Primary Objective

To manage all engineering activities associated with a Mega Projects PMC contract as part of an integrated Client/Company team.

Specific Accountabilities

1. Responsible for the engineering administrative function, directing and consulting several groups engaged in interrelated engineering responsibilities.
2. Plan and manage the execution of the multi-discipline FEED/Conceptual Design Studies & EPC engineering in both local and affiliated international offices.
3. Preparation and administration of design budgets, estimates, forecasts and schedules.
4. Recruitment and Development of a technically competent, cohesive and functional engineering team.
5. Be responsible for the timeliness and technical correctness of all works performed by the Engineering Team.
6. Technical Integrity - take responsibility for the technical integrity of the team, addressing working methods, tools, quality assurance, peer reviews, communication with team members on other projects.
7. Manage value improvement processes.
8. Manage third party consultants/specialists.
9. Ensure all design engineering activities meet or exceed engineering standards with regard to quality, cost, safety and performance.
10. Quality Assurance - Responsible for working within the provisions and guidelines of the Quality Assurance system including utilizing the corporate Project Management systems.
11. Safety - Responsible for personal safety and adherence to safe working practices for the Oil & Gas Business Unit. Understand and follow OH&S procedures.

Qualification:

Essential Skills/Experience

1. B. Sc., Engg (Mech., Chem., Civil, Electrical.) from an accredited college or university.
2. Must have experience in oil & gas, refinery, or petrochemical industry.
3. Must have experience in related designation / specialty.
4. Must have experience in Middle East.
5. Must have a proven track record of managing multiple projects in Design & Engineering in the oil and gas industry.

Matching Indicators

1. Strong technical skills in the onshore oil and gas industry.
2. Track record of managing multi projects and multi-discipline design team.
3. High level of understanding of management of interfaces.

Our client, a major operator in the O&G sector, is looking for a Head, Project Engineering to join them on a permanent basis at their HQ in the Middle East.

Key Responsibilities:

– Lead and manage diverse capital projects, ensuring they meet safety, quality, environmental, and regulatory standards.

– Act as the single point of responsibility for projects within the section, ensuring they are delivered on time, within scope, and on budget.

– Develop effective tendering and contracting strategies and manage contractor relationships.

– Oversee project controls related to scope, schedule, budget, and resources, providing proactive solutions to challenges.

– Ensure effective risk management across all project phases, identifying potential issues and implementing mitigation strategies.

– Lead, mentor, and guide project engineers, fostering their development within the company.

Requirements:

– Bachelor’s Degree in Engineering (Master’s Degree preferred).

– 15+ years of experience in engineering and project management, especially within the O&G industry.

– Expertise in managing complex projects in brownfield environments.

– Experience working in projects with strict regulatory compliance.
