Job Description
We are seeking a seasoned Disaster Management Expert with over 15 years of leadership experience in managing large-scale emergencies, crisis response, and risk mitigation. The ideal candidate should possess a strong background in Management, be fluent in Arabic, and demonstrate proven success in developing and implementing disaster preparedness, response, recovery, and mitigation strategies in public or private sector organizations.
Key Responsibilities:
Develop and lead strategic disaster risk reduction and emergency preparedness plans aligned with national and international standards.
Oversee crisis response operations, including coordination with governmental and non-governmental agencies.
Design and implement emergency response frameworks and incident command systems.
Conduct risk assessments and vulnerability analyses for natural, technological, and man-made hazards.
Establish and manage disaster management teams; lead training, drills, and simulations.
Ensure compliance with local, regional, and international disaster management regulations and frameworks.
Collaborate with civil defense, healthcare, infrastructure, and humanitarian organizations to ensure integrated response mechanisms.
Prepare and manage budgets for disaster preparedness and recovery efforts.
Evaluate past incidents and develop after-action reports and improvement plans.
Serve as a spokesperson during emergencies and ensure clear communication with stakeholders and the public.
Build community awareness and education programs for disaster readiness.
Maintain up-to-date knowledge on emerging risks and global best practices.
Qualifications and Skills:
Bachelor's or Master's degree in Disaster Management, Emergency Management, Public Safety, or a related field.
15+ years of progressive experience in disaster and emergency management roles, preferably in high-risk or complex environments.
Strong management, leadership, and decision-making skills.
Fluency in Arabic (mandatory); proficiency in English is highly desirable.
Experience working with civil defense, humanitarian response teams, or governmental emergency agencies.
Knowledge of frameworks such as the Sendai Framework for Disaster Risk Reduction, ISO 22320, and ICS (Incident Command System).
Ability to handle high-pressure situations and coordinate multidisciplinary teams.
Strong report writing, policy development, and stakeholder communication skills.
Familiarity with geographic information systems (GIS), emergency response software, and crisis communication tools.

Main Responsibilities
- Develop and execute financial strategies, budgets, and forecasts to ensure fiscal responsibility and compliance with government regulations.
- Lead a team of four, providing guidance, mentorship, and performance evaluations.
- Oversee financial reporting and analysis, presenting insights and recommendations to the Chief Commercial Officer and executive team.

- Assist in reviewing detailed departmental processes, policies and procedures noting and rectifying deficiencies
- Assist in aligning various departments' policies and ensure consistency
- Assist the organization in achieving high quality standards
Systems & Processes
- Implement approved departmental policies, processes and procedures, to ensure work is completed out in a controlled and consistent manner while delivering a world class service
- Ensure cost-efficient usage of all applicable resources to reduce wastage and unnecessary expense
Share ideas and viewpoints to further streamline processes, thus driving efficiency and improvements across the organization
15 years of experience of which 5 years should be in a similar position / responsibility, preferably in similar industry
- Bachelor's degree in finance, Accounting, Business Administration, or a related field. Master's degree or relevant certifications.
