Overview

Job Summary and Purpose

The Third Officer understudies and assists the Second Officer. He must keep a navigational watch.

During cargo operations, he will assist with cargo operations, stability, ballast operations, moorings and ship security during the period of his watch.

• He is responsible for the safety of all personnel working for him.
• He is responsible for the maintenance and upkeep of all deck portable firefighting equipment and lifesaving appliances.
• He is responsible to the Master for the completion of records of on -board training.
• Where required shall act as nominated officer for the GMDSS station with responsibility for associated tests and records.
• He is responsible for the upkeep of the Recreational and Technical library.

The Third Officer must carry out any lawful command and delegated duty as issued by the Master.

A Junior Officer is an ex-cadet recently qualified as a Third Officer who may complete a probationary contract prior to full unsupervised OOW duties.

Qualifications, Experience and Job Skills

• Degree in Engineering or HSE Certification (HND/Accredited HSE Certificate)
• 10 years in Occupational Health & Safety (Oil & Gas preferred)
• Knowledge of ISO 45001:2018 & Environmental Management Systems
• Trained in incident investigation tools (TapRoot, SafetyCulture, EasyRCA, etc.)
• Strong command of MS Office & safety reporting tools
• GCC experience is a plus

Ensure that Industries Qatar (ooIQ), Gulf International Services (GIS), Qatar Aluminium Manufacturing Company (QAMCO) and Mesaieed Petrochemical Holding Company (MPHC) are able to fully discharge their external communications disclosure obligations to shareholders, investors and government regulatory authorities, and maintain an adequate public presence in printed and digital media. Handle all media related activities for IQ, GIS, QAMCO and MPHC and ensure that the websites are updated in a timely manner.

At least 5-year experience in public relations/affairs, management reporting, business journalism, etc.

Communicating :

Responds to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.

Monitors, and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends.

Establishes and provides direction and management of the compliance Hotline.

Institutes and maintains an effective compliance communication program for the organization, including promoting (a) use of the Compliance Hotline; (b) heightened awareness of Standards of Conduct, and (c) understanding of new and existing compliance issues and related policies and procedures.

Monitoring and reporting :

Provides reports on a regular basis, and as directed or requested, to keep the Corporate Compliance Committee of the Board and senior management informed of the operation and progress of compliance efforts.

Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and / or required.

Monitors the performance of the Compliance Program and relates activities on a continuing basis, taking appropriate steps to improve its effectiveness.

Evaluating and decision-making :

Acts as an independent review and evaluation body to ensure that compliance Issues / concerns within the organization are being appropriately evaluated, investigated and resolved.

Identifies potential areas of compliance vulnerability and risk; develops / implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.

Quality control :

Collaborates with other departments Risk Management, Internal Audit, Employee Services, etc.) to direct compliance issues to appropriate existing channels for investigation and resolution. Consults with the Corporate attorney as needed to resolve difficult legal compliance issues.

Works with the Human Resources Department and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.

Creating and developing things :

Develops and periodically reviews and updates Standards of Conduct to ensure continuing currency and relevance in providing guidance to management and employees.

Developing policy :

Develops, initiates, maintains, and revises policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct. Manages day-to-day operation of the Program.

Legal Officer - Arab National

• Provide legal advice and guidance on all company matters, including contracts, agreements, and policies.
• Ensure compliance with Qatari laws, regulations, and corporate governance requirements.
• Advise management on labor law matters, employee disputes, and disciplinary issues.
• Represent the company before regulatory authorities, arbitration panels, or in legal proceedings if needed.
• Stay updated with changes in legislation, regulations, and compliance requirements in Qatar and the GCC.
• Support business development and project teams with legal assessments and risk analysis.
• Prepare and maintain accurate legal records, case files, and documentation.

• Bachelor's degree in Law (LLB) or equivalent; Masters degree preferred.
• Must be a licensed lawyer / advocate eligible to practice in Qatar (or GCC with recognition).
• Minimum 5-7 years of professional legal experience, preferably in corporate, commercial, and labor law.
• Strong knowledge of Qatari legal system, corporate governance, and compliance requirements.
• Previous experience working in oil & gas, construction, energy, or large-scale project environments is an advantage.
