High Voltage Electrician & Distribution Technician - AirField Lighting

Position Summary :

As the Electrical Distribution Technician (Airfield Lighting Technician) assigned to Al Udeid Airforce Base in Qatar, you will play a critical role in ensuring the safe and effective operation of airfield lighting operation, maintenance and repairs and enhance U.S. Military capabilities on the airfield.

Employment Type : Full-Time, Hourly

Key Responsibilities :

  • Responsible to operate, maintain, and repair all airfield lighting (High Voltage / HV) 5kV and the highest input 2400 kV lines in specified locations on base.
  • Will operate, maintain, and repair airfield lighting on all runways, obstruction lighting, taxiways, aircraft ramps, and area lighting.

Airfield Lighting components include airfield lighting vaults, dedicated supporting backup generators, fuel tanks, and Uninterruptable Power Supplies (UPS).

  • Will operate, maintain, and repair the four (-4-) approach systems with each on individual dedicated circuits; two runways' circuits; and 16-24 taxiway circuits, and the Precision approach path indicators on all 4 approaches, and maintain all 4-runway threshold light circuits.
  • Responsible for managing resources and activities devoted to installation, operation, maintenance, and repair of electrical power generating and control systems.
  • Lead the electrical team in the operation, maintenance, and repair of MV / HV electrical distribution systems, including substations, switchgear, transformers, and control systems.
  • Perform hands-on inspection, preventive maintenance, and troubleshooting for electrical systems associated with power generation and distribution.
  • Respond to emergency calls regarding system outages and equipment failures.
  • Maintain operational records, including maintenance logs, reports, and technical documentation.
  • Assist with the management of electrical equipment, tools, and inventory.
  • Supervise and train team members to ensure high-quality work and adherence to safety standards.

Qualifications :

  • Must know principles of electronics and electricity, including generation, conversion, transformation, distribution, and utilization; types, capacity, and purpose of high / medium / low voltage circuits, circuit breakers, switches, fuses, regulators, relays, instruments, and meters associated with electric generation and distribution.
  • Must have experience with operating and maintaining low voltage systems ranging from 24 volts to 600 volts and electrical distribution systems from 1000 volts to 13,800 volts.
  • Qualified candidates must have completed an approved DOD or commercial equivalent school or apprenticeship in the discipline of Airfield Lighting.
  • Must be able to interpret instrument and meter readings; wiring diagrams, schematics, drawings and technical publications; techniques of operating and maintaining distribution panels, and accessory equipment; use and purpose of test equipment; safety rules and practices; environmental policies; principles of management; and operation and repair of electrical distribution systems.
  • Must successfully pass CENTCOM medical requirements and be fit-for-duty to immediately deploy.
  • Full-time experience in the Airfield Lighting field.
  • Provide evidence of passing the International Code Council (ICC) national journeyman or master certification exam, as applicable for either Journeyman and or Master Electricians.
  • Ability to work in harsh environmental conditions, including extreme temperatures.
  • Must be fluent in English (read, write, speak).
  • US Citizenship is required and must possess and maintain required Secret clearance eligibility for this position while employed in support of this contract.

Preferred Skills :

  • Experience with SCADA and PLC control systems.
  • Experience in fault-finding and repairs in underground distribution networks.
  • Ability to perform work in physical conditions requiring climbing, lifting, and working in confined spaces.
  • Previous experience in a military or international work environment is a plus.

Key Accountabilities
  • Plan work activities, lead various Pre-project teams and liaison with all the stakeholders to ensure execution of assigned project activities to meet set objectives and overcome challenges.

- Review, evaluate and advise on electrical simulations, optimization, in compliance with design methods, safety factors (for Large Electrical Generation and Distribution System, Large motor drivers, VFDs in both Motoring and Generating modes, combined cycle power generation, HV switchgears, Electrical Integrated Control System (ELICS) and Power management System for Generation, Load sharing and Distribution Control);
- Review technical aspects of electrical equipment purchase orders with EPC Contractor and vendors in accordance with the roles and responsibilities stated in applicable contract(s) to ensure safe and seamless integration of new electrical equipment into the existing operating facilities (when applicable);
- Assess discipline plans and work schedules to ensure effective completion of project activities and provide data (narrative, charts, graphs), change management recommendations and recovery plans to address any schedule delays;
- Develop, update and amend design / project philosophies, specifications and procedures ensuring that all references to Electrical Engineering are current and relevant;
- Monitor and provide guidance to EPC Contractor to ensure key discipline deliverables, progress/milestones are met. Recommend additional technical support where necessary to address gaps;
- Coordinate and analyse discipline issues for resolution. Provide Electrical Engineering input to other engineering disciplines, construction, procurement etc as necessary. Support commissioning, start-up and system completing activities and make appropriate recommendations to management on Electrical matters;
- Plan and schedule Electrical Engineering deliverables to enable efficient execution in meeting project milestones/schedule;
- Leads Electrical interface coordination with NFS offshore, NFE onshore, RLIC, and Kahrama power supplier, or any third party, as required, during the NFS ITT and EPC phases;
- Contribute to Safety analysis studies such as SAFOP, HAZOP or HAZID and provide the required input to support project management in key decisions making. Participate in sharing lessons learned, together with capturing current lessons learned to benefit future projects.

**What you need to bring**
- Bachelor Degree in Electrical Engineering or equivalent;
- 15 years’ experience of Electrical Engineering, preferably in a major LNG Project. Broad knowledge of engineering execution including design standards, specifications, codes, safety criteria, onshore LNG facilities and utility systems design, construction and operations;
- Requires demonstrated broad Electrical equipment and systems experience (HV/MV/LV electrical systems design, transformers, switchgear, power management systems, electrical system controls for reactive and active power sharing, power distribution control, large Motors, 40MW+) and familiarity with relevant manufacturing processes and relevant industry codes;
- High voltage and large-scale onshore power design requirements;
- Experience with EPC contractors, sub-contractors and vendors involved in the oil and gas industry;
- Demonstrated ability and sensitivity to work with people from variety of cultural backgrounds.
