Who We Are
HII-Mission Technologies is seeking a Facilities Manager at Al Udied Air Force Base in Qatar, you will play a critical role in overseeing the day-to-day facility management, logistics support, and maintenance of building infrastructure and equipment for the 379 ECES, SPACECENT, and mission partners at the SPACECENT site and Space Campus. You will work closely with the U.S. government to ensure efficient and effective operations, maintenance, and support of critical facilities and systems.
What You Will Do
- Operations and Maintenance: Oversee site Operations and Maintenance personnel, ensuring the efficient, economical, and environmentally compliant operation, maintenance, repair, and construction of all assigned systems and supporting infrastructure.
- Coordination and Deconfliction: Engage with site program functional representatives to coordinate and deconflict operations and systems, including startup, control, and shutdown of equipment.
- Strategic Planning: Assist the headquarters in the development of strategy and operational-level site facilities planning, yearly production workload planning, resource and budget planning, and other managerial requirements as required.
- Facility Expansion and Upkeep: Plan, establish, and implement a robust facilities management program, including coordination of construction, maintenance, renovation, and upgrades of building infrastructure. Ensure facilities and equipment are well-maintained, and repairs are completed in a timely manner.
- Work Order Management: Submit and track work orders to completion, ensuring all services required to support the SPACECENT site, Space Campus, and mission partners are maintained.

- Quality Assurance: Execute quality assurance activities to support the preventative maintenance plan and overall sustainment of government facilities.
- Design Liaison: Assist in design projects and review designs submitted for changes to government facilities. Serve as a liaison between SPACECENT and relevant agencies.
- Government Coordination: Coordinate with the Special Security Office (SSO) for the maintenance of Sensitive Compartmented Information Facilities (SCIF) and other requirements necessary to maintain authority to operate (ATO) for all organizations within the SPACECENT site and Space Campus.
- Meeting Attendance: Attend recurring, scheduled, and short-notice meetings with Government personnel, both in person and virtually, as required.
- Travel: Be prepared to travel locally to verify design requirements and the quality of work being performed on jobs/projects outside of the military installation.

What We Are Looking For
- 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.
- Previous experience in facilities management and maintenance, preferably in a government contracting or military setting.
- Must maintain a valid driver's license to operate Mission vehicles.
- Knowledge of facilities management in an international environment.
- Knowledge of construction practices and procedures, sufficient to advise the government on the development, management, oversight, supply, and review of plans for intermediate to large complexes and associated facilities.

Primary Functions
- Supervise Quality Control activities to determine product conformity to customer specification through effective inspection and test in accordance with the Project Quality Plan / Inspection Test Plan. Identify non conformity and take appropriate action to control / prevent them. Conducts audits as applicable to verify the product is in compliance with project requirements and procedures.
- Liaise with Production Supervisor, QC Inspectors, NDT & Certification Supervisor, Project Engineers, Principal Quality Operations Specialist, Certifying Authority, & Customer representative.
Tasks and Responsibilities
- Direct, Supervise and Participate in inspection activities to assure product quality.
- Follow quality planning for the project to assure compliance through proactive measure. Consults with the Manager Assurance and Principal Quality Ops Specialist (CQM) concerning non-conforming products and respective corrective & prevention plan.
- Initiate and involve for evaluation for non-conforming products and processes when encountered.
- Involve in preparation of project specific procedure and plans and conduct periodic walkthrough and Perform readiness review as per the readiness review plan
- Asses the manpower requirement during project execution as per schedule and the progress.
- Appraise product quality in accordance with the Project Quality Plan, Inspection & Test Plan and determine conformity and non-conformity.
- All inspection results need to be documented and if nonconformity exists required documentation shall be raised to establish corrective and preventive actions.
- Provide interpretation of applicable code specifications and customer requirements. Any deviation deemed necessary to be raised with Manager Assurance and Principal Quality Ops Specialist (CQM) to address it through approved change management process such as TQ, Concession request, Waivers etc.
- Verify Quality inspectors' effectiveness of their ability, job knowledge, punctuality and generation of inspection report through periodic competency assessment.
- Proactive approach in prevention of a nonconformance by interface with Field Engineers and customer representative on board in conjunction with Manager Assurance / Principal Quality Ops Specialist (CQM).
- Conduct internal and external audits as applicable to assess the effectiveness of Quality System outlined in Project Quality Plan and Inspection Test Plan.
- Oversee the as-built certification as it is progressed through work approval packages and monitor progress/status of the Mechanical completion.
