About the role:

About the role:

Accountable for the planning, development, design and delivery of Minor Works and Projects in support of the development of HIA Facilities and infrastructure. Key responsibilities

  • Assure application of Project Process for all projects through self-assessment auditing in order to achieve compliance.
  • Allocate resources to individual minor works and projects through portfolio management, assigning competent resources to the project in order to meet the complexity and scale of each project.
  • Makes the decision as to in sourced or out sourced delivery of the project based on complexity, scale and cost of each project using program management tools such as Microsoft project and cost estimates.
  • Plan project delivery and site based execution activities (such as MOI, customs, immigration, Qatar Civil Aviation Authority approvals) to minimise operational disruptions.
  • Maintain delivery of maintenance integration through monthly review of the maintenance delivery tracker in order to assure compliance with asset management strategy, and action is taken to close any variances found.
  • Produce monthly stakeholder Project Reports to communicate progress and costs to the user departments.
  • Plan to delivery Zero defect minor works and projects through effective project quality controls such as site inspections and testing and commissioning, to deliver assets that work right the first time. Implement Safety Management Plan to achieve Zero Accidents.
  • Develop measures and KPl's to improve Project Delivery, monitors, reviews result and directs corrective actions to achieve success.
  • Approve Technical Evaluations as per the Contracts and Procurement procedures in order to assure policies have been adhered too.
  • Monitor performance of minor works and projects framework contractors in order to assure value for money and the application of the penalty where applicable.
  • Chair regular stakeholder meetings to communicate Project Delivery and Risk.
  • Conduct supplier performance and relationship management review meetings to leverage buying power.
  • Prepare and champion succession planning for Minor Works and Projects key roles.

  • Enhance the presentation and analysis submitted to Cost Management Committee (CMC) and conduct post CMC analysis for major capital projects and spends.
  • Conduct in-depth analysis on a variety of complex strategic and business projects/issue, extracting and analysing data, presenting the findings and making recommendations directly to the business.

Frequency Manager supporting operations for the AFCENT A6 Forward in Qatar. Responsible for performing frequency management in accordance with Military Communication Electronic Board Publication #7, AFI 17-221.

This position is contingent upon successful contract award to V2X.

Responsibilities

Major Job Activities:

  • Provide frequency management support.
  • Process requests for frequencies into the Spectrum 21 (SXXI) database.
  • Plan and obtain frequency allotments in various countries in support of contingency or exercise operations for US Forces.
  • Maintain and manage US frequencies.
  • Review and process frequency allocations to ensure mission requirements still exist.
  • Manage reported cases of electromagnetic interference (EMI) within the AOR.
  • Coordinate with applicable agencies, host nations, and DOD organizations to resolve EMI issues in accordance with Joint Spectrum Interference Resolution (JSIR)/AFI 17-221.
  • Prepare and provide interference reports.
  • Maintain and update continuity book containing: the Joint Restricted Frequency List, unmanned aerial vehicle predator information, AOR frequency processing, special instructions, installation spectrum management orientation information, UHF tactical satellite information and government POC.
  • Contact AOR installation frequency managers in the AOR within 30 days after each AEF rotation, and prepare and provide them with orientation packages.
  • Ensure frequency manager orientation packages contain the SPIN-C and the Frequency Manager Continuity Book.
  • Provide technical advice to the AOR spectrum management community.
  • Travel to support spectrum operations, assist in mitigating EMI or coordinate host nation frequency requirements.
  • Perform frequency management in accordance with Military Communication Electronic Board Publication #7 and AFI 17-221.

Computer, telephone, standard office equipment.

Working Environment:

  • Working environment is a climate-controlled facility. Outdoor temperatures may exceed temperatures of 100 degrees Fahrenheit.
  • May require support during periods of non-traditional working hours including nights or weekends.

Physical Activities:

Must be able to lift / push / pull 40 lbs. unassisted.


Qualifications

Education / Certifications:

  • High School Diploma or GED
  • U.S. Citizen
  • Active Secret Tier 3 Security Clearance

Experience / Skills:

  • Experience in performing frequency management IAW Military Communication Electronic Board Publication #7 and other DoD directives.
  • Intermediate-level experience with base level communications systems and deployable communications systems, particularly antennas; management and planning of frequencies, to include frequency allotment, frequency requests, and frequency modifications; management and resolution of EMI; JSIR process; and Spectrum XXI Management Database and Microsoft Office.

As a Reporting Manager, your role would be instrumental in achieving the core objectives of the QR Group Finance’s function of ‘Record to Report’.

Key Responsibilities

  • Responsible for the timely completion of external audits of QR Group.
  • Support the preparation of QR Group consolidated financial statements in line with IFRSs.
  • Assist with the Monthly and Yearly Financial Statements preparation for Group and Individual entities in line with IFRSs.
  • Write technical position papers for complex accounting areas.
  • Support month end closing activities are completed in line with closing timelines.
  • Assist with measuring performance against defined key performance indicators (KPIs), review KPIs on a regular basis and suggest changes where necessary.
  • Support the Finance Transformation initiatives by providing accounting insights and process knowledge.
  • Educate finance staff in applying IFRSs/ IASs and the best industry accounting practices.
  • Perform other department duties related to his/her position as directed by Finance Management.

Qualifications

About you:

  • Bachelor's Degree or Equivalent with Minimum 6 years of job-related experience.
  • Relevant University qualification in Accounting /Commerce / Finance at minimum Bachelor's level or equivalent OR Professional accounting certificate i.e. CA/ACCA/CPA or equivalent.
  • In depth knowledge of International Accounting/Reporting Standards
  • Good command of English language.
  • Managerial skills - Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Ability to train and develop subordinate's skills.
