Job Duties/Roles

  1. Provide visible leadership in service delivery in TPI services to area clients and on behalf of global clients
  2. Responsible for supporting the day-to-day operation and business planning, budgeting, order fulfillment, customer relationships, and promoting continuous improvement of the business.

  12. Assists in the development of short- and long-range business plans and related annual operating and capital expense budgets.
  13. Resolve work related client issues including scope of work, quality of work and billing.
  14. Stays actively informed concerning business and management developments affecting present and potential customers of assigned region. Ensure that appropriate action is taken to capitalize on marketing opportunities as they present themselves.
  15. Assists in the development of short- and long-range manpower needs based on the projected business climate in order to ensure that qualified, trained staff are available as needs arise.
  16. Ensures that the staff is organized and staffed appropriately to carry out the business plan and budget, as approved, in accordance with established policies, procedures and standards.
  17. Ensure that APAVE TIV Quality System requirements with regard to work within the region are fulfilled.
  18. Keeps informed of the product and service capabilities of the APAVE TIV Services, identifies improvement and developmental needs, takes action to capitalize on prospective market opportunities, and makes recommendations for technology or technical tools and manpower skills necessary to implement new and improved products and services.
  19. Monitors the delivery and quality of services to customers in terms of customer satisfaction.
  20. Actively promotes the services and capabilities of APAVE TIV Services to customers and monitors the execution of similar activities by subordinates.
  21. Monitors the utilization of the staff within assigned region on billable and essential non-billable work. Take appropriate action to relieve workload imbalances and monitor over- or under-utilization of staff.

Primary Functions:

  • Determine conformity of material received to customer specification and relevant code/standard through independent inspection and tests in accordance with the Project Quality Plan (PQP). Identify nonconformity for

Tasks and Responsibilities:

  • Assure material received in accordance with the PO, ITP, and Technical Specification, Codes / Material standards to determine conformity. All inspection results need to be documented on warehouse checklist and if nonconformity exists, suitable documentation (OS&D, NCR) shall be issued to establish corrective and preventive action.
  • Perform receiving inspections such as visual, dimensional, verification of markings, review of Material Test Certificates / Inspection Release Notes in accordance with project specifications, codes / material standard and scope of work as noted in the PO and ITPs.
  • Provide interpretation of applicable code/material standards and customer requirements. Any deviation, clarification and waivers deemed necessary shall be notified to the Senior Quality Inspector - Materials for generating change management process such as Site Query, Technical Query, Technical deviation, waivers etc.,
  • Identify any additional testing requirement and arrange/coordinate with approved testing laboratories for testing with PMT approval. Participate in witnessing the lab testing as and when required.
  • Coordinate / Interface with Warehouse, Purchasing, PMT, Operations, Certifying Authority, Client, and subcontractor assuring conformity to project specifications.
  • Liaise with customer representatives ensuring product conformity and stage release for each activity denoted in the PO/ITP.
  • Liaise with PMT/Buyers and Expeditors for quick resolution of OS&D. Attend OS&D meetings for the assigned project.
  • Attend Joint Equipment Inspection as per project requirements.
  • Visit vendor premises and conduct vendor inspections as and when required, as per PO/ITP.
  • Exercise proactive approach in prevention of a technical problem by interaction with Purchasing, Engineers, and Management personnel.
  • Conduct routine internal audits to assess the effectiveness of quality system outlined in the PQP/ITP.
  • Participate in Toolbox Talks conducted in Warehouse to highlight the quality requirements and non- conformances noted during inspection.
  • Conduct Quality Walkthroughs to ensure proper material storage and preservation.
  • Notify all quality related concerns to the Senior Quality Inspector - Materials on regular basis.
  • Liaise with Buyers to ensure Mill authenticity of materials received from Stockiest.
  • Carry out advance MTC review (Supplier Materials Details) of stockiest materials to avoid OS&Ds after material receiving.

Qualifications, Experience and Skills

Qualifications:

  • Bachelor’s Degree / Diploma in Mechanical / Metallurgical/ Electrical & Instrumentation

**RESPONSIBILITIES**
- Developing, implementing, and managing the Integrated Management Systems within the company, striving for continuous improvement as well as ensuring compliance with ISO 9001, ISO 14011, ISO 45001, the contractual requirements, and the maintaining of ISO certifications
- Establishing and ensuring that the policies and management systems comply with the international standards
- Driving the assurance programme within the company and associated contractors by addressing audit findings, any risks derived from audit outcomes and required actions
- Providing guidance to the maintenance teams regarding quality assurance systems/procedures
- Managing the day-to-day operation of the QA & QC Departmental activities and associated relevant issues
- Developing, implementing, and managing the Quality Control activities based on the risk profile for all subsystems, ensuring compliance with the approved O&M, and Asset Maintenance documents and contractual requirements
- Managing, organising, coordinating, and implementing an efficient reporting process various Engineering & Maintenance reports (failure/defect, progress, TANC, etc.) to senior management, sub-systems, and external stakeholders

**PROFILE**
- Bachelor’s degree qualification in Engineering, Project/Quality Management, Business Management or similar. Ideally have a master’s degree
- Completed an ISO 9001 Lead Auditor Course and have applicable certification in Quality, e.g. Six Sigma (Green/Black Belt), Lean skills, or Certified Quality Engineer (CQE)
- Preferably a member of a suitable professional body
- At least 10 years’ experience in implementing and monitoring effective Quality Management Systems and processes in line with international best practices, with over 5 years in a Senior Management role
- Strong background within the metro/railway maintenance industry
- Extensive technical knowledge and experience of ISO standards (e.g. ISO 14001, ISO 9001, ISO 45001, ISO 31000, etc.) and compliance
- Excellent communication skills, with a strong ability to build relationships with influential people at all levels within and outside the organisation
- Ability to lead, coach, and mentor cross-functional teams throughout the use of QMS fundamentals including data analysis, root cause, and problem solving techniques
