We envisage success in this role to include;
- Carrying out planned and unplanned inspections of Framework Contractors work activities, Labor Camps etc. to ensure the Framework Contractor's compliance with all contractual obligations related to HSE.
- Ensuring timely closure of HSE non-conformities by the Framework Contractor in line with inspection/audit reports.
- Reviewing & analysing H&S plans from Framework Contractors and ensure compliance with QCS 2014 and any future amendments.
- Supporting client's internal audits and conduct Second Party (BAU) Audits (Framework Contractor's Audits)
- Reviewing the HSE Weekly / Monthly Reports and Contractor's Key Personnel CV's).
- Monitoring Framework contractor performance in terms of HSE and provide reports to the contracts team to ensure safe working practice.
- Reviewing Framework Contractor's KPI's related to HSE component for invoicing
- Coordinating with relevant engineers, contractor and other relevant departments with respect to HSE Activities.
- Preparing and submitting monthly H&S reports on DNO&M and Framework Contractor H&S performance for assigned Catchment Zone.

for all aspects of HSE performance.

RESPONSIBILITIES
1.Ensure implementation of HSE polices/ procedure/ standards in site in liaison with Operations and asset owners, whilst also maintaining effective standard of safety at all aspects of site operations.
2. Recommend safety operational procedures and follow-up with all concerned to ensure implementation and compliance.
3. Liaise with Downstream Operations to gather all environmental data required by EAD.
4. Participate and assist in conducting qualitative Risk Assessment for all critical jobs and new projects on site.
5. Monitor the implementation of the HSE Management System throughout all Downstream Operations.
6. Carry out site inspections on a regular basis to ensure adherence to safety standards.
7. Conduct Training courses/Safety campaigns to promote HSE awareness of company personnel.
8. Participate in developing HSE safety procedures for facilities shutdown / maintenance activities and provides technical guidance on HSE issues.
9. Participate and lead as assigned, in investigations for all incidents, industrial accidents and HIPO near misses involving personnel, plant equipment and environment, in addition to analysing immediate and basic causes and recommends corrective and preventive measures, keeping area management informed, and ensuring implementation of approved ones.
10. Participate and lead as assigned, hazard identification, qualitative and quantitative risk analysis, inspection and audit activities.

13. Prepare monthly statistical reports for all HSE KPIs within area of responsibility.

15. Demonstrate visible commitment to HSE by periodically leading / taking part in risk assessments, audits, HSE meetings, emergency drills, etc.
16. Ensure assigned staff complies with all company HSE policies & procedures and related initiatives.
17. Take Health, Safety & Environment (HSE) lead in ensuring "safe systems of work" and "safe conditions" are in place within area of responsibility.
18. Ensure the implementation of DSO OHIH Procedure.
19. Maintain and operate on day-to-day basis the operational site's health facilities, supplies and appliances.
20. Seek technical advice from OH&IH Specialist on occupational health & industrial hygiene matters for implementation as required in this document.
21. Provide first-aid treatment and/or evacuation assistance during emergency.
22. Coordinate and execute health protection activities, such as fitness to work assessments, various health & hygiene inspections, health risk assessments, exposure monitoring and hazard specific prevention, e.g., heat stress protection, office hygiene monitoring etc.
23. Coordinate and execute onsite health promotion programs, such as wellness campaigns, health awareness talks, presentations & training etc.
24. Identify and communicate to employees the health hazards of their work and the use of required controls to perform the work safely.
25. Prepare and submit regular health performance and monitoring reports as per company requirements.
26. Ensure the implementation of Fitness to Work Procedure
27. Assist the respective site's management by reviewing the health assessment records of contractor workers and employees and advise for any restrictions that may apply prior to commencement of their work at site.
28. Verify the completion of all necessary medical documentation of employees and contractors which may be required for official authorized access to worksites including onshore and offshore facilities. This includes but is not limited to, Fitness to Work (FTW) results, Return to Work (RTW) results (post-injury / illness) and medical
undertakings with health facilities wherever applicable.
29. Notify the site management and HR&A about the workers requiring medical interventions at appropriate medical facilities and assist Dolphin employees
30. Perform other similar or related duties as required or assigned by senior management.
