Job Description

Responsible for overseeing Pre-Commissioning & Commissioning activities for assigned Areas to ensure EPC PC&C Contractor and Subcontractor executes Telecommunication and Security Systems activities and delivers systems and subsystems as per agreed planning until completion.
- Ensures PC&C engineering (preparation), such as systemization, pre-commissioning and commissioning planning, database set-up in coordination with other stakeholder disciplines and company and contractor/subcontractor departments, i.e. planning.
- Provides clear guidance to the EPC Contractor and facilitates resolution of pre-comm/comm issues to meet project objectives and milestones.
- This position is responsible to ensure all planning and execution activities associated with the pre-comm/comm of assigned area relating to Telecom activities is achieved by the EPC contractor, including third parties such as other EPC Contractors, vendors, consultants, sub-contractors etc., and are executed to Project’s specifications and requirements.
- Major challenges for this role include (1) effectively guide EPC contractor, including vendors and subcontractors and pre-comm/comm team to produce timely deliverables up to start-up. (2) maintaining constructive working relationship with the EPC contractor(s), including vendors and subcontractors to ensure delivery and execution of pre-comm/comm work scope in accordance with project requirements and (3) maintaining relationships with stakeholders (e.g., Operations, quality, engineering, construction) to ensure alignment of systems completions execution.
- Delivering of the scope of work for the assigned area relating to Telecom activities to achieve project expectations, in particular design and construction of very large facilities.

**About this role**
- Provides Telecommunication and Security Systems expertise, to lead safe execution of the Telecom Pre-Comm and Commissioning scope of work in accordance with project deliverables and execution schedule
- Demonstrate leadership in planning and execution driving EPC contractor to deliver as per project milestones. Review, approve Telecom Pre-Comm/Comm checksheets, Construction Work Packages, and provide supervision of pre-comm/comm scope of work by EPC contractor, supports contractor by helping to address gaps and coordination with operations and other disciplines within CPY team.
- Maintains close liaison with members of Engineering, quality, construction, operations Teams and accountable for ensuring execution of work is technically aligned in compliance with project objectives, Telecom and Security System specifications and industry best practices.
- Guides EPC Contractor's Telecom pre-comm/comm activities and validating contracts, including vendors, subcontractor resources, personnel qualifications, usage of appropriate tools; adherence to project objectives, requirements, specifications, and verification processes. Provide assurance of CTR/SCTR adhere to Project SHES procedures.
- Assesses and validates EPC Contractor’s procedures for SIMOPS, Work under Permit, Partial Handover requirements and perform progress measurement / reporting to drive assigned pre-commissioning/commissioning activities. Lead puch close out activities and handovers.
- Manages the Telecom discipline deliverables updates/red-lines and support field engineering where needed in support of pre-comm/comm activities. As required, develop short term mitigation plans to achieve intermediate milestones and bridging scope for final completions.
- Responsible for following up and assuring schedule and related milestones are achieved, provides data (rundown curves, charts, graphs), identify material & skills gaps, develop recovery plans to address any schedule delays if any. Accountable for knowledge of and sharing previous lessons learned, capturing, and communicating current lessons learned to support review teams and future projects.
- Review, update and amend procedures and specifications to ensure that all pre-comm/comm references are up to date and relevant.

**What you need to bring**
- Bachelor’s Degree in Telecommunication engineering or equivalent
- Minimum of 10 years’ experience as an Telecommunications Commissioning Engineer with a broad knowledge of commissioning planning and execution experience, for LNG liquefaction facilities or large Oil & Gas facility.
- Experienced pre-commissioning/commissioning of field instrumentation such as PAGA Systems, CCTV Systems, Fiber Optic Networks, Access Control Systems, LAN Networks, VHF and UHF TETRA systems, Industrial Wireless Networks, MOV’s; Fence Intrusion Detection Systems, OTN Networks, Active fibre optic monitoring systems, Ship to Shore Link Systems (Trelleborg).
- Good understanding of International (ISA/IEC) Standards and best practices in the areas of Telecommunication installations.

- To be successful in the role you must hold a Bachelor's degree with minimum 4 years of experience in physical security system domain. You must be proficient in CCTV design principles, product selection and bill of quantity preparations.

**Primary purpose of job**
QatarEnergy is looking to recruit Lead Systems Engineer (Systems Security) that will join a team responsible for overall

protection, confidentiality, integrity and availability of the ICT systems that supports QatarEnergy’s business operations.

The lead will be accountable for the overall systems security controls design and implementation for the systems

information security domains and ensure robust systems security controls architectures based on current International

security best practices and industry frameworks in line with ICT KPIs and CSFs. In addition, the new member will be

responsible to support and maintain the day-to-day operations and system change lifecycle of QatarEnergy’s critical

security devices, tools & services and shall provide senior technical support for all perimeter security devices whilst

providing leadership & mentoring to the team members.

The role will be an enabler to the company’s success through development and implementation of security practices that

create a secure working environment

**Experience & Skills**:

- 10+ years of progressive combined technical experience in systems security solutions, including experience with security

principles, and defense-in-depth techniques, related standards, and protocols with a minimum of 7+ years professional

hands-on experience in design and support of complex systems security infrastructure preferably in the Oil and Gas

industry.
- Expert level of technical hands-on experience in implementation and operation of systems related but not limited to

following systems security technologies.
- Ability to identify, implement, create, and operate endpoint security controls, standards, processes, and procedures and

ensuring that they are compliant with QP’s security policies and internationally recognized security frameworks and

standards.
- Effective decision making in terms of potential financial and operational consequences and to improve business efficiency
- Manage and support systems security solutions and provide technical problem support, resolution, and communication

when appropriate.
- Excelling communication skills to effectively communicate with ICT internal, QP business users, QP subsidiaries and joint

venture companies, government organizations, third parties, etc. on all matters related to systems security.
- Ability to collect, analyze technical logs and report relevant discovery, provide technical conclusions and suitable

recommendations towards resolution of reported incidents based on analyzed technical data in a timely manner.
- High leadership skills and effective resource management
- Manage and support endpoint security protection systems: Antivirus, host-based firewall/IPS and device controls.
- Manage and support Data Labeling and DLP solutions.
- Manage and support password management solutions.
- Manage and support endpoint cryptography and data encryption & HSM solutions.
- Manage and support Microsoft Public Key Infrastructure solution.
- Develop, review, and maintain technical documentation and versioning of implemented security systems.
- Research and investigate latest vulnerabilities alerts (CVEs) and implement countermeasures.
- Implement security measures to mitigate newly identified risks and recommend security controls changes or

improvements as needed.
- Analyze requests and incidents from QP staff and provide solution based on the QP Cyber Information Security

Framework
- Effective problem solver with strong analytic skills.
- Has presentation skills that will gain acceptance of proposed solution from impacted stakeholders.
- Can easily deal with complex technical, organizational and process problems related to projects
- Attains solid project management skills that will lead to serving security requirements and obtain information about

solutions and successful delivery.
- Strong troubleshooting skills in network, software configuration, log interpretation, etc.

**Education**:

- A minimum of a Bachelor degree in Network Engineering, Computer Engineering, Electrical/Electronic Engineering, or an

equivalent Engineering field.
- Relevant information security certification is a plus (such as Security+, CISSP, or CCIE)

security appliances.

- Excellent writing skills with the ability to write technical blueprints, high
- and low-level design documents, standards,

processes, procedures, manuals, feasibility studies, and tendering proposals.
