Summary:
The Technical Clerk with Tender Documentation Experience plays a vital role in supporting the tendering process by providing administrative and technical assistance to ensure the timely and accurate completion of tender documentation. This position requires meticulous attention to detail, strong organizational skills, and the ability to work collaboratively with various stakeholders to compile comprehensive tender submissions.
Key Responsibilities:
1. Tender Documentation Preparation: Collaborate with the tendering team to gather, organize, and compile all necessary documentation required for tender submissions, including technical specifications, procurement related works, bill of quantities, and compliance documentation.
2. Document Management: Maintain a systematic filing system for tender documentation, ensuring all files are organized, up-to-date, and easily accessible for reference and retrieval.
3. Quality Assurance: Review tender documentation for completeness, accuracy, and compliance with tender requirements, company standards, and industry regulations before submission.
4. Coordination: Liaise with internal departments, subcontractors, suppliers, and other stakeholders to obtain relevant information and documentation necessary for tender submissions.
5. Deadline Management: Assist in monitoring tender deadlines and milestones to ensure timely submission of tender documents, coordinating with team members to prioritize tasks and meet deadlines.
6. Research and Analysis: Conduct research and analysis to gather relevant information on project requirements, market trends, competitor activities, and other factors influencing tender submissions.
7. Technical Support: Provide technical assistance and support to the tendering team as needed, including interpreting technical specifications, preparing technical drawings, and addressing technical queries.
8. Communication: Maintain effective communication channels with internal and external stakeholders, responding promptly to inquiries, requests for information, and clarifications related to tender documentation.
9. Continuous Improvement: Identify opportunities for process improvement and efficiency enhancement in tender documentation preparation and management, proposing and implementing solutions to streamline workflows and enhance productivity.
Qualifications:
- Bachelor's degree or equivalent qualification in engineering, construction management, or a related field.
- Proven experience in technical clerk or administrative roles, preferably in a construction or engineering environment.
- Familiarity with tendering processes, documentation requirements, and industry standards.
- Proficiency in document management software, Microsoft Office Suite, and other relevant tools.
- Strong attention to detail and accuracy in documentation preparation and review.
- Excellent organizational, time management, and multitasking abilities.
- Effective communication and interpersonal skills, with the ability to collaborate and coordinate with diverse teams.
- Analytical thinking and problem-solving skills, with the ability to research, analyze, and interpret technical information.
- Adaptability and flexibility to work in a fast-paced, deadline-driven environment.

Job Description
The Document Control Manager is responsible for implementing and maintaining the Document Control Management System and overseeing that all updates to program documents (i.e. design criteria, design reports, drawings, approved changes, etc.) are being captured, collected, stored and disseminated through the proper channels to all concerned parties and ensuring that teams working on the program are using the latest version of the documents. This position also ensures that the procedures with respect to document retention, archiving, and destruction and disposal of void documents are followed. The position is supported by a team of Document Controllers.
Minimum Qualifications:- 4-year university degree in engineering or equivalent technical degree
- 12-15 years of related work experience preferably in large-scale development projects and including 3 - 5 years of prior document control experience in a lead capacity.
- Proven ability to perform in a supervisory capacity, good written and oral communications skills, and a thorough knowledge of keyboard skills and a working knowledge of MS Windows and related word processing, spreadsheet, and database software is required.
- Knowledgeable of current technology and how it can be effectively utilized on the project.
- Experience in electronic workflow tracking and archiving to ensure integrity and security of documents using ACONEX and other Electronic Data Management System software.
