We currently have an opportunity within SPIE Oil & Gas Services Middle East LLC for a:
Site Construction Superintendent
Your main duties will be to:-
Activities in several technical disciplines: Earthworks, civil engineering, building, piping, structure, electrical, instrumentation, scaffolding, cleaning,.
- Focal point for FO/PJC/RFM in charge of all work packages and disciplines under his perimeter,
- Ability to work under SIMOPS work conditions with respect of TE reference.
- Follow up and ensure the selected Contractor’s to carry out works in their premises in prefabrication and under construction on the Sites
- Ensure the operational management of the Works Contract, logistics, setting up the site, interface with the Operator.
- Prepare, plan and coordinate operations in several disciplines in line with site manager and RFM manager.
- Ensure the Construction Engineering on behalf of the Client, check that carried out by the Contractor, with the constant concern for compliance with the Project Budget and Schedule.
- Ensure the proper execution of the works in compliance with safety and environmental protection procedures, technical specifications, budgets, and schedules,
- Optimize and follow up the work schedules, to do this check the good organization of the logistics and the Contractor's site,
- Ensure good coordination / interface between the Site (the Contractor and the Operator) and the Construction Manager, the various entities involved in the project (the Inspection, Maintenance, Production, Drilling and wells, Logistics departments, the Commissioning team, the organizations officials for the events, etc.),
- Check the procedures and task sheets of the Companies, participate, or control the risk analyses, help in the preparation / check the work permits,
- Check the technical information provided by the Contractor and its consistency,
- Anticipate supplies for the smooth running of the site. (Verification of equipment or consumables provided by TEEPRH).
- Ensure tracking of his activities (preparation, execution, performance, results) and prepare the relevant reporting to the management
- Anticipate all potential problems, propose, if necessary, alternative "practical" solutions,
- Ensure the receipt, control, validate and transmission of all Contractors' documents,
- Ensure that RFM Process is followed
- Supervise Pre-commissioning activities, formalize handover dossier to Field Operations, ensure that mark-up documentation is reflecting the site condition and forward those to Engineering.
- Establish the daily report (progress of work, number of people, highlights, etc.),
- Validate and follow the scheduled work for his perimeter and ensure tracking
- Make necessary arbitration between different disciplines, in order to have a safe, coherent and homogeneous works in all disciplines and to complete the job on time.
Profile
Ideally you will have graduated with Bachelor’s degree in engineering or construction field with a minimum experience of10-15 years of experience in the oil industry, with significant experience in Construction.
Previous experience under SIMOPS works will be considered as a plus.
Team player with ability to work collaboratively across complex project teams and interface between interdisciplinary departments and within an international team.
You are Fluent in English, Arabic is a plus
You will have good interpersonal and organizational skills, as well as, a good level of computer literacy and be proficient in Microsoft Office.
Rotation will be 4x4

The candidate shall follow up on the Instrument & Electrical erection and installation works on site to ensure correct installation according to approved Construction Drawings, verify their status according to schedules, and identify & follow up on corrective/recovery actions.
These project types may range from minor field or system-related tasks to major multi-discipline projects.
Key Accountabilities
- Responsible for the progress of all field/construction activities.
- Assist in following up with contractors and subcontractors in the Instrument & Electrical discipline scope during construction phases to assure quality, environmental, health, and safety aspects of the work.
- Participate in safety walks and quality surveillance activities, prepare reports, and follow up on the closure of all identified actions.
- Responsible for the progress of all construction activities within the Instrument & Electrical discipline.
- Prepare and follow up with the contractor(s)/sub-contractor(s) on pre-commissioning and commissioning activities; planning and execution to ensure that day-to-day commissioning activities are executed safely and prepare for & participate in pre-startup safety reviews (PSSR).
- Prepare field progress reports and identify and correct contractual non-conformities.
- Prepare and report on KPIs for construction activities.
- Ensure that all activities and works in the area of responsibility are done in full compliance with the HSE requirements of QAFCO and the relevant authorities.
- The candidate must have a bachelor's degree in Electrical/Instrument/Electronic/Control Engineering.
- Minimum 10 years of relevant experience in the Fertilizer, Oil & Gas, or Petrochemical industry.
- The candidate shall have proven project experience in managing works related to field instrumentation, process control and safety shutdown systems, rotating machinery instrumentation & controls, process gas analyzers, and experience in switchboards, transformers, circuit breakers, UPS, PLCs, distribution boards, control panels, relays, electrical systems of elevators/lifts, EOT cranes, motors, cables, earthing, fire and gas alarm & siren systems, public address systems, IP-based audio/video systems, data system & telephone system requirements, CCTV systems, and connectivity of electrical/instrument systems, lighting & power distribution, electrical & instrument systems of HVAC and their interfaces, evaluation of bids and contracts, etc.
- Work experience engaging with project teams for pre-construction reviews and preparation, experience in reviewing technical documents/drawings, preparing job safety analyses, method statements, schedules, conducting reviews for QA/QC, safety, health and environment, toolbox meetings compliance during site execution, preparation and execution of installation, pre-commissioning, commissioning and testing activities, livening up of power, inter-discipline communication and coordination, lockout/tagout during job execution, red mark-ups, planning, scheduling, and progress reporting are preferred requirements for this position.
- The candidate shall have sound knowledge and application of network architecture, communication protocols, media and accessories (TCP/IP, Modbus, Ethernet, fiber optic, network switches, etc.), hazardous area standards (NEC/IEC/ATEX), work permit systems, enclosure protection standards (NEMA/IEC), safety standards, document standards, environmental standards, and various international standards like IEC/ANSI/ISA/EEMUA, etc., applicable to the instrument discipline.
- Must display a very high awareness and knowledge of safety procedures for working in live plants.
- Ability to operate standard PC applications. Knowledge of MS Office, MS Projects, and/or Primavera is essential.
- Technical report writing skills.
- Ability to read and interpret technical documentation.
