Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven Training Specialist to support APOLLO/OPIAS. The Training Specialist is responsible for developing and executing internal training programs that enhance the readiness and mission effectiveness of personnel supporting Operations in the Information Environment and Information Environment (IE) activities. This role ensures that employees remain current on evolving doctrine, operational standards, emerging technologies, and customer-specific requirements. The ideal candidate is highly organized, proactive, and collaborative—capable of translating complex operational guidance into engaging, relevant internal training products. This position is on a future contract pending award announcement.

Possible locations for this position are as follows:

· MacDill (Tampa, FL)

· Naval Operating Base Norfolk (Virginia)

Key Responsibilities:

  • Develop and maintain an internal training curriculum tailored to personnel supporting Information Forces and Information Activities.
  • Conduct training needs assessments by role, customer, and mission area to prioritize development areas across the workforce.
  • Regularly review and integrate updated joint doctrine, service guidance, white papers, and COCOM-issued materials into training content.
  • Lead recurring internal training sessions, virtual refreshers, and onboarding modules for OIE practitioners.
  • Serve as a knowledge integrator by monitoring new Joint Publications (e.g., JP 3-4, JP 3-61, JP 3-12), and other updates from entities like JS J7, Cyber Command, or service-specific IO centers.
  • Collaborate with internal managers, team leads, and SMEs to ensure training aligns with real-time mission requirements.
  • Track training completion and support credential maintenance (e.g., JQS qualifications, JPME, cyber certs, etc.).
  • Maintain a resource library or knowledge portal accessible to fielded personnel and team leaders.
  • Provide periodic reports to leadership on training effectiveness, gaps, and workforce readiness metrics.

Basic Qualifications:

  • Bachelor’s degree in Instructional Design, National Security, IO, Education, or related field
  • 6+ years of experience in military, defense, or contractor environments supporting training or operational readiness
  • Experience developing training materials for adult learners, ideally in classified or cleared environments
  • Strong familiarity with Joint OIE doctrine, COCOM mission sets, and current influence/cyber/targeting trends
  • Excellent communication and facilitation skills
  • Active TS/SCI clearance required

Preferred Qualifications:

  • Master’s degree in IO or OIE, Instructional Design, or Military Studies
  • Certified in instructional systems design (e.g., ADDIE model, DAU, ATD)
  • Experience working within a J39, Operations in the Information Environment Division, or Information cell

Job Description

The Training Services & PM Specialist will support the Head of Training Services in developing and delivering complex training programs that meet the needs of various clients. In this role, the incumbent is expected to have in-depth knowledge of project management processes, tools, techniques, and utilize an adaptable approach to tailor such processes to ensure agility in the delivery of our training programs. Project Management:
  1. Support the planning, implementation, and delivery of training programs, ensuring alignment with client expectations and organizational objectives.

  3. Support the full lifecycle of training projects, ensuring successful delivery within scope, budget, and timeframes.
  4. Provide support to the Head of Training Services as required and assist in managing priorities and ensure that key objectives and deadlines are met in alignment with organizational goals.
Cross Sector Projects:
  1. Work closely with cross-functional teams, including subject matter experts and instructors, to deliver high-quality training solutions.

  3. Oversee training projects including military and non-military, ensuring compliance with industry standards and security requirements.
  4. Liaise with various clients to understand their needs and support delivery of customized training solutions.

  6. Provide regular and relevant updates on project progress and ensure high levels of client satisfaction.
Project and Training Governance:
  1. Establish and maintain operational frameworks to ensure robust project governance and compliance with industry standards.
  2. Implement and adhere to project governance frameworks and best practices. Monitor project performance, identify risks, and implement mitigation strategies to ensure successful project outcomes.
  3. Apply training/engineering principles and methodologies to the design and execution of training programs. Ensure technical accuracy and relevance of training materials and solutions.

The Training Services & PM Specialist will support the Head of Training Services in developing and delivering complex training programs that meet the needs of various clients. The incumbent will support various aspects of the lifecycle, including bid preparation, sales, client relationship management, and will contribute to the success of the training entity. The incumbent will be responsible for supporting bid preparation, ensuring governance and regulatory compliance, facilitating the integration of team inputs, and proactively engaging with appropriate stakeholders to gain knowledge and information in support of producing competitive bids. This role requires a detailed understanding of project management, regulatory frameworks, and training operations to ensure that bids are accurately prepared, and projects are effectively implemented. Project Management:

Support the planning, implementation, and delivery of training programs, ensuring alignment with client expectations and organizational objectives. Manage project timelines, resources, and budgets effectively to achieve successful outcomes. Support the full lifecycle of training projects, ensuring successful delivery within scope, budget, and timeframes. Provide support to the Head of Training Services as required and assist in managing priorities and ensure that key objectives and deadlines are met in alignment with organizational goals. Cross Sector Projects:

Work closely with cross-functional teams, including subject matter experts and instructors, to deliver high-quality training solutions. Foster a collaborative environment to achieve project goals and enhance team performance. Oversee training projects including military and non-military, ensuring compliance with industry standards and security requirements. Liaise with various clients to understand their needs and support delivery of customized training solutions. Act as a key point of contact for our BAE Systems customer, addressing any issues or concerns that arise during the QTI bid. Provide regular and relevant updates on project progress and ensure high levels of client satisfaction. Project and Training Governance:

Establish and maintain operational frameworks to ensure robust project governance and compliance with industry standards. Implement and adhere to project governance frameworks and best practices. Monitor project performance, identify risks, and implement mitigation strategies to ensure successful project outcomes. Apply training/engineering principles and methodologies to the design and execution of training programs. Ensure technical accuracy and relevance of training materials and solutions. Monitor and evaluate training program performance, providing regular updates and reports to senior management. Implement improvements based on feedback and performance metrics to enhance service delivery. Support the attainment of appropriate quality management processes and consequently certification to enhance the training entity and to monitor and improve training program effectiveness. Ensure compliance with all relevant regulations and contractual obligations. Business Development:

Support the identification of new business opportunities, including proposals and bids for training projects. Support the development of strong relationships with potential and existing clients to secure new contracts and expand our market presence. Role Objective: Supervising the training activities of staff and contractors, conducting training modules and serving as a knowledgeable resource in execution of training activities and the option for delivering training modules. Details Roles & Responsibilities: • Conducts training needs analysis (TNA) methods to ensure training options are identified and considered against the perceived needs. • Leads the development of methods to assess training needs, including surveys, questionnaires, interviews and feedback from performance reviews. • Consults with all levels of organization management regarding individual, unit, or organizational problems and assists in identifying training-related solutions when appropriate, identifying specific outcomes of training particularly in the areas of supervision and management. • Manages and administers training course bookings and approvals for specific Affairs and Departments within Ashghal in accordance with T&D policy. • Approves training course invoices and advise relevant HR Coordinators the reasons for rejection. • Ensures that all training planned for their area of responsibility take place within the appropriate timeframes. • Produces Training Reports on a monthly, quarterly and annual basis that detail the amount and type of training conducted for the specific Affairs and Department. • Assists in the development of the training budget and advises management of training needs. • Acts as cover for the Head of Section during periods of absence. • Develops, administers and maintains the Catalogue of Approved Training Courses database. • Assesses, identifies and coordinates internal and/or external training resources. • Develops and reviews training materials, including hand-outs, PowerPoint presentations and performs other related duties and responsibilities as may be assigned by relevant authorities.

Requirements
