Participate in Commissioning, Start-Up, and Performance Testing
  • Resolve operational and maintenance issues during Commissioning, Start-Up, and Performance Tests

  • Supervise craft personnel required for site pre-commissioning and commissioning activities

  • Coordinate activities with other engineers in the commissioning team

Reports to:

Project: Project Commissioning Manager

Functional: Function Commissioning Manager

Qualifications
Essential Qualifications and Education:

  • Bachelor's degree or equivalent in Engineering
  • 3-8 years of experience in oil and gas with a major contractor or consultant
  • Requires a good understanding of concepts, principles, and practices in commissioning, completions, and training as well as basic knowledge of other functions, such as construction and operations & maintenance
  • Applies understanding of the industry to improve effectiveness
  • Preferably possess a degree or diploma or equivalent in engineering
  • Have a minimum of 3 years of experience in a chemical, refinery, or oil & gas process facility
  • Prefer 2+ years of previous commissioning and start-up experience in the chemical, refinery, or oil & gas industry
  • Able to effectively communicate technical solutions and concepts to other engineers and non-engineers
  • Must have good computer software skills in MS Word, Excel, PowerPoint, Visio
  • Must have good organizational skills and be adaptable to the needs of various discipline groups
  • Must have the ability to assess and communicate project requirements and expectations in a clearly defined, positive, and productive manner

Key Responsibilities

Provide technical support and assure operations team in the instrumentation &, control systems, and telecommunication engineering for the assigned projects, to achieve the required technical quality and integrity of work while considering projects, operations, maintenance, asset integrity, HSE, ICT, cyber security requirements and objectives in terms of safety, time and cost

Provide support to senior instrument engineer for implementing upgrade projects

Assists the senior project engineer in developing a commissioning strategy and commissioning execution plan

Job Purpose:

To contribute to the development of projects and deliver various parts of the projects relating to the engineering discipline, within the set parameters such as time, quality and cost to ensure customers' and contractors' satisfaction at all times. To test & commission the equipments that is used to monitor and control the DC plant and provide technical expertise whilst ensuring that the systems and processes operate effectively, efficiently, and safely.

Key Accountabilities:

  • Implement the day-to-day operations assigned for the department to ensure compliance with the established standards and procedures.
  • Oversee the operation and control of the equipment's functionality associated with the DC plants.
  • Assist in designing plant-wide redundant automation and integration commissioning work for all plants whilst handling automation vendor to execute commissioning works within stipulated time and compliance to specifications.
  • Provide input to value engineering activities in order to support in identifying the most appropriate delivery methods in line with quality expectations and ensure cost effectiveness.
  • Support the development of project scope of work and tender documentation in line with project objectives and requirements.
  • Provide support to the concerned stakeholder in planning and executing project plans ensuring alignment to project scope of work.
  • Supervise and monitor contractors work on a regular basis, coordinate activities, and resolve issues in order to ensure projects are executed as per the work schedule and quality standards.
  • Assess project deliverables to check progress and ensure they meet project requirements and conduct initial evaluation of scope variation requests.
  • Develop regular project related reports to reflect status of work and project issues or deviations.
  • Ensure project documentation is effectively maintained in line with document control processes.
  • Lead software engineers to develop application software by providing detailed task breakdown for PLCs & HMIs and ensure the standardization is compiled.
  • Responsible from SCADA integration and monitoring from electrical system such as Transformer, MV & LV panels, motor control center, 11K switchgear, VFD, and soft starter panel.

Minimum Qualifications:

  • Bachelor's degree in Instrumentation, Communications, Electrical, Electromechanical Engineering or a related field
  • A professional accreditation is preferred

Minimum Experience:

  • Minimum 5 years of relevant work experience in designing instrumentation and controls, preferably in a systems integration or consulting engineering role in GCC
  • Automation / Control Systems project engineering experience

Key Tasks and Responsibilities:

  • Report to the Commissioning Manager and provide support to the Principal Commissioning Engineer in the preparation of home office deliverables
  • At the site, the Senior Commissioning Engineer will participate in walk-down inspections, punch listing, and testing including troubleshooting of mechanical, electrical & instrument component issues that can arise on the project
  • Work collaboration within the Project team and with the Client to maintain positive relationships
  • Required to support the commissioning team with performing any of the following activities as a minimum
  • Operate and maintain Manuals development
  • Commissioning and Start-up Spares development
  • First Fills and Consumables development
  • Commissioning, and Start-Up Procedures
  • Discipline Equipment system checks and tests
  • Function testing of mechanical, electrical, and instrument systems
  • Participate in Commissioning, Start-Up and Performance Testing
  • Resolve operational and maintenance issues during Commissioning, Start-Up, and Performance Tests
  • Supervise craft personnel required for site pre-commissioning and commissioning activities
  • Coordinate activities with other engineers in the commissioning team

Reports to:

Project: Project Commissioning Manager

Functional: Function Commissioning Manager

Liaise with: Commissioning Manager, Discipline Lead Engineers, Project Engineers, Construction/Fabrication team

Supervises: Commissioning Engineers, Completions Specialists, Operation & Maintenance specialists, Designers, and support

personnel within the function group

Essential Qualifications and Education:

  • Bachelor's degree or equivalent in Engineering
  • 8-15 years of experience in oil and gas with a major contractor or consultant
  • Requires a good understanding of concepts, principles, and practices in commissioning, completions, and training as well as basic knowledge of other functions, such as construction and operations & maintenance
  • Applies understanding of the industry to improve effectiveness
  • Preferably possess a degree or diploma or equivalent in engineering
  • Have a minimum of 5 years of experience in a chemical, refinery, or oil & gas processing facility
  • Prefer 2+ years of previous commissioning and start-up experience in the chemical, refinery, or oil & gas industry
  • Able to effectively communicate technical solutions and concepts to other engineers and non-engineers
  • Must have good computer software skills in MS Word, Excel, PowerPoint, and Visio
  • Must have good organizational skills and be adaptable to the needs of various discipline groups
  • Must have the ability to assess and communicate project requirements and expectations in a clearly defined, positive, and productive manner
  • Willing and able to travel to construction sites on assignments to international sites
  • Proficiency in English, Multi-Language skills a plus
