**About this role**
- Uphold safety, health, environmental and worker welfare performance of all logistics execution activities being implemented by the EPC Contractors. Implements and sustains a strong safety culture by inspiring safety commitment via demonstration of safety leadership by example. Ensures compliance to all relevant safety, health and environmental procedures and policies to promote a healthy and safe work environment.
- Develops and maintains relationships with Qatari and 3 Party transportation authorities to keep aware of and enable utilization of new transportation techniques and systems, and assure effective handling of shipping, including the aspects of customs, export / import matters and foreign government regulations.
- Maintain contacts with Onshore Project Management and their personnel and the EPC Contractors’ organizations to ensure project requirements related to logistics are implemented and sustained.
- Works with the EPC Contractors to identify and implement transportation techniques for the purpose of moving project materials and equipment in a safe and efficient manner.
- Maintain a database to monitor logistic trends and up to date information regarding freight market (cargo vessel availability, crew availability and vessel berth plus rates).
- Provides advice and support to PMT Project Manager and EPC Contractors on their long-term logistic strategy and programs including personnel movement in RLIC.
- Prepare logistic analysis reports which contain information and recommendations on project site conditions, transportation modes, legal requirements, customs material handling, and shipping rates. Communicates information to all concerned parties.
- Directs the planning and execution of logistics studies as required for project PMT.
- Maintains contact with Traffic & Logistics (T&L) industry sources and information resources to remain informed of industry trends, tools and best practices
- Maintains contacts with government regulatory agency personnel as necessary to ensure compliance with applicable regulations.

- Knowledge of and proficiency in the techniques of identifying, analyzing, and resolving transportation and logistic problems.

Provide execution leadership across all building’s construction scope across project including onplot and offplot areas.
- The role will provide daily management and delivery assurance oversight of the EPC Contractors and their sub-contractors for their scope of work across the various delivery streams.
- Develop and implement systems to appraise the performance of the EPC Contractor in terms of safety, execution methodology & sequence, quality and schedule with the ultimate objective of supporting construction and system completion and allowing a seamless transition into pre-commissioning & commissioning activities.
- Supervises the assigned Onshore Project’s Construction personnel within both the shared and PMT delivery teams.
- Prepares and provides routine verbal and written progress reports to the Onshore Project Site Manager and EPC Package Construction Managers.
- The Buildings Division Manager will be responsible for the onsite verification and provision of technical support/guidance to contractors and subcontractors during the planning and execution of buildings construction activities.
- This position will be required to work across all EPC’s work locations.

**About this role**
- Uphold safety, health, environmental and worker welfare performance of all site buildings execution activities across all four EPC’s.
- Ensure specifications met and provide guidance and instruction to EPCs Contractor regarding issues relating to delivery of buildings scopes in compliance with contractual documentation.
- Support implementation of a strong site safety culture to the EPC Project Construction Teams, EPC Contractors, Sub-contractors, and Vendors by monitoring site activities and by inspiring safety commitment via demonstration of safety leadership.
- Ensure compliance to all relevant safety, health and environmental procedures and policies in order to promote a healthy and safe work environment.
- Deliver buildings scope of work within complex delivery and contractual environment; RLIC, large geographical work area, significant brownfield scope, internal and external interfaces, schedule constraints, lump sum environment.
- Ensure EPC Contractors implement necessary safety & quality management systems and deliver to agreed schedule.
- Supervise a group of PMT buildings superintendents (circa 6) integrated into each PMT delivery team, ensuring consistency in approach and reporting.
- Develop and implement, across the buildings scope of work, a field based onsite verification system to ensure compliance with the applicable specifications and procedures during construction phase.
- Provide oversight and execution support for all buildings construction activities across onplot and offplot sites.
- Drive a “Start with end in mind” approach, with the necessity to achieve a smooth and flawless construction execution and transfer to the commissioning team to ensure start of production from EPC-1 LNG Train 8 and through completion of NF South Scope of Work for Common Lean LNG.
- Liaise with multiple interfaces (PMT, EPC Contractor, OpCo and RLC) to support Construction delivery.
- Ensure compliance to relevant PtW system (eCPW permit system & EPC Contractor systems) across all work fronts for all buildings scope.
- Leads by example and demonstrates the highest level of integrity in dealings with all parties.

**What you need to bring**
- Associates degree in Engineering / Science or Diploma (Mechanical/HVAC) or recognized vocational qualifications and extensive industry experience.
- Minimum of 10 years’ experience in the construction and delivery of buildings in onshore oil and gas / petrochemical facilities.
- Experience in major Construction Projects (including brown-field work) with total capital expenditure >USD$1B.
- Ability to review engineering drawings, method statements and risk assessments related to scope of work (civil, HVAC, small lighting and power, instrumentation, fire and gas etc)
- Experience of delivery of projects in multi-cultural environment with preference for delivery experience in middle east.
- Experience in delivering in extreme weather conditions especially heat related conditions. Position requires on site work for extended periods.
- Experience of delivery in both greenfield and brownfield environments.
- Experience in delivering through major and first tier EPC Contractors, Sub-Contractors and Vendors involved ideally in the oil and gas industry.
- Ability to review and comment on technical and site delivery documents.
- Excellent written and spoken English language skills with ability to communicate at all organizational levels.

- Focal point for Commissioning/ System Completion activities for promoting and implementing safety on Commissioning activities at site, Implement the safety observations reporting and monitoring;
- Lead execution of Commissioning/ System Completion activities at all location and keep the team committed to targets defined by the project management;
- Assist the Project Manager Topside and Pipeline in executing Project responsibilities for onshore and offshore commissioning including system completion workflow process;
- Anticipate, prepare and manage all Commissioning activities including system completion and all commissioning procedures, to ensure the technical objectives are met within the approved scope, budget and schedule;
- Ensure coordination and communication for all activities with other discipline such as Engineering, QA, C&I, SHE, Business and Operations to provide technical support with contractor, quality, safety, planning, engineering and start up/ performance testing;
- Review, approve and implement Commissioning and system completion technical documents and plan which prepared by EPC Contractor;
- Ensure Contractor Commissioning submitted all documents as per schedule and timely reviewed and approved in accordance with the EPC contract requirements;
- Review and propose mitigation for Commissioning aspects of the Risk Management Plan and Monitor the mitigation when defined;
- Review all Commissioning changes, including justification for cost and schedule impacts, in accordance with the PMOC procedure;
- Attend to meetings as required, mentor the trainees to develop their project skills and experience while being on site; Maintain a register of lessons learned.

**What you need to bring**
- Min 15+ years of total experiences with at least 10 years demonstrated as commissioning lead/ manager experience in major capital projects;
- Experiences for manage offshore oil and gas platform commissioning project from preparation stage, onshore/ offshore commissioning execution and provide support for start-up and performance test of the offshore facility specially WHP topside and pipelines;
- Experiences for manage overall commissioning execution of onshore and offshore including interface work with other contractors and SIMOPS;
- Experiences Oil and Gas Project Commissioning, engineering and Operations;
- Experiences with pipeline pre-commissioning activities including handling Baseline ILI and technology adapted for baseline ILI operations services and experience with subsea cable pre-commissioning and commissioning;
- Experiences of handling system completion workflow process, system completion database of major project at many location such as fabrication yard, onshore and offshore including handover from project team to operations, interface within internal organization and familiar with system completion database ICAPS and OPERCOM;
- Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT;
- Engineering Degree.
