Senior Project Director (Construction) - Infrastructure

We are seeking a highly accomplished Senior Project Director to lead the delivery of a diverse portfolio of large-scale infrastructure construction projects. The successful candidate will be responsible for providing overall strategic direction, leadership, and oversight of multiple construction programs, ensuring projects are delivered safely, on time, within budget, and to the highest quality standards.

The portfolio may include transportation networks, drainage and utilities, tunneling works, public realm developments, and other major civil infrastructure works.

1. Lead and manage the execution of a portfolio of complex construction projects from mobilization to final handover.
2. Establish project governance, reporting, and control systems to ensure effective monitoring of schedule, cost, quality, and safety.
3. Direct and coordinate the work of project managers, resident engineers, and site teams to ensure consistent delivery performance.
4. Maintain proactive communication and engagement with clients, authorities, contractors, and other key stakeholders.
5. Drive construction progress, identify risks, and implement mitigation strategies at portfolio level.
6. Ensure strict adherence to health, safety, and environmental (HSE) requirements and industry best practices.
7. Oversee contract administration, claims management, and change control processes.
8. Contribute to strategic planning and business development through market insights and client relationship building.

• Bachelor's degree in Civil Engineering or related discipline from a recognized Western institution (Master's preferred).
• Minimum 20+ years of professional experience in infrastructure construction management, with significant experience at program or portfolio level.
• Proven track record in successfully delivering multi-billion-dollar construction programs, including roads, drainage, utilities, tunneling, and major civil works.
• Professional Engineer (PE) or Chartered Engineer (CEng) certification is mandatory.
• Strong knowledge of international construction standards, contracts (FIDIC or equivalent), and Gulf-region regulations.
• Demonstrated leadership in managing large multidisciplinary teams and complex stakeholder environments.

• Exceptional strategic planning, risk management, and decision-making skills.
• Strong financial and contractual management capabilities.
• Ability to foster collaboration across multiple teams and contractors.
• Excellent communication and negotiation skills in English (Arabic is a plus).

Responsibilities:

1. Communicate with the Client’s representatives continuously regarding Project Progress and areas of concerns.
2. Propose in-house Project Management procedures to comply with Contract requirements and Client’s procedures.
3. Establish and maintain specific project procedures for Design/Construction Supervision Management (as applicable).
4. Prepare special report to Client Management to investigate any problem related to the Scope of Services and recommend solutions to Client Management.
5. Identify priorities and tasks and develop the organization structure to assure execution of tasks, by providing clear direction on methods, time frame and schedule to achieve the stated goals.
6. Provide clear definition of roles and responsibilities of PM staff.
7. Attend Executive meetings and progress meetings.
8. Monitor performance to assure successful delivery of the Key Performance Indicators and client contractual requirements.
9. Advise the Client’s representative on any potential variation to the Design/Supervision Consultant and Contractor’s scope of work that may generate cost or time impact and present the Project Management’s assessment.
10. Lead the Project Management staff in assessing variations and claims and report the technical position of the proposed variation to the Client.
11. Advise the Client of any foreseen slippage of progress and propose corrective actions.
12. Review weekly and monthly reports as presented by Design/Supervision Consultant(s) and Contractor and present to the Client comments of non-compliance, and/or areas of concern and corrective actions.
13. Coordinate with Design Manager during the detailed Design stage of the Project to ensure Design Compliance with Client requirements to avoid any cost impact and ensure Design deliverables are submitted by the Design Consultant in a timely manner.

Minimum Requirements:

1. Must have a minimum of 15 years of experience.
2. Should be a B. Sc. Degree holder or higher.
3. Must have experience in retail and Shopping Mall projects.
4. Experience managing major developments with values over 100 Million USD.
5. Experience in design management and construction management.

Role: Project Director for mega project that will include a themed Park that will include a zoo, and family entertainment centre and other facilities to make up a major new leisure destination. Senior role working for a leading company who work on some of Qatar’s leading building projects including hotels, high rise, retail malls, and parks.

• As Project Director you will be responsible for managing and leading high profile consultancy teams whilst liaising with the commercial departments and various contractors and design consultancies.
• The successful candidate will come from a Contractor or Project Management background and be used to taking a lead role on major projects.
• They will be client focused with an excellent track record.

• Degree Qualified in relevant discipline
• Strong project experience in leisure sector – including parks, themed parks and zoos.
• Have managed projects as lead Project director from inception to completion
• Previous experience with a consultancy or project management company.
• Ability to manage stakeholders at a senior level.

Overview

Our client has asked us to source a project director to work on our contractor clients flagship project in Qatar. Our client is working on a major new build hospital project in Qatar. The hospital will have in excess of 1000 beds and will cover clinics, administration facilities and a multi-storey car park. With a value of $1bn this is one of the most ambitious hospital projects in the region and will bring first class healthcare facilities to Qatar. As this project covers a degree of design development we are looking for professionals with experience in major hospital construction, and previous overseas experience (ideally in the MENA region). Arabic language skills would be beneficial but is not a necessity.

On offer is a strong salary package of between Qrs45,500 and Qrs65,500 per month which is sterling is a tax free package of over £110,000+.
