The projects team focuses on delivering across FEED, Pre-FEED, Brownfield, and Greenfield scopes of work. Responsibilities

• Ensure adherence to Wood and Client HSE and Quality procedures, maintaining high safety standards
• Produce and review C&I deliverables with guidance, ensuring accuracy and scope alignment, including design basis, instrument schedules, sizing calculations, datasheets, Control & Shutdown System Philosophies, etc.
• Develop enquiry packages: specifications, datasheets, RFQs, and technical bid evaluations
• Develop specifications and prepare material requisitions for control systems and instruments
• Support development of P&IDs and Cause & Effects with instrumentation and control input
• Review vendor quotations, evaluate technically, and recommend suitable vendors; approve order variations
• Participate in coordination and engineering review meetings with vendors
• Prepare material take-offs for I&C discipline
• Manage challenging I&C engineering tasks, delivering scope for large or complex projects
• Participate in project reviews, design audits, and workshops
• Conduct site surveys and develop reports for brownfield projects
• Assess progress reports, input to progress systems, and suggest corrective actions
• Stay updated with latest technical developments in your field
• Engage in personal and professional development proactively

QUALIFICATIONS

• Engineering Degree in Instrumentation & Control, Electrical & Electronics Engineering, or similar, with at least 7 years of relevant experience
• Enrolled on the Register of Engineers in Qatar, Grade A or B; or a Chartered Engineer
• TÜV Function Safety Certification (desirable)
• Additional education/experience in Cyber Security Systems (desirable)
• Proven core skills in Instrument & Control Engineering, especially in Oil & Gas

Responsibilities

• Ensures Wood and Client Health, Safety, Environmental and Quality procedures are followed and that a high standard of safety is achieved in all associated work
• Produces and reviews C&I deliverables with guidance from the Lead Engineer, ensuring accuracy and alignment with the scope of work prior to issue. Such deliverables including but not limited to the following:
• The design basis, instrument schedules/index, sizing calculations and instrument datasheets (control valve, relief valves, flow / pressure / level instruments, cable, etc), Control & Shutdown System Philosophies, etc.
• Preparation and development of enquiry packages including Specifications, Datasheets, Request for Quotation and Technical Bid Evaluation.
• Develop specification and prepare material requisitions for control systems, instruments, control valves and all other instruments
• Supports development and provides instrumentation and control input for P&IDs and Cause & Effects
• Review Vendors’ quotations prepare technical quotation evaluation and recommend the final technically acceptable Vendor, in conjunction with Materials Management Department commercial quotation evaluation. Technically approve Order Variation Summaries
• Participate in coordination meetings and engineering review meetings with Vendors of major equipment as required
• Prepares and develops material take off for the I&C discipline
• Takes responsibility for challenging I&C engineering tasks and capable of delivering scope for an area on large and/or complex projects
• Participates in project reviews, design reviews, audits and other workshops as required
• Completion of site surveys and data gathering for brownfield scope of work, taking responsibility for development of the site survey report
• Assess progress and procedure associated reports and input to the progress measurement system. Derive and suggest plans to recover slippage, correct inefficiency and to take any resulting agreed actions

Experience

• Engineering Degree in Instrumentation & Control, Electrical & Electronics Engineering or similar with a minimum of 7 years of relevant experience
• Enrolled on the Register of Engineers in the State of Qatar, Grade A or B Category as a mandatory requirement
• If not enrolled on the Register of Engineers in the State of Qatar, then candidates must be a Chartered Engineer
• TÜV Function Safety Certification is desirable
• Further education and experience with Cyber Security Systems is desirable
• Proven core Instrument & Control Engineering skills, including design experience in the Oil & Gas sector
• Experience of working in a variety of projects and phases, including greenfield and brownfield, on and offshore, Pre-FEED through to EPC, with a focus on offshore upstream.
• Familiar with third party control system architecture and design including Honeywell, Yokogawa, Emerson, Invensys, Siemens and ABB for example
• Familiar with and competent with PAS, DCS, SCADA and PLC control system design including fieldbus technologies and the various communication protocols
• Experience with ESD, F&G and Condition Monitoring Systems design
• Experienced with completing SIL assessments, SIL verification, and SIS architecture design
• Experience and knowledge of Telecoms engineering and design is desirable, including an awareness of relevant international design codes and standards such as IA/TIA and ETSI
• Experience with Telecoms systems such as LAN, CCTV, PA/GA, UHF/VHF Radio, Microwave and Access Control for example is desirable
• Strong understanding of plant design and field instrumentation / control room layout
• Understanding and use of SPI (INTOOLS)
• Experienced and well versed with HAZOP / SIL / LOPA, capable of representing the discipline as the technical authority in such studies
• Familiar with and experience in the application of international design codes and standards such as ISA, NFPA, BS, API, IEC, NACE, NEMA, ANSI, etc
• Ideally has experience with Qatar O&G customer design standards including Shell DEPs
• Experience with management of vendors, able to complete Technical Bid Evaluations and oversee development of vendor scope
• Experience completing factory acceptance tests for a range of instrumentation and control systems is desirable
• Construction and site experience is desirable, with exposure to loop checking, installation and problem solving of transmitters, pressure switches, level switches, control valves, F&G detectors, flow meters and MOVs
• A self-motivated, proactive individual with high achievement drive and initiative, excellent verbal and written communication skills and good organisational awareness
• Ability to impact and influence fellow workers

PRIMARY FUNCTION:

The

Project Controls Engineer

(PCE) is responsible for

scheduling

and

cost control

of the project. The PCE shall be assigned to the Project from the LNTP-Design to Final Acceptance.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Responsible for the maintenance of the required schedules and related documents in compliance with client provisions or as requested by the Project Director/COR (this includes maintaining the original cost-loaded base line for the duration of the project) Be considered part of the Contractor’s key management personnel. Final approval of the Scheduler/PCE, based on his, or her, curriculum vitae, is required by the USG. Work in close cooperation with the Project Manager, Superintendent, Designer, subcontractors, suppliers, and OBO’s management scheduling support staff relative to the development and implementation of the PES Shall meet with the OBO PCE scheduler at the project site after coordinated schedule development to refine and finalize the BPES for presentation to the OBO and contractor management teams. Responsible for coordinating with procurement team to make sure the procurement of all material is in line with the schedule Responsible with the team for the overall cost control tracking of the project (time, labor, material, equipment, etc.) Work with a third-party TIA/Controls expert in support of potential REAs and claims, as necessary. Other duties as directed by the Project Engineer, Project Manager or Operations Manager

KNOWLEDGE, EXPERIENCE AND SPECIAL SKILLS REQUIRED:

Must be authorized to work in the United States Active U.S. Secret Security Clearance Experience as a construction project scheduler using the Contractor’s current scheduling software (Primavera) on at least two previous projects of comparable scope of work and of a value not less than half of this project’s value. (e.g. $110 million) Proficient in the use of Primavera P6, AutoCad, Prolog Manager Bachelor of Science degree from an accredited institution in engineering, construction management or related field Minimum of 5-7 years of related experience Ability to read and interpret construction plans, drawings, and specifications Proven problem-solving ability Proficiency with Microsoft Office software Excellent planning, organizational, verbal and written communication skills Detail-oriented Self-motivated; little supervision needed. Ability to follow directions and meet deadlines is critical.

Environmental Demands:

The position entails working on a busy construction site overseas, generally away from the employee’s family, and in countries whose laws and social norms may be much more restrictive than in the United States, with the potential for occasional periods of social unrest, military action, interruption of normal services such as electricity and water, natural disasters, and the like.

Work involves a 60-hour workweek, 6 days a week/ 10 hours per day. Flexibility with hours/days is required. Individuals must have comfort working in a high-stress environment and be able to perform the above activities in extreme hot, cold, humid, and wet conditions depending on location and season. Exposure to construction equipment and sharp tools, including power tools, and materials. Some exposure to toxic/caustic chemicals, potential electric shock, significant heights and high noise level, including high-pitched noises. Some potential exposure to dust, fumes, smoke and airborne particles.

Such deliverables including but not limited to the following: The design basis, instrument schedules/index, sizing calculations and instrument datasheets (control valve, relief valves, flow / pressure / level instruments, cable, etc), Control & Shutdown System Philosophies, etc. Preparation and development of enquiry packages including Specifications, Datasheets, Request for Quotation and Technical Bid Evaluation. Develop specification and prepare material requisitions for control systems, instruments, control valves and all other instruments Supports development and provides instrumentation and control input for P&IDs and Cause & Effects Review Vendors’ quotations prepare technical quotation evaluation and recommend the final technically acceptable Vendor, in conjunction with Materials Management Department commercial quotation evaluation. Technically approve Order Variation Summaries Participate in coordination meetings and engineering review meetings with Vendors of major equipment as required Prepares and develops material take off for the I&C discipline Takes responsibility for challenging I&C engineering tasks and capable of delivering scope for an area on large and/or complex projects Participates in project reviews, design reviews, audits and other workshops as required Completion of site surveys and data gathering for brownfield scope of work, taking responsibility for development of the site survey report Assess progress and procedure associated reports and input to the progress measurement system. Experience
