We are seeking for an experienced and dynamic Technical Manager to lead our Industry Business Line, driving technical excellence and strategic growth.

Minimum Required Qualifications

  • Sound Technical knowledge in Material, Welding, NDT Inspection
  • ASME / National Board Commission with "Ä" endorsement.
  • CSWIP 3.1 or 3.2 or AWS - CWI or an approved equivalent.

Qualifications

  • Minimum of 25 years of experience in a relevant Industry, with at least 15 years in a leading role, preferably within the roads or drainage sectors.
  • Qualified professional who has reached the Senior Management level; capable of providing planning, leadership, direction, and technical expertise to manage complex tasks and multi-discipline projects.
  • Both regional and international experience is required, A Minimum of 8 years of experience shall be gained working in North America, W. Europe, Australia, or equivalent.

Education

  • Bachelor's degree in Engineering or a relevant discipline is a minimum requirement.
  • A Postgraduate or doctoral degree is preferred.
  • Required relevant Chartered status and Professional License(s)

Skills

  • Strong leadership and team management skills.

About the Job

EAA is currently seeking a highly skilled and motivated
Senior Technical Manager
to oversee the day-to-day operations of the ROTA Program Technical Department, under the direction of the Director. This leadership role requires close coordination with other ROTA departments and will be instrumental in driving the growth, sustainability, and impact of ROTA's portfolio.

The Senior Technical Manager will serve as a key contributor in shaping and managing ROTA's projects, ensuring strong technical oversight, innovation, and alignment with organizational goals. The role will also involve engaging and managing potential stakeholders to strengthen partnerships and deliver impactful outcomes.

Key Responsibilities

  • Manage the development and implementation of department's strategy and objectives.
  • Formulate department annual business plans, policies and procedures, to support ROTA and the organizational business strategy.
  • Oversee the projects' 'Expressions of Interests' EOI's and proposals review process and assure the adherence to policies and procedures in order to thoroughly evaluate their feasibility and sustainability.
  • Supervise and approve the semi-annual technical reports reviews conducted by the Technical Team and ensure that the approved reports and assessments are shared with ROTA's Operations Department.
  • Oversee the development, refinement, the implementation of cost-effective instruments and tools for the collection and analysis of projects and programs data as needed throughout the life of ROTA projects.
  • Facilitate in the advancement of ROTAs initiatives, standards and methodologies for integrating Education for Climate Action, including fostering youth-led climate actions, which aims to strengthen and develop youth capacity across the outlined learning domains.
  • Plan and review all relevant and compelling technical materials, data and/or information encompassing key focus areas of Climate Change and Green Skills with the objective of promoting successful awareness across targeted demographic locations and youths.
  • Oversee and manage the preparation of thematic, country/regional/international projects briefings requested by external or internal stakeholders.
  • Review and approve technical content requested on communication products prior to publication.
  • Participate in global and regional publications, events, work with partners to advocate, and enhance EAA's /ROTA's position and image.
  • Manage the team in the planning, organizing, management and control of various projects to ensure that the project cycles are completed, meeting agreed project parameters (projects objectives, timelines, scope and quality), standards and goals.

Qualifications & Experience

Education:

  • Bachelor's degree in Social Sciences, Environmental Sciences, or a related field is required.
  • Master's degree is preferred.

Experience:

  • Minimum of 8–10 years of progressive experience across areas such as Education, Environmental Programs, Climate Change, Carbon Credits, International Development, Government Ministries, Civil Society Organizations, and Policy Development.
  • Strong track record in designing and implementing project monitoring frameworks, strategies, and performance evaluation mechanisms.
  • Demonstrated ability to lead multi-sectoral programs and manage cross-functional teams.

Preference:

  • Preference will be given to Qatari nationals with solid experience in developing and implementing project monitoring frameworks and strategies

    , particularly in developing country contexts.
  • Broad experience collaborating with

    to guide organizational transformation.
  • Strong analytical and problem-solving abilities with a focus on
    data-driven strategies and evidence-based decision-making

  • Excellent communication and advocacy skills, including representation at
    regional and international forums
    .
  • Proven ability to promote organizational priorities through
    partnerships, events, and publications
    .

Language Skills:

  • Excellent written and verbal communication skills in English.
