Job Summary
The Procurement Manager will be responsible for leading and managing all procurement activities, including public tenders, category planning, ERP-driven procurement operations, and vendor governance. Roles and Responsibilities

• Lead the end-to-end procurement cycle from demand planning, sourcing strategy, prequalification, tendering, evaluation, to award and contract execution

• Develop and manage procurement policies and procedures that align with national regulatory requirements and best practices
• Drive strategic sourcing initiatives and manage high-value procurement in areas such as IT, facilities, marketing, professional services, and technical categories

Ideal Candidate's Specification

Education and Certification

• Bachelor’s degree in Business Administration, Procurement, Engineering, or related field
• Master’s degree is preferred
• MCIPS or equivalent certification required
• Certified International Procurement Professional (CIPP) is an asset
• Public Procurement Law certification or equivalent understanding of public tendering frameworks is highly desirable

Experience

• At least 12–15 years of progressive experience in procurement and contracts, including experience in regulated or government-related environments
• Demonstrated success in managing high-value tenders, technical procurement, and policy-governed contract management
• Strong experience in ERP procurement systems (e.g., Oracle Fusion, SAP), including implementation and user training

Education Qualifications, Certifications, and Experience

• Education: bachelor’s degree in engineering, Supply Chain Management, Business Administration, or a related field.
• Experience: Minimum of 5 years of experience in procurement within the construction industry, specifically in MEP and Civil items.
• Knowledge: Strong understanding of construction materials, equipment, and services. Familiarity with local and international suppliers in the MEP and Civil sectors.

Key Responsibilities, Authorities, and Accountabilities

• To procure equipment, materials & systems complying to project Quality and Specification requirements.
• Source materials, equipment, and services for MEP and Civil construction projects. Negotiate terms, prices, and contracts with suppliers to ensure cost-effective procurement.
• Analyze all suppliers/ subcontractors to select the most suitable suppliers who can deliver high quality products at competitive pricing.
• Prepare and issue Request for Quotations (RFQs), Request for Proposals (RFPs), and tender documents. Evaluate bids and proposals, and award contracts in compliance with company policies
• Monitor procurement costs and ensure adherence to project budgets. Identify cost-saving opportunities without compromising quality or project requirements.
• To procure materials and subcontract in a timely manner within approved budgeted cost.
• To ensure timely delivery of equipment, material & systems to support site installation works as per approved work program
• Ensure that all procured items meet required quality standards and specifications. Coordinate with the Quality Control department for inspections and approvals
• All procurement processes should comply with management approved procedures and policies with respect to time, cost and quality.
• Prepare documentation for internal process as per ISO Standards.
• Develop and maintain good relationship with suppliers and subcontractors.

We are looking for a Procurement Engineer with a solid background in MEP systems to support our procurement operations. The candidate should possess at least five (5) years of relevant experience in Qatar and demonstrate a deep understanding of procurement processes, especially in fire alarm, firefighting, ventilation systems, and safety equipment.

Key Responsibilities:

• Handle local and international procurement activities efficiently and in accordance with company policies.
• Evaluate supplier quotations to ensure they meet technical and commercial requirements.

The Procurement Manager will be responsible for sourcing, negotiating, and procuring materials, equipment, and services required for various construction projects, ensuring timely delivery, cost-effectiveness, and compliance with quality standards.

Duties & Responsibilities:
1.To develop, formulate and/or improve existing purchasing strategy for the company by establishing systems and procedures geared toward the achievement of an efficient and effective purchasing arm and consequently, be able to work for the realization of these systems and procedures through courses of action plan(s) and implementation scheme(s)

--Experience Required--
Key Job Accountabilities
• To provide comprehensive Procurement Management services for the EPIC Project, with focus on the successful execution of the projects on time, within budget and in accordance with the agreed project requirements, specifications and standards.
• Oversee project procurement activities, monitor and control changes, prepare procurement status reports during EPIC execution of the project, in coordination with the Head of Project Services.
• Plan and develop procurement strategies for Long Lead Items (LLI's), define the company requirement for contractor's procurement SOW as per client Corporate and Project procedures and specifications. Monitor and control changes/variations during engineering, tendering, bidding and execution of the PO's placed by the EPIC Contractor.
• Follow up and seek updates on engineering requisitions status and changes if any on procurement and delivery activities. Follow up with Contractor's buyers, expeditors & inspectors during the procurement phase.
• Research the international market for qualified vendors & develop vendor evaluation and selection criteria and participate in vendor's Audit for compliance with project requirement.
• Update Company Preferred Vendors List (PVL) with all lessons learned.
