  • Provide facility services with 24/7/365 in-person coverage.
  • Manage facility data cards, brief occupants on cleanliness standards, conservation practices, and safety measures to maintain a safe, clean, and professional environment.
  • Inspect facilities for safety, security, and maintenance issues; recommend replacements or repairs; identify safety hazards; assist with hazardous waste disposal.
  • Enter work orders and collaborate with production control using the CE NexGen IT (Tririga) program.
  • Attend meetings and make presentations as needed.
  • Participate in property inventories and ensure proper utilization and safeguarding of government and contractor property.
  • Enforce safety programs in compliance with OSHA and USAF requirements.
  • Optimize space utilization proactively.

Qualifications

  • High school diploma or equivalent; bachelor’s degree preferred. One year of related experience may substitute for one year of education.

  • Obtain and maintain a U.S. SECRET Security Clearance prior to deployment.
  • Valid driver’s license with ability to operate manual transmission vehicle.
  • Proficient in English communication.
  • Pass employment and deployment requirements, including medical, dental, drug testing, background checks, etc.
  • Complete CBRN defense training, including fit testing of protective gear.

HII-Mission Technologies is seeking a Facilities Manager at Al Udied Air Force Base in Qatar. You will play a critical role in overseeing the day-to-day facility management, logistics support, and maintenance of building infrastructure and equipment for the 379 ECES, SPACECENT, and mission partners at the SPACECENT site and Space Campus. You will work closely with the U.S. government to ensure efficient and effective operations, maintenance, and support of critical facilities and systems.

What You Will Do
  • Operations and Maintenance: Oversee site Operations and Maintenance personnel, ensuring the efficient, economical, and environmentally compliant operation, maintenance, repair, and construction of all assigned systems and supporting infrastructure.
  • Coordination and Deconfliction: Engage with site program functional representatives to coordinate and deconflict operations and systems, including startup, control, and shutdown of equipment.
  • Strategic Planning: Assist the headquarters in the development of strategy and operational-level site facilities planning, yearly production workload planning, resource and budget planning, and other managerial requirements as required.
  • Facility Expansion and Upkeep: Plan, establish, and implement a robust facilities management program, including coordination of construction, maintenance, renovation, and upgrades of building infrastructure. Ensure facilities and equipment are well-maintained, and repairs are completed in a timely manner.
  • Work Order Management: Submit and track work orders to completion, ensuring all services required to support the SPACECENT site, Space Campus, and mission partners are maintained.
  • Maintenance and Inspections: Perform routine maintenance on facilities, conduct weekly inspections, and schedule routine and emergency repairs as needed. Maintain a well-groomed, debris-free landscape.
  • Quality Assurance: Execute quality assurance activities to support the preventative maintenance plan and overall sustainment of government facilities.
  • Design Liaison: Assist in design projects and review designs submitted for changes to government facilities. Serve as a liaison between SPACECENT and relevant agencies.
  • Government Coordination: Coordinate with the Special Security Office (SSO) for the maintenance of Sensitive Compartmented Information Facilities (SCIF) and other requirements necessary to maintain authority to operate (ATO) for all organizations within the SPACECENT site and Space Campus.
  • Meeting Attendance: Attend recurring, scheduled, and short-notice meetings with Government personnel, both in person and virtually, as required.
  • Travel: Be prepared to travel locally to verify design requirements and the quality of work being performed on jobs/projects outside of the military installation.
  • Software Proficiency: Proficient in Microsoft Office applications (Word, Outlook, PowerPoint, Excel, and Access).
  • Reporting: Prepare and submit weekly reports of project status and progress to the Contracting Officer's Representative (COR).
What We Are Looking For
  • 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.
  • Previous experience in facilities management and maintenance, preferably in a government contracting or military setting.
  • Must maintain a valid driver's license to operate Mission vehicles.
  • Knowledge of facilities management in an international environment.
  • Knowledge of construction practices and procedures, sufficient to advise the government on the development, management, oversight, supply, and review of plans for intermediate to large complexes and associated facilities.
  • Must have a good working knowledge to identify and mitigate safety hazards and be capable of ensuring Facilities comply with local environmental, U.S. OSHA, and local safety standards.
  • Proven ability to communicate effectively with individuals at all levels, both orally and in writing.
  • Highly skilled in customer service and diverse stakeholder engagement.
  • Proven ability to multitask effectively in a fast-paced environment, under stress, and within time constraints.
  • Must be able to work under minimal supervision.

Physical Requirements

This position may be located in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit / 50-55 degrees Celsius during the summer months. HII-Mission Technologies is seeking a Facilities Manager at Al Udied Air Force Base in Qatar. You will play a critical role in overseeing the day-to-day facility management, logistics support, and maintenance of building infrastructure and equipment for the 379 ECES, SPACECENT, and mission partners at the SPACECENT site and Space Campus. You will work closely with the U.S. government to ensure efficient and effective operations, maintenance, and support of critical facilities and systems.

What You Will Do

Operations and Maintenance: Oversee site Operations and Maintenance personnel, ensuring the efficient, economical, and environmentally compliant operation, maintenance, repair, and construction of all assigned systems and supporting infrastructure.

Coordination and Deconfliction: Engage with site program functional representatives to coordinate and deconflict operations and systems, including startup, control, and shutdown of equipment.

Strategic Planning: Assist the headquarters in the development of strategy and operational-level site facilities planning, yearly production workload planning, resource and budget planning, and other managerial requirements as required.

Facility Expansion and Upkeep: Plan, establish, and implement a robust facilities management program, including coordination of construction, maintenance, renovation, and upgrades of building infrastructure. Ensure facilities and equipment are well-maintained, and repairs are completed in a timely manner.

Work Order Management: Submit and track work orders to completion, ensuring all services required to support the SPACECENT site, Space Campus, and mission partners are maintained.

Maintenance and Inspections: Perform routine maintenance on facilities, conduct weekly inspections, and schedule routine and emergency repairs as needed. Maintain a well-groomed, debris-free landscape.

Quality Assurance: Execute quality assurance activities to support the preventative maintenance plan and overall sustainment of government facilities.

Design Liaison: Assist in design projects and review designs submitted for changes to government facilities. Serve as a liaison between SPACECENT and relevant agencies.

Government Coordination: Coordinate with the Special Security Office (SSO) for the maintenance of Sensitive Compartmented Information Facilities (SCIF) and other requirements necessary to maintain authority to operate (ATO) for all organizations within the SPACECENT site and Space Campus.

Meeting Attendance: Attend recurring, scheduled, and short-notice meetings with Government personnel, both in person and virtually, as required.

Travel: Be prepared to travel locally to verify design requirements and the quality of work being performed on jobs/projects outside of the military installation.

Software Proficiency: Proficient in Microsoft Office applications (Word, Outlook, PowerPoint, Excel, and Access).

Reporting: Prepare and submit weekly reports of project status and progress to the Contracting Officer's Representative (COR).

What We Are Looking For

4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.

Previous experience in facilities management and maintenance, preferably in a government contracting or military setting.

Must maintain a valid driver's license to operate Mission vehicles.

Knowledge of facilities management in an international environment.

Knowledge of construction practices and procedures, sufficient to advise the government on the development, management, oversight, supply, and review of plans for intermediate to large complexes and associated facilities.

Must have a good working knowledge to identify and mitigate safety hazards and be capable of ensuring Facilities comply with local environmental, U.S. OSHA, and local safety standards.

Proven ability to communicate effectively with individuals at all levels, both orally and in writing.

Highly skilled in customer service and diverse stakeholder engagement.

Proven ability to multitask effectively in a fast-paced environment, under stress, and within time constraints.

Must be able to work under minimal supervision.

Clearance: Must possess and maintain an active TS/SCI clearance.

4 years of relevant progressive experience with a Bachelor's degree in Facilities Management, Engineering, or a related field (or equivalent work experience).

Experience in working at US Military Bases outside of the United States, especially bases located in Qatar.

Experience in working with US Air Force facilities and Civil Engineering teams.

Project Management experience with managing Cost, Schedule, and Performance of a project.

Experience with Defense Acquisition and/or Defense Contracting.

Physical Requirements This position may be located in an environment with harsh and dangerous working and living conditions. Lead the Maintenance function in providing both a reactive (breakdown) and pro-active (preventative), multi-skilled maintenance service on all operational equipment, services and infrastructure to ensure increased and sustainable availability is achieved in line with the deliberate maintenance strategy, and with due consideration to the Original Equipment Manufacturer (OEM) guidance.

Responsible for the conduct of all maintenance functions, pro-active maintenance planning and scheduling, overseeing the adherence thereto and timely completion of work carried out. Increase the site operational effectiveness through the development of Service Level Agreements, improve on project delivery, mean time between failure and downtime reduction, ensuring that Health, Safety, Environmental, and Quality requirements are adhered to.

Manage the teams to deliver technical best practice. Establish and implement policies and procedures. Manage departmental delivery against continuous improvement Key Performance Indicators (KPIs) and champion modern maintenance principles by highlighting deficiencies and recommending changes in policy, process, training, and working practices whilst also mentoring and leading the maintenance departments.

Accountabilities

Key Accountabilities :

  • Develop, implement and manage a comprehensive Maintenance Strategy.
  • Develop, implement and manage key performance indicators (KPIs) for each area of responsibility.
  • Develop, implement and manage maintenance department policies and procedures.
  • Supervise and coordinate the implementation and effective use of a Computerized Maintenance Management System.
  • Ensure that all equipment and buildings are safe to use and fit for purpose.
  • Plan and schedule all maintenance activities while considering vessel stemming schedule and production work to increase and sustain higher equipment Availability in line with Original Equipment Manufacturer (OEM) set limits.

  • Further establish and develop standardized service and repair procedures for key equipment, including standardized parts lists for planned maintenance activities.
  • Identify business improvement opportunities.
  • Develop, implement and manage a continuous improvement program.
  • Manage, coach and develop a high performing maintenance team that meets agreed objectives.
  • Prepare and present reports.
  • Review, implement, and update department records.
  • Prepare and manage the annual maintenance budget and forecasts.
  • Authorizes purchase of equipment, spares and materials needed 16) Prepare scope of work for any maintenance work contracted out.
  • Take part in technical review and assessment of contractors.
  • Manage contractors on site to ensure they meet company requirements.
  • Render expert Maintenance Management advice to on all matters related to maintenance of facilities, equipment and systems.
  • Ensure the maintenance of a library containing full maintenance records, requirements, technical documents, maintenance standards, norms, dossiers, and material specifications related to the maintenance.
  • Develop and maintain strong relationships with internal and external stakeholders to ensure optimal performance.
  • Work Collaboratively with all stakeholders.
  • Ensures good housekeeping at the facilities and work areas of the department.
  • Plan and supervise office space utilization and furnishing and source various items such as office stationery.
  • Perform other duties as may be required.
