Senior Project Director (Construction) - Infrastructure

We are seeking a highly accomplished Senior Project Director to lead the delivery of a diverse portfolio of large-scale infrastructure construction projects. The successful candidate will be responsible for providing overall strategic direction, leadership, and oversight of multiple construction programs, ensuring projects are delivered safely, on time, within budget, and to the highest quality standards.

The portfolio may include transportation networks, drainage and utilities, tunneling works, public realm developments, and other major civil infrastructure works.

1. Lead and manage the execution of a portfolio of complex construction projects from mobilization to final handover.
2. Establish project governance, reporting, and control systems to ensure effective monitoring of schedule, cost, quality, and safety.
3. Direct and coordinate the work of project managers, resident engineers, and site teams to ensure consistent delivery performance.
4. Maintain proactive communication and engagement with clients, authorities, contractors, and other key stakeholders.
5. Drive construction progress, identify risks, and implement mitigation strategies at portfolio level.
6. Ensure strict adherence to health, safety, and environmental (HSE) requirements and industry best practices.
7. Oversee contract administration, claims management, and change control processes.
8. Contribute to strategic planning and business development through market insights and client relationship building.

• Bachelor's degree in Civil Engineering or related discipline from a recognized Western institution (Master's preferred).
• Minimum 20+ years of professional experience in infrastructure construction management, with significant experience at program or portfolio level.
• Proven track record in successfully delivering multi-billion-dollar construction programs, including roads, drainage, utilities, tunneling, and major civil works.
• Professional Engineer (PE) or Chartered Engineer (CEng) certification is mandatory.
• Strong knowledge of international construction standards, contracts (FIDIC or equivalent), and Gulf-region regulations.
• Demonstrated leadership in managing large multidisciplinary teams and complex stakeholder environments.

• Exceptional strategic planning, risk management, and decision-making skills.
• Strong financial and contractual management capabilities.
• Ability to foster collaboration across multiple teams and contractors.
• Excellent communication and negotiation skills in English (Arabic is a plus).

1. Responsible for the progress of all field/construction activities.
2. Assist in following up with contractors and subcontractors in the Instrument & Electrical discipline scope during construction phases to assure quality, environmental, health, and safety aspects of the work.
3. Participate in safety walks and quality surveillance activities, prepare reports, and follow up on the closure of all identified actions.
4. Responsible for the progress of all construction activities within the Instrument & Electrical discipline.
5. Prepare and follow up with the contractor(s)/sub-contractor(s) on pre-commissioning and commissioning activities; planning and execution to ensure that day-to-day commissioning activities are executed safely and prepare for & participate in pre-startup safety reviews (PSSR).

The candidate shall have proven project experience in managing works related to field instrumentation, process control and safety shutdown systems, rotating machinery instrumentation & controls, process gas analyzers, and experience in switchboards, transformers, circuit breakers, UPS, PLCs, distribution boards, control panels, relays, electrical systems of elevators/lifts, EOT cranes, motors, cables, earthing, fire and gas alarm & siren systems, public address systems, IP-based audio/video systems, data system & telephone system requirements, CCTV systems, and connectivity of electrical/instrument systems, lighting & power distribution, electrical & instrument systems of HVAC and their interfaces, evaluation of bids and contracts, etc.
4. Work experience engaging with project teams for pre-construction reviews and preparation, experience in reviewing technical documents/drawings, preparing job safety analyses, method statements, schedules, conducting reviews for QA/QC, safety, health and environment, toolbox meetings compliance during site execution, preparation and execution of installation, pre-commissioning, commissioning and testing activities, livening up of power, inter-discipline communication and coordination, lockout/tagout during job execution, red mark-ups, planning, scheduling, and progress reporting are preferred requirements for this position.
5. The candidate shall have sound knowledge and application of network architecture, communication protocols, media and accessories (TCP/IP, Modbus, Ethernet, fiber optic, network switches, etc.), hazardous area standards (NEC/IEC/ATEX), work permit systems, enclosure protection standards (NEMA/IEC), safety standards, document standards, environmental standards, and various international standards like IEC/ANSI/ISA/EEMUA, etc., applicable to the instrument discipline.
6. Must display a very high awareness and knowledge of safety procedures for working in live plants.
7. Ability to operate standard PC applications. Knowledge of MS Office, MS Projects, and/or Primavera is essential.

9. Ability to read and interpret technical documentation.

Job Summary

The job holder shall be responsible to develop policies and standards for in-house programs and projects, cross-functional project management support and coordination, and business process support functions. Also supports the administration of daily project management, coordinating with team members on the implementation and effective usage of project management methodologies.

1. Support in development of the projects and ensure all stakeholders are abreast of all activities at all-time throughout the journey of the program.
2. Assist in developing the program's dashboard ensuring continuous transparency of progress, performance, risks, issues, etc.
3. Apply in-depth knowledge of project management methodologies and technologies.
4. Perform evaluation of projects to ensure they are meeting departments standards, adhering to budgets, and meeting deadlines.
5. Help in developing new project management office policies and processes.
6. Communicate with suppliers and partners to ensure the smooth project delivery as well as helping to build key, long lasting relationships.
7. Ensure adherence to commercial governance in all projects, as per applicable standards.
8. Assist in managing the departments portfolio of projects and interdependencies between projects amongst the project management team section members.
9. Update project reports, presentations and papers to higher management.
10. Conduct various trainings for PMO office
11. Monitor and evaluate the deliverables of each project and present it to senior management.
12. Perform other related duties to meet the ongoing organizational needs.

Bachelor's degree in Business Administration, Information Management, Computer Science/ Computer Engineering/ Project Management or a related discipline

PMP/Prince2 certification is a must

Minimum 9 years relevant experience with bachelor’s degree in which 5 years of experience in managing large complex projects.
