Job Summary and Purpose

Provide support to the Head of Employee Relations in operational and administrative tasks to resolve all matters related to Employee Relations in NAKILAT & Joint Venture companies. Assist in developing and implementing effective policies and procedures related to Employee Relations. Perform personnel administration activities, including preparing and processing personnel actions from engagement to end of service. Coordinate with IT for HR system development and utilization.

Accountabilities

Key Accountabilities:

  1. New Joiners Induction: Coordinate with recruitment to plan and arrange induction programs, and advise new employees on policies and procedures.
  2. Employees’ Contracts Administration: Manage employment contracts, monitor payroll, approve allowances and benefits, ensuring legal compliance.
  3. Customer Management: Address employee queries promptly, investigate disciplinary cases, and follow up on actions.
  4. Employee Relations: Execute administrative circulars and decisions, manage transactions related to loans, allowances, and reimbursements, verify payments, review insurance policies, coordinate with IT on HR systems, and process employee action letters.
  5. Records Management: Maintain employee data confidentiality and ensure HRMS data accuracy.
  6. HRIS Management: Assist in HRIS upgrades, oversee HR-ERP system implementation, and ensure system efficiency.
  7. End of Employment: Support employees during exit processes and ensure timely settlement of dues.

  1. QHSE: Follow all safety, health, and environmental policies.

Employee Relations Specialist

Job Summary and Purpose

Employees’ Contracts Administration:

2. Administer all employment contracts, by monitoring company payroll, approving eligible allowance and benefits, while ensuring compliance with the applicable laws and requirements.

Customer Management:

3. Provide escalation support to ensure all queries related to employees are addressed in a prompt manner.

4. Assist in investigating and conducting disciplinary cases, prepare case briefs, and follow up with regards to the agreed/decided actions.

Employee Relations:

5. Execute all administrative circulars and decisions (e.g. early retirement program, promotion, employee transfer, penalties imposed on employees, employee loans).

6. Manage and control all transactions related to loans, advances, reimbursements and allowances to ensure their compliance with pertaining policies.

7. Verify payments to employees (e.g. expense claims, car loans, advanced payments) and obtains required approvals, and loads the approved transactions into the ERP system.

8. Review insurance policy and determine medical coverage, as well as ensure that adequate medical insurance is provided to NAKILAT and Joint Venture Companies’ employees and their eligible dependents.

9. Coordinate with IT to ensure maximum utilization of the ERP and other HR related systems.

10. Process and communicate employees’ action letters (i.e. promotions, salary adjustments, disciplinary actions…etc.).

Records Management:

11. Oversee maintaining employees’ data and records, and ensure their confidentiality.

12. Manage HRMS’s master data and ensure it’s up to date and accurate.

Human Resources Information Systems Management:

13. Assist IT in reviewing, testing and implementing the proper HRIS systems upgrades and enhancements, including maintenance of systems tables, to ensure that HR needs are addressed.

14. Oversee the implementation of the HR-ERP system, by providing direction, planning, project coordination and management of the HRIS, while concurrently facilitating efficient operations to meet current and future business needs and requirements within all HR sections.

End of Employment:

15. Provide seamless supports to employees during their exit process, and keep all relevant stakeholders updated to ensure timely settlement of employees’ dues.

Policies, Systems, Processes & Procedures:

17. Assist in developing the Employee Relations policies, procedures, practices, and guidelines in alignment with leading practices, NAKILAT and Joint Venture Companies’ goals, and ensure their implementation.

18. Communicate and circulate new/updated policies, procedures and regulation to NAKILAT and Joint Venture Companies’ employees.

19. Implement approved departmental policies, processes and procedures, and provide instructions to subordinates to ensure their proper implementation.

Others:

20. Carry out any other duties as directed by the immediate supervisor.

Job Specific Skills:

Public Relations Expert as a part of DB Engineering & Consulting GmbH, Qatar Branch . In your role, entirely responsible to liaise and frequently meet as needed with representatives of MOT, Mowasalat, Qatar Railways Company, Ministry of Municipality, Ashghal, Ministry of Interior, Ministry of Industry and Commerce, General Authority of Customs, and other key stakeholders and wider private and public stakeholders to gather input information regarding overall transport related activity / issues / services / operations, planned proposals and other pertinent issues / needs and requirements affecting the development of the QBC project. Additionally, ability to translate and type from English to Arabic correspondence and reports (vice versa for our experts when needed). The job opening is located in Doha, Qatar, and offers exciting challenges and potential for career growth. Responsibilities: Liaise with key government and private stakeholders to gather input on transport-related activities and issues impacting the QBC project. Provide regular updates to the Project Manager Assist and attends meetings with government and semi government ministries and agencies which require letters to be typed and issued/ exchanged in Arabic Assists in securing access to governmental, semi-governmental, and private buildings and sites to conduct surveys Be available during interviews/surveys that require interaction with citizens, residents and visitors Prepares regular project progress updates to the Client’s Public Relations department submitted in word in Arabic and English Communication and presentation skills to attend biweekly meetings with the client and discuss progress in engaging stakeholders Ability to translate and type (up to 50 pages) from English to Arabic (vice versa for our experts when needed) correspondence and report. Organizational skills to organize client stakeholder workshops and follow up on invitations to stakeholders Qualifications: Preferred nationality – Qatari. Doctorate Degree, Master’s Degree and Bachelor’s degree in Business Administration, or equivalent. Membership in Professional Societies or Certified Licensure. 10 years’ relevant experience in Government Interfacing, procedures and knowledge in dealing with different Government agencies. Experience in Engineering, Financial, Economic, Social Environmental Feasibility Study for Railway, Road and causeway connection Project. Ability to type 30-40 wpm in both Arabic and English. GCC experience necessary. Excellent communication skills, Arabic (mandatory) & English written and verbal, are essential to success in this role. A mature approach and relevant experience is vital to provide consistency in delivery Advanced MS Office Applications, Share Point Online, Document Management Software. Driving license required to receive / deliver submissions from / to the client’s office in Doha Seniority level

**EMPLOYEE RELATIONS SPECIALIST**

We are urgently looking for an **Employee Relations Specialist **who is responsible for managing and maintaining positive relations between employees and their employers. The employee relations specialist is a key member of the HR team responsible for managing employee relations and ensuring compliance with employment law.

**Responsibilities**:

- Developing and implementing an employee well being plan, evaluating it and preparing related reports.
- Managing, organizing and monitoring annual leaves plan and updating them in electronic portal.
- Monitoring attendance and issuing reports on attendance and departures.

**Qualifications**:

- Bachelor's Degree, Diploma or equivalent
- Proven experience in Human Resouces
- Knowledge in HR policies and procedures
- English and Arabic speaker required
- Residing in Qatar with valid QID & NOC
- Willing to join immediately once selected

Contract Duration: 5 months and extendable
Working Hours: 7:00 AM - 2:00 PM
Working Days: Sunday - Thursday
Office Location: Near Al Corniche

**Job Types**: Full-time, Permanent

Pay: QAR7,000.00 - QAR8,000.00 per month

Ability to commute/relocate:

- Doha: Reliably commute or planning to relocate before starting work (required)
