We are expanding into government and public sector partnerships, and we're looking for a Strategic Business Development Manager who can lead this initiative and drive sustainable growth.

Role Overview

As a Strategic Business Development Manager – Public Sector, you will be responsible for driving partnerships, contracts, and revenue opportunities with government entities, ministries, and state-owned enterprises. You will lead the business development strategy, ensure compliance with procurement frameworks, and position Mzad Qatar as the preferred digital marketplace partner for the public sector.

Key Responsibilities

Develop and execute business development strategies targeting the public sector.

Identify and pursue tenders, RFPs, and government partnership opportunities.

Build and maintain strong relationships with ministries, agencies, and semi-government entities.

Drive contract negotiations, proposals, and deal closures.

Ensure compliance with Qatari procurement laws, public tender regulations, and government frameworks.

Collaborate with internal teams (sales, legal, finance, operations) to ensure seamless execution.

Represent Mzad Qatar at government meetings, exhibitions, and industry events.

Monitor market trends, competitors, and regulatory changes in the public sector.

Report on KPIs and strategic growth progress directly to senior leadership.

Requirements

Bachelor's degree in Business, Marketing, Public Administration, or related field (MBA preferred).

5–7 years' proven experience in business development or sales, with at least 3 years in the public sector in Qatar.

Strong network and relationships within Qatar's government and semi-government ecosystem.

Excellent knowledge of tendering, procurement, and compliance processes.

Arabic speaker (mandatory) and fluent in English.

Strong negotiation, presentation, and communication skills.

Ability to work under pressure, meet deadlines, and handle high-value deals.

We are hiring multiple Machine Learning Engineers who will leverage the latest research to design, train, deploy, and evaluate computer vision and/or language models to power the custom applications we build for our public sector clients.

You will:

• Partner with public sector counterparts to deeply understand their challenges

• Master's or equivalent work experience

We are hiring a Machine Learning Engineer Manager who will manage a team of high-calibre MLEs who design, train, deploy, and evaluate computer vision and/or LLMs to power custom applications we build for our public sector clients. You will guide your team towards using data-driven experiments to provide key insights around model strengths and inefficiencies in an effort to improve products.

You will:

• Train state of the art models, developed both internally and from the community, in production to solve problems for our enterprise customers.
• Manage a team of ML Engineers
• Work with product and research teams to identify opportunities for ongoing and upcoming services.

• Create state of the art techniques to integrate tool-calling into production-serving LLMs.

Ideally you'd have:

• At least 5 years of model training, deployment and maintenance experience in a production environment
• At least 5+ years of management or tech leadership experience
• Strong skills in NLP, LLMs and deep learning
• Solid background in algorithms, data structures, and object-oriented programming
• Experience working with a cloud technology stack (eg. AWS, GCP, or Azure) and developing machine learning models in a cloud environment
• Experience building products with LLMs including knowing the ins and outs of evaluation, experimentation, and designing solutions to get the most of the models
• Strong written and verbal communication skills to operate in a cross functional team environment

• Experience in dealing with large scale AI problems, ideally in the generative-AI field

Scale is growing rapidly and joining the International Public Sector team is an opportunity to join one of the most rapidly expanding teams at Scale. This team is responsible for generating, executing, and fostering Scale's work outside of the United States. There are three core types of work involved:

• Building custom LLMs
• Providing high-quality training data for research institutions building LLMs from scratch
• Partnerships, up skilling, and advisor

As an early member of our operations team, you will be accountable for driving millions in new revenue by ensuring that Scale AI meets customer commitments in a timely manner while maintaining the highest quality standards. You will be leading the development of some of our custom LLM solutions or leading data production initiatives for premier research institutions in the Middle East. You will be solving complex operational problems and working cross functionally with our engineering teams, government stakeholders, and product orgs, to ensure high quality. The ideal candidate is scrappy, analytical, detail-oriented, empathetic, outcome-focused, a strong writer, and above all someone who drives and inspires results.

You will:

• Work on cross-functional development of custom LLMs with diverse stakeholders (Engineering + Ops + Go-to-Market)
• Consistently read AI/ML research papers to keep up-to-date on the best approaches for customizing / training LLMs
• Work on fine-tuning (post-training) data production pipelines to improve the custom LLM solutions as needed
• Work on the continuous evaluation of custom LLMs
• Drive the technical and operational partnership with research institutions
• Have native fluency in Arabic and English
• Build and drive some of our most critical operational processes
• Own the day-to-day delivery of customer commitments

Ideally, you'd have:

• 2+ in an operational role and/or a top-tier consulting firm
• An undergraduate degree in computer science, business, engineering, systems, finance, logistics, communications, journalism, or a related field
• Strong attention to detail
• Strong writing and verbal communication skills, with an emphasis on grammar, proofreading and copy editing
• An action-oriented mindset that balances creative problem solving with the scrappiness to ultimately deliver results
• Analytical, planning, and process improvement capability

Nice to haves:

• Hands-on experience in machine learning, especially in NLP (during a previous role or in school)
• Technical skills including familiarity with APIs, large language models, machine learning, and advanced querying languages

We are looking for an entrepreneurial and experienced product leader to play a pivotal role in the ideation and development of transformative AI solutions. The ideal candidate has deep experience with AI/ML application development, can think strategically about how to solve a problem, is an excellent listener, is comfortable getting into the weeds operationally, and has a strong understanding of software engineering principles and practices. You will be responsible for owning large AI projects for one or many customers.

You will lead a cross-functional team of engineers, MLEs, and operators to build a highly impactful solution for our customers that will drive millions in revenue for our business as well.

Responsibilities:

• Lead design workshops with the client to define custom AI solutions
• Scope out new AI application use cases across various government entities
• Lead cross-functional development of AI applications and custom LLMs with diverse stakeholders (Engineering + Ops + Go-to-Market)
• Consistently engage with future end-users to solicit feedback and ensure we are prioritizing effectively
• Stay up to date with latest research in applied AI and training custom LLMs
• Scope out model evaluation sets and performance requirements, consistently review results, and iterate on the solution
• Give regular progress updates to the client and International Public Sector leadership

Minimum Qualifications:

• 4+ years of experience building products with specific experience within the last 1-2 years building AI-powered products
• Strong technical background (STEM degree) and/or experience building technical software products
• Strong understanding of generative AI technologies and their applications in both enterprise and consumer settings
• Experience with vibe coding tools (i.e., Replit, Lovable, Bolt, etc.) and design tools (i.e., Figma/Canva/Miro)
• Exceptional leadership, presentation and communication skills with the ability to influence cross-functional teams
